Detectives from the Takoma Park Police Department are investigating the disappearance of a missing juvenile, Mia Monay Wallace, 15, was last seen on February 24, 2012, in the 6400 block of Orchard Avenue. Mia is a black female, 5’6 tall, and 120 lbs. She was last seen wearing a gray jacket with a black shirt, spandex with pants with a "cheetah" print, "fish net" stockings and black lace boots. She also wears black and red framed glasses.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Sergio Morales-Monroy, 20, of Hyattsville, Maryland, for several traffic charges and assault on a police officer.

On February 26, 2012, at approximately 1:03 p.m., a Takoma Park Police officer observed a black Nissan vehicle with passengers traveling south on Route 650 at Kingwood Drive, traveling at a high rate of speed, failing to maintain lane control and failing to remain right of center. The driver of the vehicle, later identified as Morales-Monroy, turned right onto Sligo Creek Parkway from lane two. He then proceeded west on Sligo Creek Parkway at a high rate of speed. At this time, it was the officer’s belief that due to the erratic driving behavior, that it was possible the driver may be under the influence of drugs and/or alcohol.

Morales-Monroy took the officer on a pursuit throughout various parts of Takoma Park, Montgomery County and Prince George’s County. There were several times Morales-Monroy failed to stop for a barricade, leaving the roadway and driving around it. He continued to flee at a high rate of speed, endangering other motorists and pedestrians. At one point, he entered into the Washington Adventist Hospital, proceeding through the hospital at a high rate of speed failing to stop for a stop sign and endangering pedestrians in the hospital zone. Morales-Monroy was forced to stop, as he approached Holton Lane, for a red light. This gave the officer an opportunity to step out of his vehicle and see the identity of Morales-Monroy. At this time, Morales-Monroy put his vehicle into reverse and purposely struck the officer’s marked cruiser on the rear passenger side. After striking the officer’s cruiser, Morales-Monroy fled again at a high rate of speed continuing to make unsafe lane changes, nearly missing other motorists. The pursuit continued as Morales-Monroy continuously drove in a negligent and reckless manner putting other motorists, pedestrians, the officer, and himself in danger.

Sight of the vehicle was lost briefly, however, the officer was flagged down by a citizen indicating where the vehicle was located – on Chathum Avenue, Prince George’s County. The officer observed the vehicle parked in a driveway at a dead-end street. Two of the passengers bailed out and began running on foot. Morales-Monroy also bailed out and fled on foot, and the officer pursued him on foot. The officer was unable to catch up to Morales-Monroy and returned to his cruiser. A K-9 track was conducted which led officers through the woods and back towards University Boulevard, where the track ended.

Shortly after the track, Prince George’s County Police notified Takoma Park Police that, in an attempt to thwart capture, Morales-Monroy reported his vehicle as having been stolen. However, the officer who was involved in the pursuit was able to identify Morales-Monroy as the driver of the vehicle he had been pursuing. Morales-Monroy was taken into custody and transported to the Takoma Park Police Department.

On February 26, 2012, at approximately 1:21 p.m., Takoma Park Police responded to the 7500 block of Maple Avenue (rear parking lot) for reports of a theft from auto that occurred earlier sometime between February 24 February 26. Unknown suspect(s) entered the vehicle and took property.

Vandalism to Auto - Community Advisory

On February 26, 2012, at approximately 3:39 a.m., Takoma Park Police responded to the 7100 block of 13th Avenue for reports of a theft from auto in progress. The suspect fled in a burnt orange color box-style SUV before police arrived. Upon inspection of the vehicle, the window shattered. The suspect was described as an unknown race male, last seen wearing a black knit hat and black-hooded sweatshirt.

Theft from a Commercial Establishment; Assault - Community Advisory

On February 26, 2012, at approximately 2:30 a.m., Takoma Park Police responded to the 1300 block of University Blvd. (7-11) for reports of a theft. Suspects entered the establishment and began putting unpaid items in their pockets. When asked to pay for the items, one of the suspects assaulted an employee. The suspects then fled the establishment in a white Nissan 4-door Sedan with Maryland tags. A look-out was given to surrounding jurisdictions. The suspects were described as:

Suspect 1. Black male, 20’s 6’1, thin, dark complexion, last seen wearing a black knit cap, white t-shirt, jeans and light blue sneakers.

