Strong Arm Robbery - Community Advisory

On August 30, 2012, at approximately 8:06 p.m., Takoma Park Police responded to area of Boston Avenue and Dundalk Avenue for the report of a strong arm robbery that had just occurred. The victim advised that while walking, two suspects ran up behind her and took property. She last saw them fleeing on foot down Boston Avenue towards Philadelphia Avenue. The victim did not suffer any major physical injuries. A K-9 track was conducted and led to the 7400 block of Baltimore Avenue where it ended. The suspects are described as:

Suspect 1: black male, 5’8, 160 lbs., 17-18 years old, athletic build, last seen wearing a white tank top, black knee-length shorts and a black baseball cap with purple writing on it.

Suspect 2: black male, 5’8, 160 lbs., 17-18 years old, athletic build, last seen wearing a white tank top and light colored shorts.

Bicycle Theft - Community Advisory

On August 28, 2012 at approximately 7:27 a.m. Takoma Park Police responded to the 1000 block of Elm Avenue for a report of a stolen bicycle. Unknown suspect(s) removed a bicycle from the front porch of the victim’s residence. The bicycle was last seen there on August 27 at 9:30 p.m. Sometime between August 27 at 9:30 p.m. and August 28 at 6:30 a.m., unknown suspect(s) gained access to the front porch, cut the security cable to one of three bicycles, and removed it. The bicycle is described as a bold yellow, 21 speed, Diamondback bicycle. There are no suspect(s) at this time.

September is Campus Fire Safety Month - Community Advisory

Some simple steps can keep college students safer from on and off campus fires.



The beginning of a new term means classes, homework, friends and parties. With such hectic lives, students often do not pay attention to one thing that could seriously injure or kill them: Fire. As a new semester begins on college campuses throughout the state, the State Fire Marshal William E. Barnard reminds students to take actions to protect themselves and their friends from the devastating effects of fire. An estimated 86% of fire deaths occur in off campus apartments and homes, which is where three-fourths of college students live. This is the primary reason why the State of Maryland has declared September as ‘Campus Fire Safety Month.’ "Unfortunately, most college students do not fully realize how quickly a fire can grow out of control," said the State Fire Marshal "Studies have shown you have an average of three minutes from when the first smoke alarm sounds to escape the effects of fire. Students need to realize they are not invincible, fires do happen in campus related settings and they can take proactive steps to protect themselves no matter where they live."

Many fatal fires involving college students have four common elements: Missing or disabled smoke alarms, careless disposal of smoking materials, alcohol consumption and a lack of automatic sprinkler systems.

Carelessly disposed of smoking materials are a contributing cause of fatal fires in all residences including rental properties where college students live. Students also fall victim to fires started by unattended open flame devices, such as candles.

Missing or dead batteries are the leading cause for smoke alarms not working properly.

The influence of alcohol, although not condoned by college administrators, is sometimes a factor in college related activities. Studies show alcohol decreases inhibition and impairs judgment, which can increase a student’s risk of not waking to the sound of a smoke alarm and potentionally not surviving the effects of fire.

The State Fire Marshal offers these safety tips for both parents and students when heading off to college:

• Check for the proper installation of working smoke alarms. These devices provide early warning no matter where the fire starts, giving more chance for escape.

• Test smoke alarms monthly and replace the batteries as needed.

• Look for housing that is equipped with automatic sprinkler systems. Not every residence hall or rental property has them.

• Know at least two ways out of every room and the building.

• If smoking is allowed, designate an area outside. Properly dispose of smoking materials in sturdy ashtrays and ensure they are completely extinguished. Just in case, always check cushions in chairs and sofas for smoldering cigarettes.

• If using extension cords, use only approved laboratory listed cords such as UL®, and don’t overload the electrical outlets.

• Consider using flameless candles or battery operated lights instead of regular wax candles.

• If using regular candles, never leave them or other open flame type devices unattended and keep combustibles away from their location at all times. Always extinguish the flame prior to leaving the room.

• Cooking should only occur in permitted locations. Never leave cooking food unattended.

• If using a barbeque grill, fire pit, chiminea or other outdoor open flame device, check out the local regulations beforehand. When these items are used improperly, an enjoyable time can quickly turn into a tragedy.

Theft from Auto - Community Advisory

On August 26, 2012, at approximately 11:55 a.m., Takoma Park Police responded to the 300 block of Elm Avenue for reports of suspicious subjects in the parking lot. Investigation revealed that three subjects were seen hanging around a vehicle in the parking lot, and when they noticed they were being watched, they fled in a black pick-up truck. Inspection of the vehicle in the parking lot revealed the passenger side window had been broken out. The owner of the vehicle indicated that property had been stolen from her vehicle. During the same time frame, another citizen called the Takoma Park Police station about two subjects walking in the area of Elm Avenue and Pine Avenue. Both were in a black pick-up truck and drove towards Montgomery Avenue. The description of the subjects matched the descriptions of subjects in the prior call:
Subject 1: Black male, 18-25 years old, 6'0, 160 lbs., shoulder length dreads, last seen wearing a white t-shirt.
Subject 2: Black male, 18-25 years old, last seen wearing a black t-shirt.
Subject 3: Black male, 18-25 years old, last seen wearing a black t-shirt.

Citizen's Police Academy Back for its Second Season! - Community Advisory

The Citizens' Police Academy is back for its second session! The course is designed to educate citizens on the required duties and obligations of a police officer, and it will provide a glimpse into all aspects of the City’s police department that make it run smoothly on a daily basis. Session II will commence on September 20, 2012 from 7-9 p.m. each Thursday night for 12 consecutive weeks. Sessions will be held at the Takoma Park Community Center, and there is no cost to participate. You must be 18 years of age and pass a background check.

Educational Class on the Taser for the Public - Community Advisory

The TASER, which is a type of electronically controlled weapon (ECW), has had a significant influence in American law enforcement agencies. Perhaps no other weapon has had such a dramatic impact. When used appropriately with a full understanding of their risks, ECWs are useful weapons that can effectively help officers to resolve serious situations. ECWs can reduce the need for more dangerous weapons and lower officer and subject injury rates (2011 Electronic Control Weapon Guidelines).
As part of the Takoma Park Police Department’s effort to increase awareness of the TASER, which our officers are authorized to carry and often use in field, we will be holding an educational presentation to the public on how the TASER works, its advantages to law enforcement, and a brief overview of our department’s policies on use of the TASER. In providing this educational presentation, we hope to provide community members a clear understanding of the weapon as well as to clarify any misconceptions in reference to TASER use. Those who attend may also voluntarily request to have the TASER deployed on them.
The educational presentation will be held on Friday, September 7 from 6-7:30 pm in the auditorium of the Takoma Park Community Center at 7500 Maple Avenue. There is no cost, but the class is limited to the first 25 people. Please contact Officer Carla Magnaye at carlam@takomagov.org

Throughout the month of August, the City of Takoma Park has experienced an increase in thefts from vehicles. Between August 1 – 23, 19 thefts from vehicles or attempt thefts from vehicles occurred. The break-in and thefts occurred in the following areas, with method of entry and property taken:

To obtain entry, suspect(s) mostly entered the vehicles through unlocked doors; they broke/smashed vehicle windows in three cases, damaged a door lock in one case and opened unlocked doors in 13 cases. Targeted property included GPS devices, wallet/purse, an iPod and money.

The Chief has placed extra patrols in the areas. Takoma Park Police have walked around the targeted areas placing flyers on various vehicles about tips on securing your vehicles.
Sometimes thefts from vehicles go unreported. This may be due to the individual’s belief that nothing of value was taken so it’s not worth reporting. Regardless of the damage or value of the property, the police department wants to know. With a crime analyst in the department, part of his job is to track data on break-ins, among other job functions. If we don’t know about it, we can’t track it. Please report any break-in to your vehicle, regardless of how small you may believe the incident is. Failure to report crimes makes it extremely difficult to identify problems and to address safety concerns.

Below are safety tips to take into consideration:

If you leave valuables in your vehicle, will they be there when you return? If they can see it, they can steal it. So, secure it!

Theft from auto can occur at any time, from any vehicle. Often, valuables left in a car are taken during the night, but daytime thefts can occur on busy streets, with nobody reporting any suspicious behavior.

What Property Is Stolen? The following items, although not all-inclusive, should be taken into your home, or you risk them being taken by thieves: cellular phones, money, purse, wallet, briefcases, CDs, iPods, portable GPS systems, laptop computers and sports equipment. Auto parts are also taken, including a vehicle’s license plate.

How? Method of entry varies too. Unlocked cars with valuables in easy reach are as common as a window or door lock broken to gain entry.

Deterrents:

Vehicle Theft: Many auto parts stores sell steering wheel locks which are inexpensive; these are a major deterrent to vehicle theft.

For License Plate Theft: a unique screw, which requires a special tool to release the license plate, is available from auto parts stores. The cost can be as low as $4.

What you can do:

Lock doors and close windows completely.
Remove valuables from the vehicle or lock them in the trunk where they are out of sight.
Do not leave electronic devices or accessories visible. (A cigarette lighter plug or CD/DVD/iPad/iPod/laptop adapter are tell-tale signs of valuables in the car. Replace the lighter when exiting the vehicle).
Do not leave money in the car.
Park in your garage, if you have one, or in a well-lit area.
Install "tapered" door lock or an anti-theft device that has a visible indicator.