In January of 2011, the Montgomery County Police Department was contacted by a resident who believed he was a victim of a loan scam and that there were other victims of the scam in the community. The complainant provided the name of the loan company, the Metropolitan Financial Services, and the names of the individuals involved with this loan business, Carlos Sanchez and Franco Villatoro.
The Montgomery County Police Financial Crimes Section began an investigation into the business and associated employees. Detectives contacted the Maryland Department of Labor, Licensing and Regulation (DLLR) to inquire about Metropolitan Financial Services and Sanchez and Villatoro. Detectives discovered that the company was not licensed or registered to broker loans in the state of Maryland and that Sanchez and Villatoro were not licensed mortgage brokers.

Over the next year, detectives continued to investigate the fraudulent business and identified 12 Montgomery County victims. Victims from the Latino community applied for various types of low interest loans (business, mortgage, and mortgage modifications) through Sanchez and Villatoro. Victims were told that Sanchez worked in the banking industry and therefore had numerous contacts. Victims were promised loans but were told they had to pay some fees up front. Victims never received promised loans and were unable to make contact with Sanchez and Villatoro to ask for the reimbursement of fees. Detectives determined that loan documents provided to victims were fraudulent and that Sanchez and Villatoro had no association with the bank listed on the documents. In total, Sanchez and Villatoro were able to obtain approximately $50,000 from the 12 Montgomery County victims.

On January 25, 2012, a Montgomery County grand jury indicted 35-year-old Carlos Sanchez of the 6600 block of 13th Street Northwest in the District of Columbia and 31-year-old Franco Villatoro of the 6500 block of Lamont Place in Hyattsville on the following charges: theft scheme $10,000 to under $100,000, conspiracy to commit theft over $10,000 to under $100,000, five counts of theft $1,000 to under $10,000, and four counts of mortgage fraud. Villatoro was arrested on February 17 in Prince George’s County by members of the U.S. Marshals Capital Area Regional Fugitive Task Force (CARFTF) to include Montgomery County Deputy Sheriffs and is being held at the Montgomery County Detention Center on $10,000 bond. Sanchez was arrested in Miami, Florida on February 19 and is awaiting extradition to Maryland.

The police department is concerned there may be additional victims of Villatoro and Sanchez’ scheme and encourages victims who have not made a report to please call the Financial Crimes Section at 240-773-6330.

FOR IMMEDIATE RELEASE

At approximately 1:03 p.m. today, a Takoma Park Police Officer attempted to make a traffic stop. The vehicle's driver would not stop his vehicle and attempted to out-run the police officer. As the suspect driver was speeding down Sligo Creek Parkway, he encountered a barricade and was forced to stop. The suspect driver put his vehicle into reverse striking/assaulting the officer's vehicle in an attempt to further flee. The pursuit led the officer into Montgomery County as well as Prince George's County where the suspect driver and passengers of the vehicle bailed out. At this time, there is one suspect in custody and the others outstanding. This is an on-going investigation and is constantly changing. When more information is received, it will be released.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Colin T. Bowie, 46, of Chevy Chase, Maryland, as a fugitive from justice. Bowie had an outstanding arrest warrant through the City of Fairfax, Virginia, Police for impersonation of law enforcement, robbery, abduction by force, and firearm use in the commission of a violent crime.


On February 17, 2012, the Takoma Park Police Department’s Tactical Enforcement Unit (TEU) assisted Montgomery County Police and the City of Fairfax, Virginia, Police with an armed robbery investigation and search warrant. This investigation began during a suspicious search stop handled by a Takoma Park Police officer on February 9, 2012. Items of interest and evidentiary value were seen inside Bowie’s vehicle during a search incident to arrest. Through a search warrant, those items were later collected by Montgomery County Police for the City of Fairfax, Virginia, Police.

Having an established relationship with Bowie, a detective in Takoma Park’s Tactical Enforcement Unit encouraged Bowie to respond to the Takoma Park Police Department where his warrant was confirmed and he was placed under arrest.

Bowie was transported to the Central Processing Unit in Montgomery County and charged accordingly.

Stolen Auto - Community Advisory

On February 21, 2012, at approximately 7:10 a.m., Takoma Park Police responded to the 7400 block of Wildwood Drive for reports of a stolen auto. The vehicle was last seen at approximately 8:00 p.m. on February 20, 2012. The vehicle had been parked in front of the victim's residence. The outstanding stolen vehicle is a silver 2000 Honda Civic, Maryland tag #5ATJ34.

The outstanding vehicle has been entered into the National Crime Information Center (NCIC) stolen vehicle database. Investigation continues under case #12008491. Anyone with information about this crime is asked to please call us at 301.270.1100.

On February 14, 2012, in the Circuit Court of Montgomery County, Anthony Joyner, 42, of Cheverly, Maryland, was found guilty of robbery and car-jacking. Sentencing is scheduled for April 24, 2012.
On November 20, 2009, at approximately 1:18 p.m., Takoma Park Police responded to the 600 block of Boston Avenue, Takoma Park, Maryland, for a car-jacking and assault. The elderly female victim was walking in her front yard towards her vehicle that was parked in her driveway. Joyner forced her to the ground, assaulted her and took property. He then fled in her vehicle on Boston Avenue towards Takoma Avenue. A look-out for the suspect and the vehicle was given to all surrounding jurisdictions. District of Columbia’s Metropolitan Police Department located the victim’s unoccupied vehicle approximately 25 minutes later in the 1400 block of Iris Street, NW, Washington, D.C. There was an attempt by Joyner to burn the vehicle.

DNA evidence was recovered which led detectives to develop Joyner as a suspect. Confirmation of that evidence resulted in an arrest warrant for Joyner on August 27, 2011. Joyner was located in the State of Kentucky. Detectives from Takoma Park traveled to Kentucky to bring Joyner back to the State of Maryland to stand trial.

Chief Ricucci is proud of the Takoma Park Police and personnel for their outstanding follow through and determination in this case. He also wants to thank the Metropolitan Police Department for their assistance. The working relationship between multi-jurisdictional police departments continues to be an invaluable tool.

Detectives from the Takoma Park Police Department are investigating the disappearance of a critically missing person. Tyler Kennard Thomas, 18, was last seen on February 9, 2012, in the 8200 block of Houston Court. It is unknown what clothing or coat he was wearing. Thomas is critically missing because he may be in need of psychiatric care and/or medication. Thomas is 5'8, 156 lbs., blue eyes, short brown hair with a thin build.

On February 13, 2012, at approximately 9:00 a.m., Takoma Park Police responded to the 400 block of Lincoln Avenue for reports of an attempt theft from auto that occurred sometime between February 12 at 9:00 p.m. and February 13 at 8:00 a.m. The victim’s vehicle was parked on the street in front of the residence. Unknown subject(s) gained entry to the vehicle by smashing the driver’s side front door window. Property was not missing from the vehicle.

On February 13, 2012, at approximately 12:05 a.m., Takoma Park Police responded to the 900 block of East West Highway for reports of a theft from auto that occurred sometime between 8:35 p.m. February 12, 2012, and 11:00 p.m.. Unknown suspect(s) broke the rear driver’s side window to gain entry into the vehicle. Property was taken. The victim last saw his vehicle intact on February 12, 2012, at approximately 8:35 p.m.

Gas Station Theft from Auto - Community Advisory

On February 11, 2012, officers responded for a theft from auto that occurred in the 6400 block of New Hampshire Avenue (W Express Gas Station). At approximately 2:25 p.m., the victim was pumping gas and then went inside to pay the cashier. A newer style silver Chevrolet Camaro pulled up alongside of the victim’s vehicle and a black male suspect exited and removed property by opening the passenger side door to the victim’s vehicle. The vehicle was last seen headed south on New Hampshire Avenue. A look-out was given to surrounding jurisdictions.

Pepco Monitors Possible Wintry Weather Weekend - Community Advisory

Utility is Fully Prepared for Strong Winds, Hazardous Conditions

Pepco continues to closely watch the development of a complex storm system that could impact the entire Capitol Region this weekend. Starting tonight, several rounds of mixed precipitation followed by strong surface winds are forecasted to take aim on the Washington Metro area. No accumulating snow is expected. Below freezing temperatures could be hazardous for all untreated surfaces. The combination of wet snow and rain can adversely affect saturated soil. It can cause trees weakened by previous storms to fall onto power lines and equipment causing power outages. Also, heavy wet snow can weigh down tree limbs bringing them into contact with power lines causing power outages.

In anticipation of the inclement weather, Pepco has scheduled additional line personnel and tree trimming crews for this evening and throughout the weekend. Pepco will continue to monitor the weather and customer outage activity, and can adjust its resource plans accordingly throughout the weekend.

Customers are urged to report outages and downed wires by calling,
1-877-PEPCO-62 (1-877-737-2662) and follow the prompts.
Customers may also report outages by visiting pepco.com.