Aid to Recovery: Some valuables can't be taken out of the vehicle, such as a stereo or speakers. When installing custom sound equipment, record the serial numbers and/or engrave your driver's license on the items before installation. If stolen, those numbers could make a difference in locating and recovering the property, and prosecuting the thieves.

The suspect demanded the victims’ purse and brandished a handgun. The victim complied and the suspect fled to an awaiting car. The victim was unharmed.

The suspect then produced a handgun and demanded the victim’s property. The suspects then fled the scene. The victim was unharmed..

Robbery

7400 blk. of New Hampshire Ave., on Monday, August 20th at 11:19 p.m., officers responded to a robbery that just occurred. A female employee was approached by a male suspect in the business parking lot. The suspect brandished a handgun and forced the victim back into the business. Once inside the office the suspect removed money and then fled in an unknown direction. The victim was unharmed.

7400 blk. of New Hampshire Ave., on Friday, August 17th at 8:14 p.m., officers responded to a robbery that occurred earlier. The male victim was walking to his car when he was approached by a vehicle with three suspects inside. The suspects asked the victim if he would like to buy items in his possession. The victim agreed and began to pull his wallet from his pocket. The suspect then produced a knife and grabbed the victim’s wallet. The suspects then fled in the vehicle on New Hampshire Avenue. The victim was unharmed.

Assault

1300 blk. of University Blvd., on Saturday, August 18th at 10:36 p.m., officers responded to an assault that just occurred. An unknown male suspect became agitated inside a store and threatened an employee with a knife. The suspect then fled the scene in an unknown direction. The employee was unharmed.

Residential Burglary

Armed Robbery - Community Advisory

On August 23, 2012, at approximately 11:15 a.m., a victim walked in to the Takoma Park Police Department at 7500 Maple Avenue to report that he had been robbed at gunpoint earlier. The victim was in the 1000 block of Larch Avenue delivering newspapers at approximately 3:05 a.m. when his vehicle experienced a malfunction. When he exited his vehicle and attempted to repair it, another vehicle with two occupants, believed to be a small Toyota truck, approached him. A description of the first suspect, the driver, is unavailable as he stayed in the vehicle. The second suspect, the passenger, had a dark complexion, approximately 30 years old, 5’6, 180 lbs, with a mustache. He was last seen wearing a black knit skull cap, red or brown coveralls with a black jacket. The second suspect exited his vehicle claiming to be a mechanic and offered to assist. He then grabbed the victim, forced him to the ground while brandishing a white revolver. Property was taken from the victim. A look-out for the suspects and vehicle was given to all neighboring jurisdictions.

Commercial Armed Robbery - Community Advisory

On August 20, 2012, at approximately 11:19 p.m., Takoma Park Police responded to the 7400 block of New Hampshire Avenue (Econo Lodge) for the report of an armed robbery that had just occurred. The victim left the Econo Lodge and was in the parking lot when a suspect approached her. The suspect brandished a black automatic handgun and demanded that the victim return to the Econo Lodge with him. Once inside, where there was a second victim, the suspect demanded property and the victims complied. After robbing the establishment, the suspect then robbed the victims. He then exited the Econo Lodge and fled on foot crossing New Hampshire Avenue toward Kingwood Drive. Montgomery County K-9 conducted a track, however, the suspect was not located.
The suspect is described as follows: black male, 20’s, 5’5-5’7, 180 lbs., dark skin, dreads, last seen wearing a black ski mask, black hooded jacket with white t-shirt under the jacket, black jeans, and armed with a black automatic handgun.

On August 20, 2012, at approximately 9:19 p.m., Takoma Park Police responded to the 7000 block of Carroll Avenue to a parking lot for the report of an armed robbery that had just occurred. The victim was standing in the parking lot when she was approached by a suspect with a handgun from behind demanding property. The victim complied and the suspect fled in an awaiting vehicle towards the District of Columbia.
The suspect is described as follows: black male, 5’10-6’0, medium build, last seen wearing a white shirt, unknown color shorts, ski mask and armed with a black handgun.

On August 20, 2012, Takoma Park Police responded to the 1000 block of Heather Avenue for reports of thefts from autos from two of the victim’s vehicles that occurred sometime between 1:30 a.m. and 7:00 a.m. Unknown suspect(s) entered the unlocked vehicle and stole property. While on the scene, a second victim indicated that property was also stolen from their vehicle. On that vehicle, the front driver door lock was damaged.