Customers’ reports are extremely vital to Pepco’s restoration efforts. Combined with other customer calls and Pepco’s technology, it helps the company identify the precise location of outages more quickly. Pepco also recommends that when reporting an outage, customers request a call back to confirm their power has been restored.


Pepco urges its customers to prepare for potential power outages and act to ensure their safety. Here are some tips:

• Have adequate prescription medicines and/or infant supplies on hand.
• If a customer or someone the customer knows uses life-support equipment that requires electricity to operate, identify a location with emergency power capabilities and make plans to go there during a prolonged outage.
• Assemble an emergency "storm kit." Include a battery-powered radio or television, flashlight, a first-aid kit, battery-powered or windup clock, extra batteries, special needs items, an insulated cooler, and a list of important and emergency phone numbers.
• Keep at least a three-day supply of non-perishable foods and bottled water and have a hand-operated can opener available.
• Have a telephone with a cord or cell phone to use as a backup. Cordless telephones require electricity to operate, and will not work if there is an outage.
• Protect electronic equipment. Unplug sensitive electronics or plug computers and other sensitive equipment into surge suppressors, and consider a UPS (uninterruptible power supply) for temporary battery backup power.
• Turn off power to flood-prone basement appliances, if it is safe to do so. However, if the customer has an electrically operated sump pump, the customer should not turn off the power.
Safety Tips
• Stay away from downed wires.
• Tune to local news broadcasts for the latest weather and emergency information.
• Follow the advice of local emergency management officials.
• Take cover if necessary.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Colin T. Bowie, 46, of Chevy Chase, Maryland, for possession of a handgun, possession with the intent to distribute Controlled Dangerous Substance (CDS) Cocaine, CDS pharmaceutical pills (one count Suboxin Schedule 3, one count Hydromorphone Schedule 2, and two counts Alprozolam Schedule 4) and seven counts of possession of CDS paraphernalia.

On February 9, 2012, at approximately 2:02 p.m., Takoma Park Police responded to the 700 block of Colby Avenue, Takoma Park, Maryland, for the report of suspicious subjects working on a vehicle. Units arrived and identified all of the subjects, including the owner of the vehicle, Bowie. A consent to search was denied. However, in the officer’s plain view sight through the driver’s open front door was a black handgun sticking out from under the front driver’s seat. A search incident to arrest was then conducted of the vehicle. A search of the vehicle revealed several items of evidentiary value. The vehicle was seized by the Takoma Park Police Department.

The amount of CDS in Bowie’s possession, as well as the CDS paraphernalia, was indicative of an intent to distribute.

Bowie was arrested, charged accordingly and transported to the Montgomery County Central Processing Unit.

A male suspect approached the male victim in front of his residence and brandished a handgun. The suspect demanded property and the victim complied. One Vacancy on Police Chief's Advisory Board - Community Advisory

Chief Ronald A. Ricucci of the Takoma Park Police Department announces that there is currently a vacancy on the Police Chief’s Advisory Board. In October 2009, Chief Ricucci formed the Board, which meets on the third Wednesday of each month in the City building. Members are kept informed of departmental activities, receive updated advisories and alerts on crimes and are invited to department events.Any resident who is interested, please submit a letter of interest and resume no later than February 14, 2012. Utility Bill Scam - Community Advisory

The call goes something like this: "Give me a credit card number immediately to settle your overdue bill or we’ll have to cut off your electricity."

And if you say you paid your bill? The response: "Your mailed check was unsigned and a credit card payment must be made immediately."

Then, the scammer may tell you that the fastest way to avoid having service turned off would be to go to Walgreens or CVS and buy a prepaid Green Dot Visa debit card, because that would be the same as cash. Once they had the card, they were to call the scammer back and provide them with the information on the debit card.

The caller, of course, is a scam artist posing as a representative of the local power company. The goal is to get your credit card number for a shopping spree—or worse, to set you up for identity theft. The scammers usually also ask for your utility account number or personal information, saying they need it for verification purposes.

We have been told by two residents that this has happened to them recently, one from a scammer posing as a representative for a gas utility company. In that call, the scam artist asked the person if she or he had paid their bill last month. When the resident indicated it had been paid, the scammer then asked for a copy of the utility bill. When the person told the scammer they didn’t believe they were from the utility company, the scammer hung up.

No matter who your service providers are, or what the service is for, here’s what you need to know:
Most utilities will mail one, if not several, past-due notices before terminating service.

If a legitimate company representative calls, he or she will always have your account information on a computer screen. It’s possible you’ll be asked for an account number, so that the caller can confirm you’re the person with authority over the account. If this happens, provide just part of the number, such as the last four digits, and then ask the representative for the rest of the number. Scammers will usually hang up at this point.

You have the option not to engage with the caller. Instead, dial the customer service number listed on your bill and ask if there’s an issue with your account.

A Message from the Chief of Police on Gunshots Being Heard - Community Advisory

If you hear what sounds to be "gunshots" please call the Takoma Park Police Department directly at 301-270-1100. If you are not sure, please call anyway so that our officers and detectives have an opportunity to make that determination. It is so important that you call in these types of issues, as citizen involvement is paramount to our investigations, and hopefully catching the suspects who are responsible.

Unfortunately, this is on the rise in our City. You ask why? More and more guns are on the street. More of the guns are being carried by gang members who like to show off or send a message by shooting them off. We take these calls seriously. It is one of the only calls which requires immediate notification to the Chief of Police and the Public Information Officer. When we receive these calls, we attempt to locate where the shootings take place so we can recover any spent shells, which can then be examined for prints and forensic match-ups to the gun, if seized.

Your calls make a HUGE difference.

Armed Robbery - Community Advisory

On February 7, 2012, at approximately 12:12 a.m., Takoma Park Police responded to the unit block of Pine Avenue for reports of a citizen armed robbery. Two unknown black males used a black semi-automatic handgun to demand property from the victim, to which he complied. The suspects then fled in a dark-colored small 4-door Sedan up Pine Avenue towards Columbia Avenue. The victim did not suffer any physical injury.

Arrest Warrants Issued for Two Suspects in Takoma Park Armed Robberies - News Release

Chief Ronald A. Ricucci from the Takoma Park Police Department announces that arrest warrants have been filed for the arrests of Keith Reed, 22, and Andre Scott Nureni, 21, both of Washington, D.C., for armed robbery, 1st degree assault, theft less than $100, reckless endangerment and conspiracy to commit all of the aforementioned charges. Reed and Nureni are both currently being held in the District of Columbia jail pending extradition back to Montgomery County, Maryland.

On January 28, 2012, at approximately 10:09 p.m., Takoma Park Police responded to the area of Walnut Avenue at Westmoreland Avenue for the report of a citizen armed robbery that occurred earlier. While walking, the victim in this incident was approached by an unknown male suspect. When the victim turned to face the suspect, the suspect pointed a gun at him and demanded property. The victim complied and the suspect fled the scene on Walnut Avenue towards the District of Columbia. The victim did not suffer any physical injury. No suspects were apprehended at that time.

On February 3, 2012, at approximately 8:45 a.m., Takoma Park Police responded to the 100 block of Hodges Lane for reports of a citizen armed robbery. The victim was walking up the steps to his residence when he was approached by a black male with a black gun. He was ordered to give his property to the suspect to which he complied. He was then ordered to lie face down on the ground, to which he again complied, and the suspect then fled in an unknown direction. The victim did not suffer any physical injury. The suspect was described as a black male, 6’2-6’3, approximately 225 lbs., medium skin complexion, last seen wearing a black mask exposing his eyes and the upper portion of his face, gray hooded jacket, dark jeans (possibly dark gray or black), armed with a black gun which resembled a Glock. A look out was given to all surrounding jurisdictions.

Takoma Park detectives began looking at another case that resembled the two referenced above. It was determined that the suspect(s) may be driving a black Jeep Liberty vehicle. Information was shared between multi-jurisdictions of suspect and suspect vehicle information.

Through investigation, at approximately 8:05 p.m., Metropolitan Police Department (MPD) officers located the suspect Jeep Liberty in the 5000 block of 2nd Street, N.E., Washington, D.C. Officers observed an unknown occupant get into the vehicle and then the officer broadcast a look-out for the vehicle, which was seen fleeing down Nicholson Street and 3rd Street, N.E.

At approximately 8:08 p.m., several MPD units began a pursuit. During the pursuit, the suspect vehicle traveled in the opposite direction on streets, striking vehicles and objects. The suspect vehicle then stopped and both occupants bailed out of the vehicle. Nureni (suspect driver) bailed out of the rear trunk door while Reed (suspect passenger) exited the front right passenger door.