Crime Alert; A Message from the Chief of Police regarding Burglaries – Community Advisory

There has been an upsurge in burglaries during the month of August. In the past two weeks, there have been six residential burglaries of unoccupied single family homes. The burglaries are also occurring right across the border into the District of Columbia. All members of the Department are on high alert for these crimes. We have increased uniform and plainclothes patrols in the City. Our detectives are following up on all leads and are working closely with other jurisdictions. The exchange of information between jurisdictions is proving helpful in our investigations. We will continue to update you as we make progress in these on-going investigations. Working together we can close these investigations by arrests.
Please see the below for specific information on burglaries that have occurred:
The vehicles being used in these burglaries are stolen and have been two Dodge Caravans, a Volkswagon Passat and a Honda Accord.
The two suspects who are always described in these burglaries are:
Suspect 1: Black male, 5’9-5’10, muscular build, dreadlock/twist hairstyle, last seen wearing an Ecko brand shirt with red accents and jeans.
Suspect 2: Black male, 5’6 – 5’7, dreadlock/twist hairstyle, last seen wearing a black t-shirt and jeans.
The suspects may be armed.
The method of operation of these suspects is gaining entry through the rear of the home by removing window screens or breaking windows. They usually park their vehicle in the driveway and knock on doors to see if the house is occupied. This is usually during mornings hours after the victims’ leave home for work.
We need your eyes and ears in your neighborhoods. If it doesn’t look right, it probably isn’t. I urge you to secure your residences at all times. Please report ANY suspicious persons or vehicles in your neighborhoods to 301-270-1100 or 911. This is our number one priority. We need your help – working together, we can make a difference!

Residential Burglaries - Community Advisory

On August 20, 2012, Takoma Park Police responded to the 7400 block of Carroll Avenue for reports of a residential burglary that had just occurred at approximately 9:19 a.m. Unknown suspect(s) made entry to the residence by removing a window screen by the back door of the residence. Entry into the residence sounded the security alarm and the suspect(s) fled. It is believed that property was not taken.
Also on August 20, 2012, at approximately 9:29 a.m., Takoma Park Police responded to another burglary in progress in the 200 block of Spring Street. The victim arrived home to find two suspects in her home. One of the suspects grabbed property and fled through a rear door. The other suspect jumped from the second floor bedroom window. Both fled the scene by vehicle. The victim believed they were driving a gray/silver mini-van. It is believed that both suspects are involved in both burglaries. A suspect and vehicle look-out was given to surrounding jurisdictions. The suspect vehicle was located abandoned in the District of Columbia and impounded by Takoma Park Police. The suspects are described as:
Suspect 1: Black male, muscle build, short twists/braids, last seen wearing an unknown color t-shirt and possibly blue jeans.
Suspect 2: Black male, muscle build, medium complexion, short dreads, last seen wearing an Ecko brand t-shirt with a red rectangle on the left sleeve. The shirt was primarily white with red accents.

Armed Robbery - Community Advisory

On August 17, 2012, Takoma Park Police responded to the 7400 block of New Hampshire Avenue to a parking lot for the report of an armed robbery that had occurred at approximately 6:40 p.m. The victim advised that while he was walking with his family he was approached by three suspects in a vehicle who wanted to sell him property. When the victim said he did not want to buy the property, the suspect who was sitting in the front passenger seat brandished a pocket knife, 6 inches with a black handle and silver blade, and took property from the victim. The suspect returned to the vehicle and it sped off at a high rate of speed towards New Hampshire Avenue. Neither the victim nor his family suffered any physical injuries. The suspects are described as follows:

Suspect 1: Driver: black male, dark complexion, 30-35 years old, skinny build last seen wearing a white t-shirt.
Suspect 2: Front passenger: black male, dark complexion, 23-24 years old, skinny build, black hair, spoke Spanish, last seen wearing a white t-shirt, and plastic hospital-type bracelet
Suspect 3: Back seat passenger: black female, dark complexion, 18-19 years old, thin build, last seen wearing a white t-shirt.

Property was taken. A witness recalled seeing an individual around the property described as a black male, 5’7, 170 lbs., 20-25 years old, medium to dark complexion, last seen wearing black shorts and a white tank top.

Robbery

7000 blk. of Carroll Ave., on Tuesday, August 14th at 10:42 p.m., officers responded to a robbery that just occurred. Three male suspects approached a male victim as he walked from the Takoma Metro Station and asked the victim for money. The victim replied he did not have change and continued to walk. The suspects then assaulted the victim and removed property. The victim sustained minor injuries.

Residential Burglary

7500 blk. of Dundalk Rd., on Thursday, August 16th at 2:15 p.m., officers responded to a burglary that occurred earlier. An unknown male suspect gained entry into the residence by prying a window open. Property was stolen.