A foot pursuit ensued and Reed was apprehended shortly after. Reed had a rip in his jeans that occurred when he was jumping over a fence attempting to flee. Nureni was apprehended in the 4500 block of South Dakota Avenue, N.E. Nureni attempted to change his appearance by changing his clothing, however, his pants and gloves were recovered in the area. Nureni and Reed were both transported to the 4th District Station.

MPD K-9 was called to conduct a reverse track. A loaded Glock 19 handgun with rounds in the magazine were recovered near the first house where Reed was seen fleeing and where he ripped his jeans on the fence.
Reed and Nureni were identified by surveillance retrieved from a Suntrust ATM, as well as statements made by victims. MPD arrested Nureni on several traffic offenses and Reed on weapons charges.

A Takoma Park Police Detective filed detainers with the Metropolitan Police Department for both suspects, as well as arrest warrants for the two armed robberies.

Investigation continues. Chief Ricucci thanks the Metropolitan Police Department who jointly investigated these crimes. The working relationship between multi-jurisdictional police departments continues to be an invaluable tool.

Shots Heard Fired in the Area of Carroll Avenue at Lincoln Avenue - Community Advisory

On February 3, 2012, at 8:15 p.m., Takoma Park Police responded to the 7300 block of Carroll Avenue for the sound of shots fired. Upon arrival, officers spoke with two individuals who saw an unknown race male (short hair, average build) fire two shots from a handgun. It is unclear if the shots were fired into the suspect’s own vehicle or towards the ground. The suspect fled in a small hatchback-type Impreza vehicle, which was parked at Lincoln and Carroll Avenue. He made a right-hand turn and fled southbound on Carroll Avenue towards Ethan Allen Avenue. The area was canvassed with negative results.

INTERNAL AFFAIRS COMPLAINT INVESTIGATIONS

Chief Ricucci of the Takoma Park Police Department announces that, in keeping with the Police Department’s policy directives that require investigations of all complaints against the department or its employees, and that annual statistical summaries of such investigations by the internal affairs function be made available to the public, the following is the Takoma Park Police Department’s Summary of Complaints for calendar year (CY) 2011.

Twenty-one formal complaints were recorded and all 21 were subjected to internal affairs investigations. Thirteen complaints were submitted by citizens and the other eight were generated internally by employees, the Chief of Police or the Command Staff. There were no complaints referred anonymously. Subjects of the complaints included a total of 12 sworn officers, some of whom were involved in more than one complaint. Two civilian employees were the subjects of four complaints (three against one employee and one against the other employee).

Two of the 21 CY2011 formal complaint investigations remained in a pending status at years-end, i.e., a disposition had not been made; eleven were completed with determinations that the complaints were unfounded; and eight resulted in findings of improper conduct and disciplinary measures warranted. The disciplinary measures taken included: (a) one termination from duty; (b) a 1-day suspension from duty; (c) three written reprimands; (d) three verbal counselings; and (e) one implementation of a work action plan.

Residents are reminded that the process for making a complaint against a police employee is detailed on the City Police Web Page (which is currently under construction) and in flyers available to the public in the Police Department lobby.

Identification of Suspects Needed in Aspen Hill Confidence Scheme - Community Advisory

The Montgomery County Police Department 4th District Property Crimes Unit is investigating a confidence scheme that occurred on January 10 in the Aspen Hill Shopping Center. Today, investigators are releasing photographs of one of the suspects involved in this scheme and are asking for the public’s help in identifying these suspects. Police also believe that there may be additional victims who have not called to report these thefts.


On January 10, 2012 at approximately 1:31 p.m., a citizen flagged down an officer in the parking lot of the Capital One Bank located at 13641 Connecticut Avenue for a report of a theft. The 49-year-old, female victim reported to the police that as she was walking to her vehicle from the bank, she was approached by the first suspect. The first, male suspect had a bag of cash and asked if the bag belonged to the victim. The second, female suspect then approached the victim and stated that she needed money for a car payment. The second suspect also stated that she could help the victim, although she did not elaborate on this statement. During the conversation, the victim entered her vehicle. One of the suspects was able to distract the victim while the other suspect reached into the back of the vehicle and was able to obtain cash from the victim’s purse.