Larceny

7200 blk. of Cedar Ave., on Monday, August 13th at 5:40 p.m., officers responded to a theft that occurred earlier. Unknown suspect(s) entered an unlocked shed and attempted to steal property, but were unsuccessful.

Larceny from Vehicle

200 blk. of Tulip Ave., on Monday, August 13th at 8:49 a.m., officers responded to a theft in progress. A male 45 was detained after he was observed removing property from a vehicle. The suspect then complained of chest pains and was admitted to the hospital.

7100 blk. of Woodland Ave., on Friday, August 10th at 7:11 a.m., officers responded to a burglary that just occurred. Two unknown male suspects gained entry into the residence by forcing open a rear door. They were then observed exiting through the front door before fleeing in a vehicle. No property was reported stolen.

Larceny

7600 blk. of Carroll Ave., on Tuesday, August 14th at 12:54 p.m., officers responded to a theft that occurred earlier. Unknown suspect(s) removed unattended property from a hospital room.

7600 blk. of New Hampshire Ave., on Monday, August 13th at 10:12 p.m., officers responded to an assault that just occurred. Two females assaulted each other in an argument that turned physical.

6900 blk. of New Hampshire Ave., on Tuesday, August 13th at 7:18 p.m., officers responded to a theft that occurred earlier. A known male suspect played lottery games at a business and fled the store without paying.

7400 blk. of Wildwood Dr., on Tuesday, August 14th at 9:40 p.m., officers responded to a theft that occurred earlier. Unknown suspect(s) opened an unlocked vehicle door and stole property.

Auto Theft

1100 blk. of Lancaster Rd., on Sunday, August 12th at 3:45 a.m., officers responded to an auto theft that just occurred. Unknown suspect(s) stole a white 2007 Toyota Rav 4 by unknown means from the victim’s driveway.

Arrests:

Intersection of Carroll Ave. and Flower Ave., on Saturday, August 11th at 1:47 a.m., a male 53 was arrested for driving under the influence of alcohol.

7500 blk. of Maple Ave., on Tuesday, August 14th at 6:30 p.m., a male 31 was arrested for having an open drug possession and paraphernalia warrant.

7500 blk. of Maple Ave., on Tuesday, August 14th at 12:00 p.m., a male 37 was arrested for having an open assault and sexual assault warrant.

Sex Offense - Community Advisory

On August 15, 2012, at approximately 5:43 p.m., Takoma Park Police responded to the 6800 block of Eastern Avenue for a suspicious situation. The victim reported that while she was outside, a man approached her asking for directions to College Park. The victim recognized this individual as a person who approached her the previous day, between 7:15 – 7:45 p.m., at the Takoma metro station platform, also requesting directions. The victim indicated that on both days, the suspect’s actions were odd, as he kept brushing his book back against her leg. She tried to put distance between herself and the suspect, but he continued his actions. During the encounter on August 14, the victim stated that once she boarded the metro train, the suspect continued to follow her, but when she arrived at her stop, the suspect stayed on the train. During the encounter on August 15, the suspect acknowledged having run into the victim the previous day. The suspect again began asking her for directions while continuing to be close to her with his book bag, brushing it against her leg. The victim then noticed that the suspect ‘s cell phone was recording underneath her skirt, through a hole in his book bag. The victim attempted to take the book bag from the suspect and it ripped. The suspect picked up the book bag and cell phone and fled on foot in an unknown direction on Eastern Avenue. The victim notified police.
The suspect is described as a black male, dark brown skin, short hair, 6’1-6’2, approximately 18-25 years old, last seen wearing a green polo shirt and blue jeans.
Takoma Park Detectives received information that there may be a second victim. Detectives would like to hear from any others who may have had a similar encounter with this subject. Back to School August 27 - Community Advisory

With the beginning of school in Takoma Park/Montgomery County in less than two weeks, on Monday, August 27th, here are some important tips for the safety of children, parents, pedestrians, drivers and crossing guards:

Children:

1. Always let your parents know where you are.

2. Always try to play or walk with friends.

3. Say NO if a stranger offers you gifts or asks you to help find something, like a lost dog.

4. If anyone, even someone you know, tries to do something that makes you feel "funny" or unsafe, say NO. And always tell someone you trust about it, like your parents or a teacher.

5. Never get into a car with a stranger or with someone you don’t trust.

6. Never go anywhere with a stranger or with someone you don’t trust.

7. Never believe a stranger until you have checked what he or she has said with someone you trust.

8. Never open the door to a stranger when you are home alone or to someone you don’t trust.

9. Never give any information to a stranger over the Internet or telephone.

Parents:

Please drive carefully around school buses and children. Please be extra vigilant to ensure the continued safety of our school children and school crossing guards during this time of the year.

Our Crossing Guards’ primary responsibility is to facilitate the safe crossing of students to and from school each day in all weather conditions. These crossing guards are trained and certified in traffic and pedestrian safety. Each one wears a highly visible bright yellow reflective safety vest.

Takoma Park Police remind drivers that it is very important to obey the posted speed limit and pay close attention to their surroundings at all times. Within a school zone, it is especially important to be alert, drive carefully, and follow the directions of the crossing guards.

Expect delays near schools. Know your route, start early, and drive the posted speed limit.

Motorists not involved in dropping off or picking up students should consider adjusting their route or schedule in order to avoid arrival and dismissal traffic in front of schools.

Park only in lawful areas. Parking within 20 feet of a crosswalk is against the law and can obstruct visibility for both pedestrians and motorists.

Unload school children onto the sidewalk or right side of the vehicle. Unloading school children into a traffic lane could put a child in harm’s way.

Instruct children to remain alert and look left, right, and then left again before crossing the street.

All pedestrians should not use cell phones to talk or text, nor wear headphones when crossing.

Hopefully these are a few tips to help you stay safe.

Female Boxer Dog Found on Jackson Avenue - Community Advisory

A female boxer (approximately 1 year old) was found loose on Jackson Avenue this morning - no collar with ID or tags.
Animal Control was contacted and they transported the dog to the Montgomery County Humane Society (14645 Rothgeb Dr., Rockville, MD 20850. The phone number is 240-773-5960).

Crime Alert; Residential Burglaries - Community Advisory


During the month of August, there have been three residential burglaries. I have included information below when and where these burglaries have occurred. The information was prepared by our Crime Analyst, Andrew Gucciardo. The list indicates method of entry and items stolen. The most common method of entry has been made by suspect(s) forcing open doors or breaking windows. The target items have been various; but include cash, televisions, computers and iPads. All of the burglaries have occurred mostly during the morning hours and during the weekdays.
Investigations continue into these burglaries, however, each resident can do their part to reduce their chances of being a victim, including but not limited to securing all doors and windows with working locks, trimming shrubbery and trees away from windows and doors, keeping valuable items out of plain sight, recording serial numbers of items to aid in investigations, and lastly, report all suspicious person(s) and/or vehicles to the police immediately. BURGLARY PREVENTION TIPS:
Burglary is an opportunist crime. A burglar will select his target because it offers him the best opportunity to carry out his crime undetected and with the fewest number of obstacles in his way. A home that presents itself as insecure is far more likely to be targeted than one which is properly secured. Please review the following in order to protect your home and your valuables:
1. The MOST important thing YOU can do is CALL THE POLICE to report a CRIME or any SUSPICIOUS activity. You have to be the eyes of your neighborhood. And remember you can always remain a pair of anonymous eyes! Report burglaries immediately!
2. Do not touch anything or clean up until the police have inspected for evidence. If you have not checked your house, let the police check it for you. Leave the house and call the police.
3. It’s important to keep a list of serial numbers and/or receipts of all electronic equipment, i.e., televisions, stereos, cell phones, iPods, computers, as well as a list of items that are easily sold or pawned, i.e., jewelry, collectibles. Photographs or video tapes are always useful to keep a record of what you own (and insurance companies would also find this useful and convenient). Update your list periodically and do not leave it in the residence, if possible. Use an engraving pen to write your current driver's license number on your property. Burglars don't want marked merchandise.
4. Make it time-consuming for a burglar to break into your home - secure your residence! Sometimes installing deadbolt locks on all exterior doors or windows will deter a criminal; they don’t want to spend too much time in one place. Check and double-check that all doors and windows are shut and locked before you leave the house; even if you are leaving for a short period of time.
5. Display "Beware" signs. If you have a dog or an alarm system, put up signs that say you do. They do deter thieves.
6. When you leave your residence, do not leave valuables in plain sight. For instance, if your dining room table is within view of a window, don’t leave a laptop computer sitting there. When possible, pull shades or curtains so that property cannot be seen from outside the residence.
7. Be one step ahead of the burglar – case your own home and look for easy ways into your home and then take appropriate measures to correct it. (see Home Security Surveys below).
8. If you see someone suspicious who does not belong in your neighborhood, call the police. If you see a suspicious vehicle, call the police. Write down the license plates of any suspicious vehicles. Write down a description of any suspicious persons. You can never be too careful. A lack of information on suspects can hinder an investigation.
9. Burglars in most instances will case a neighborhood or the routine of residents. Every once in a while, leave at a different time. Change your routine to throw the burglar off. If you are not consistent, how can they be?
10. Burglars know where to look for hidden keys. Do not leave one.
11. If you do encounter a burglar in your home, please attempt to secure yourself in a room where you have access to a phone and immediately contact police. Do not confront suspect(s) or attempt to fight and/or chase after suspect(s).
These tips are not intended to scare or frighten anyone, however, crime is a fact of life everywhere. As partners, we can discourage criminals from targeting certain areas. We can make it hard for them.
Home Security Surveys
Takoma Park Police offer a home security survey free of charge. A residential security survey is an inspection of your home, performed by a police officer, in an effort to identify possible improvements to the physical security of your residence and to review personal safety and security habits. The goal is to decrease the likelihood that you might be victimized by a crime. Home security surveys are offered to homeowners living in the City of Takoma Park, by appointment. They generally take about an hour of your time and can be set up during evening hours. Strong Arm Robbery - Community Advisory