The suspects then convinced the victim to withdraw cash from the Capital One Bank. The second suspect accompanied the victim into the bank. After exiting the bank, the victim gave the money to the first suspect and was told by him to meet the second suspect at the Giant supermarket located at 13781 Connecticut Avenue. The first suspect stated that the second suspect would give the victim other cash as a replacement. When the victim walked to the Giant, she could not locate the second suspect and the two suspects were never seen again by the victim. The suspects were able to obtain approximately $2,000 from this victim.
The first suspect is described as a black male, approximately 20 to 30 years old, 5’07" to 5’09", with a heavy build and white hair. He was wearing a suit. The second suspect, shown in the bank surveillance photographs, is described as a black female, 5’06" to 5’09", with a heavy build and possibly wearing a wig.

The female was also well dressed.

Suspects who participate in these confidence games are often smart, persuasive, and aggressive. These suspects hope to confuse and overwhelm victims and convince victims that there is a sense of urgency to make quick decisions. The Montgomery County Police Department is concerned that there may be additional victims of these suspects’ scheme. If someone believes that he/she may have been a victim or has information regarding these suspects, please call the Property Crimes Unit of the 4th District Station at 240-773-5500. Armed Robbery - Community Advisory

On February 3, 2012, at approximately 8:45 a.m., Takoma Park Police responded to the 100 block of Hodges Lane for reports of a citizen armed robbery. The victim was walking up the steps to his residence when he was approached by a black male with a black gun. He was ordered to give property to the suspect to which he complied. He was then ordered to lie face down on the ground, to which he again complied, and the suspect then fled in an unknown direction. The victim did not suffer any physical injury.

The suspect is described as a black male, 6’2-6’3, approximately 225 lbs., medium skin complexion, last seen wearing a black mask exposing his eyes only, gray hooded jacket, dark jeans (possibly dark gray or black), armed with a black gun which resembled a Glock. Witnesses reported seeing a black SUV Honda CRV in the immediate vicinity leaving the area after the robbery driving down Chestnut Avenue towards Philadelphia Avenue.

Defendant Pleads Guilty in Takoma Park Rape; Sentencing Scheduled for April 27, 2012 - News Release

On March 1, 2010, Chief Ronald A. Ricucci of the Takoma Park Police Department announced that an arrest warrant had been obtained, and would be served, on Luis Rivera, of no fixed address, for the sexual assault of a female jogger on Sligo Creek Parkway in Takoma Park on November 19, 2009. Rivera was at that time being held at the Prince George’s County Detention Center for a sexual assault that occurred just a few days earlier on November 13, 2009, also on Sligo Creek Parkway in Prince George’s County, approximately 2.4 miles from the assault in Takoma Park.

In May 2011, in the Circuit Court of Prince George’s County, Rivera was found guilty of 1st degree rape, 2nd degree rape, 3rd degree sex offense, 2nd degree assault and false imprisonment. At his sentencing on July 15, 2011, he was sentenced to life in prison.

On January 27, 2012, in the Takoma Park case at the Circuit Court of Montgomery County, Rivera plead guilty to 1st degree rape and his sentencing has been scheduled for April 27, 2012, at 11:00 a.m. in the Circuit Court of Montgomery County.

On November 19, 2009 between 5:00 and 5:15 p.m. a woman was sexually assaulted on the Sligo Creek Stream Valley Trail in Takoma Park, Maryland. Rivera grabbed the victim as she jogged the trail and forced her into a wooded area, off of the trail, where he sexually assaulted her. The assault occurred between Maple Avenue and the Carroll Avenue bridge.

Evidence was recovered which led detectives to develop Rivera as a suspect. Confirmation of that evidence resulted in an arrest warrant for Rivera charging him with 1st Degree Rape, 1st Degree Assault, and various other charges.

Chief Ricucci is proud of the Takoma Park dispatchers, detectives in the Criminal Investigations Division (CID), and Squad 2 patrol officers and K-9 Unit for their outstanding follow through and determination in this case. He also wants to thank the Maryland-National Capital Park Police, who jointly investigated this crime. The working relationship between multi-jurisdictional police departments continues to be an invaluable tool.

Stolen Auto - Community Advisory

On February 2, 2012, at approximately 2:30 p.m., Takoma Park Police responded to the 100 block of Sherman Avenue for reports of a stolen auto. The vehicle was last seen at approximately 12:15 a.m. on February 2nd. When the victim returned at 12:00 p.m., the vehicle was missing. The outstanding stolen vehicle is a 1994 blue Honda Accord, Maryland tag #LAC536

Four male suspects pulled into a gas station and stole a silver 2005 Mazda 6 that was left running and unattended while the victim was inside the station. Before fleeing one suspect pointed a handgun at a bystander that was pumping gas in a threatening manner. The victims were unharmed.

Fraud-Extortion-Grandparent Scam - Community Advisory

On January 25, 2012, at approximately 6:57 p.m., Takoma Park Police responded to the 8400 block of Flower Avenue for the report of a fraud scheme that occurred earlier.

Earlier in the day, the victim received a phone call from a suspect who claimed to be a friend of the victim’s granddaughter. An elaborate story was given explaining that the victim’s granddaughter was a passenger in a vehicle that was pulled over for a traffic violation in Canada. During the alleged traffic stop, authorities were to have found and seized drugs and that all occupants of the vehicle were arrested. The caller gave a specific amount of refundable money that would need to be sent in order to post bail for the granddaughter. The victim was instructed to go to a Western Union near her home and transfer the funds to another Western Union located in Lima, Peru. On January 25th, at approximately 12:44 p.m., the victim did go to the Western Union, concerned for her granddaughter’s welfare, and transferred the requested funds to the location given. After the transaction was completed, the victim called a number to give the purported official the transaction number. The money was retrieved by the suspect and the victim never heard from anyone again.

This type of scam is known as the "Grandparent Scam" and it’s targeting Washington’s elderly. If your grandchild called seeking help, would you send money? In the "Grandparent Scam" cons are posing as relatives to try and convince elderly victims to wire cash to help pay for emergency car repairs, medical bills – or even post bail.

Here’s how to detect a scam:

1. Don’t fill in the blanks for the scammer. For example:
Caller: "Hi, it’s your granddaughter."
Grandparent: "Which one?"

Most likely, the con will then hang up.

2. Do whatever is necessary to confirm the real relative’s whereabouts. Call your grandchild’s home, school or work.

3. Don’t send money unless you have verified that your relative is really in trouble. If a caller asks for your bank account number or urges you to send money via Western Union or MoneyGram for any reason, that’s a good indication of a scam. Cons prefer wire transfers because they are fast, there are transfer agents in most communities and funds can be picked up in multiple locations.

Below are some red flags and tips to help avoid falling prey to this scam. Scammers are tough to track down, so please continue to get the word out to your family and relatives before they become victims.

Red Flags:

- You’re asked to send money quickly – and secretly.
- The call or message originates from overseas. However, you should be aware that technology allows scammers to bypass caller ID systems.
- The person can’t or won’t answer questions that only the real person would know.
- Any time someone asks you to send money by Western Union or MoneyGram, it’s invariably a scam. You might also be asked to send a check or money order by overnight delivery. Con artists recommend these services so they can steal your money before you realize you’ve been cheated. Money transfers can be picked up at any service location as long as the thief/recipient has the confirmation number.

Tips:

- Avoid volunteering information over the phone. Always ask callers to identify themselves by name and ask individuals who contact you to provide information that only you and people close to you would know.
- Call the friend or relative claiming to need your help to confirm whether the story is true, using a phone number you know to be genuine. If you aren’t able to contact the person, call other friends or family members to confirm the situation.
- Refuse to send money via wire transfer.
- If you have wired money and it hasn’t been picked up yet, call the wire transfer service to cancel the transaction. Once the money has been picked up, there is no way to get it back.
- Trust your gut!

The Attorney General’s Office successfully negotiated agreements with Western Union in 2005 and MoneyGram in 2008 in which the "send forms" used to transfer money have required warnings in English and Spanish. Warn loved ones about the "Grandparent Scam" and other money-wiring schemes. Elderly residents continue to be robbed of as much as $13,000 because they haven’t heard the warning. If you haven’t talked to the seniors in your life about this scam, now is the time.

Theft - Community Advisory

On January 31, 2012, at approximately 4:00 p.m., Takoma Park Police responded to unit block of Lee Avenue for a report of a theft that occurred earlier. A suspect knocked on the victim’s door identifying himself as a Comcast technician and that he was checking for outages in the area. The victim allowed the suspect into the home where he checked the Comcast cable box and indicated the victim needed a new one. The suspect removed the Comcast cable box and told her he would be back and he left the home. The suspect never returned. The victim telephoned Comcast and was informed that the suspect was in fact not a Comcast technician. The suspect is described as a black male, 5’10, clean-shaven, last seen wearing a black t-shirt and black pants with some sort of ID hanging from his belt.

All legitimate technicians will not hesitate to provide you with such identification. Do not hesitate to call police for assistance when confronted at your home by purported service technicians. You should always thoroughly research and confirm the validity of any persons/entities who are not known to you.