On August 14, 2012, at approximately 10:42 p.m., Takoma Park Police responded to the 7000 block of Carroll Avenue for the report of a strong arm robbery that had just occurred. The victim advised that while walking from the Metro Station he was followed by three suspects who assaulted him and stole property. The suspects then fled on foot into the District of Columbia towards Second Street. The victim did not suffer any major physical injuries. A K-9 track could not be conducted because of the high foot traffic in the area. The suspects are described as:
Suspect 1: Black male, 5’6, medium build, last seen wearing a white shirt and black pants
Suspect 2: Black male, 5’6, medium build, last seen wearing a black shirt and black pants.
Suspect 3: No description provided.

Home Security Surveys - Free of Charge - Community Advisory

FOR IMMEDIATE RELEASE

Interim Chief Drew Tracy of the Takoma Park Police Department announces the arrest of Darryl Bouvier Williams, 45, of Washington, D.C., for theft from auto.
On August 14, 2012, at approximately 12:07 a.m., Takoma Park Police responded to the 6400 block of 5th Avenue, Takoma Park, Maryland, for reports of a theft from auto in progress. Upon arrival, officers made contact with Williams, who matched the description given in the look out. Investigation revealed that Williams had been involved in several thefts from autos. An inspection of Williams’ backpack contents revealed various property identified by victims.
Williams was arrested and transported to the Montgomery County Central Processing Unit, where he was charged accordingly.

Educational Class on the Taser for the Public - Community Advisory

The TASER, which is a type of electronically controlled weapon (ECW), has had a significant influence in American law enforcement agencies. Perhaps no other weapon has had such a dramatic impact. When used appropriately with a full understanding of their risks, ECWs are useful weapons that can effectively help officers to resolve serious situations. ECWs can reduce the need for more dangerous weapons and lower officer and subject injury rates (2011 Electronic Control Weapon Guidelines).
As part of the Takoma Park Police Department’s effort to increase awareness of the TASER, which our officers are authorized to carry and often use in field, we will be holding an educational presentation to the public on how the TASER works, its advantages to law enforcement, and a brief overview of our department’s policies on use of the TASER. In providing this educational presentation, we hope to provide community members a clear understanding of the weapon as well as to clarify any misconceptions in reference to TASER use. Those who attend may also voluntarily request to have the TASER deployed on them.
The educational presentation will be held on Friday, September 7 from 6-7:30 pm in the auditorium of the Takoma Park Community Center at 7500 Maple Avenue. There is no cost, but the class is limited to the first 25 people. Please contact Officer Carla Magnaye at carlam@takomagov.org

Stolen Moped - Community Advisory

On August 13, 2012,Takoma Park Police responded to the 100 block of Lee Avenue for reports of a stolen moped, which occurred some time between August 12 at 4:00 p.m. and August 13 at 1:30 a.m. The moped was secured by a cable lock that had been broken. The moped is a yellow and black, 50cc, Chongquin, Delta.
The outstanding moped has been entered into the National Crime Information Center (NCIC) stolen vehicle database. Investigation continues under case #12039907. Anyone with information about this crime is asked to please call us at 301.270.1100.

Commercial Burglary - Community Advisory

On August 12, 2012, at approximately 12:12 pm., Takoma Park Police responded to the 7600 block of Maple Avenue (Peter’s Sub Shop) for a commercial burglary that occurred earlier. An unknown suspect gained entry through a skylight. Property was taken.
The suspect seen on the establishment’s video surveillance is described as a black male, medium build, shaved heard, last seen wearing a black hoodie, black pants and a black ball cap.

It has been reported to the Takoma Park Police Department that an organization has been soliciting for money by telephone for a Police Protective Fund or Police Memorial Fund for fallen officers. The Takoma Park Police Department does not solicit money for any such cause, nor do we endorse any charity organization(s) that solicits funds or any other donations for the benefit of fallen officers. If you are not familiar with an organization that contacts you, you should not provide any personal information, money, checks or credit card information to the alleged organization(s). If you receive such a solicitation, please call the Takoma Park Police Department at 301-270-1100 and report it. Thank you.

Chief Challenges Takoma Park Officers to a Bike Ride – Community Advisory

Chief Tracy is excited and has challenged his Takoma Park Officers to join him for an opportunity to bike around the City and greet our citizens as they walk to the Takoma Park Metro. The bike rides will take place on Monday and Tuesday, August 13 and 14, from 8:00 a.m. until 12:00 p.m. If you see them biking by, please wave and say hello!

Citizen's Police Academy Back for its Second Season! - Community Advisory

The Citizens' Police Academy is back for its second session! The course is designed to educate citizens on the required duties and obligations of a police officer, and it will provide a glimpse into all aspects of the City’s police department that make it run smoothly on a daily basis. Session II will commence on September 20, 2012 from 7-9 p.m. each Thursday night for 12 consecutive weeks. Sessions will be held at the Takoma Park Community Center, and there is no cost to participate. You must be 18 years of age and pass a background check.
The session is limited to the first 15 students. Please contact the community policing officer, Carla Magnaye, at carlam@takomagov.org

Takoma Park Police Department Weekly Crime Report: 8/3/2012 - 8/9/2012

Ward 1:
Attempt Stolen Property
7300 block of Baltimore Avenue, on Monday, August 6th at 4:24 p.m., officers responded to a theft of a bike in progress. Unknown suspects took a bicycle from a residential property. The two suspects rode the bike up Baltimore Avenue. The two suspects jumped off the bike and fled on foot at Baltimore and New York Avenue.

Stolen Auto
Unit block of New Hampshire Avenue (service road), on Monday, August 6th, at 12:30 a.m., officers responded for a stolen auto. On August 6, at 2:45 p.m., the vehicle was located on New York Avenue.
Ward 3:
Theft from Auto
Unit block of Pine Avenue, on Wednesday, August 8th at 10:45 a.m., officers responded to a theft from auto. Unknown suspects entered the vehicle through an unlocked driver’s side door and stole property.

Theft from Auto
1200 block of Holton Lane, on Friday, August 3rd, at 7:00 a.m., officers responded to a theft from auto that occurred earlier between August 2, at 10:30 p.m. and August 3, at 6:30 a.m. Unknown suspects entered the vehicle by smashing out the passenger side window of the vehicle. Property was stolen.
Attempt Theft from Auto
1100 block of Merwood Drive, on August 3rd, at 9:20 a.m., officers responded to an attempt theft from auto. Sometime between August 2, at 6:30 p.m. and August 3, at 8:30 a.m., unknown suspects entered the vehicle by breaking the passenger side rear door window. No property was taken.
Larceny
7600 block of New Hampshire Avenue, on Friday, August 3rd, at 7:41 p.m., officers responded for a larceny. Victim was shopping at a commercial establishment between 7:00 p.m. and 7:15 p.m. and an unknown suspect stole property from the victim.
Arrests:
Intersection of Sligo Creek Parkway and New Hampshire Avenue, on Friday, August 3rd at 11:35 p.m., a male 29 was arrested for possession of Cocaine and paraphernalia.
1300 block of University Blvd., on Sunday, August 5th at 10:14 p.m., a male 26 was arrested for an open warrant through Prince George’s County, Maryland, for theft over $500.
7100 block of New Hampshire Avenue, on Monday, August 6th at 11:00 p.m., a male 50 was arrested for an open warrant through Montgomery County, Maryland.
Intersection of Tulip Avenue at Holly Avenue, on Tuesday, August 7th at 11:46 p.m., a female 22 was arrested for possession of paraphernalia and released from the scene.
7500 block of New Hampshire Avenue, on Tuesday, August 7th at 10:31 p.m., a male 32 was arrested for possession of marijuana and paraphernalia and released from the scene.
6900 block of New Hampshire Avenue, on Wednesday, August 8th at 8:48 p.m., a male 32 was arrested for failure to appear and driving without a license.
1000 block of Kentland Avenue, on Thursday, August 9th at 12:20 a.m., a male 36 was arrested for disorderly conduct.
1100 block of University Blvd., on Thursday, August 9th at 2:15 a.m., a male 19 was arrested for failure to appear and destruction of property.
7700 block of Carroll Avenue, on Thursday, August 9th at 2:56 a.m., a male 33 was arrested for an open warrant through Montgomery County for possession of paraphernalia.
7700 block of Carroll Avenue, on Thursday, August 9th at 2:56 a.m., a female 25 was arrested for possession of paraphernalia and released from the scene.
1300 block of University Blvd., on Thursday, August 9th at 11:15 a.m., a male 37 was arrested for trespassing and possession of fraudulent government identification.
