Change Your Clock; Change Your Battery - Community Advisory

In anticipation of daylight savings time ending in the early morning hours of November 4th, the State Fire Marshal is urging Marylanders to "Change Your Clock – Change Your Battery" in both smoke alarms and carbon monoxide (CO) detectors in their homes. Recognizing that working smoke alarms and CO detectors double a family’s chance of surviving a home fire and/or an unsafe carbon monoxide level, the State Fire Marshal says Daylight Savings Time is a great opportunity for families to change the batteries. "This simple step can help us avoid tragedies in the place we feel the most secure – our homes."
Along with working smoke alarms and CO detectors, home escape plans are another way Marylanders can avoid injury or death in their homes. By identifying at least two different escape routes, families can practice the plan together – before an emergency strikes. Practicing the plan helps educate younger children to the danger of hazardous situations and the importance of recognizing that the sound of a smoke alarm or CO detector signals a potential hazard in the home. "Changing the battery in your smoke alarms and CO detectors, along with developing and practicing a home escape plan, are two of the best ways to protect your loved ones and yourself from fire and carbon monoxide poisoning," stated Fire Marshal Barnard.
Please observe the overhead electronic signs as you travel throughout the state this weekend. The Office of the State Fire Marshal and all Marylanders thank the Maryland Department of Transportation and the State Highway Administration for assisting to spread the word about this life saving reminder.

Halloween Safety Tips - Community Advisory

It’s that time of year again. Time for all the little witches, ghosts and goblins to go out in search of treats. Halloween is an exciting time for children of all ages, but we want to make sure they understand how to keep themselves safe, whether they are with their parents or out with friends.
- Make sure your child’s costume is bright and reflective since it will become dark outside during the course of their trick or treating. If it’s not, consider putting reflective tape or stripping on their costumes. Make sure their shoes fit well and their costumes are short enough that they don’t find themselves tripping.
- Put your child’s name, address and phone number somewhere on them, especially for little ones, in case they get separated from you.
- Review with your child "Stop-Drop-Roll" in case their costume does come in contact with fire.
When trick-or-treating, remind your child(ren):
By using a flashlight, they can see and be seen by others.
Stay in a group, walk slowly and communicate where you are going.
Only trick-or-treat in well known neighborhoods at homes that have a porch light on.
Remain on well-lit streets and always use the sidewalk.
If no sidewalk is available, walk at the farthest edge of the roadway facing traffic.
Never cut across yards or use alleys.
Never enter a stranger's home or car for a treat.
Obey all traffic and pedestrian regulations.
Always walk. Never run across a street.
Only cross the street as a group in established crosswalks.
Remove any mask or item that will limit eyesight before crossing a street, driveway or alley.
Don't assume the right of way. Motorists may have trouble seeing Trick-or-Treaters. Just because one car stops, doesn't mean others will.
Never consume unwrapped food items or open beverages that may be offered.
No treats are to be eaten until they are thoroughly checked by an adult at home.
Law Enforcement authorities should be notified immediately of any suspicious or unlawful activity.
Please be safe and have a Happy Halloween from the Takoma Park Police Department!

FOR IMMEDIATE RELEASE

On October 26, 2012, at approximately 4:09 p.m., Takoma Park Police responded to the 1300 block of University Blvd., Takoma Park, Maryland, in front of the Cricket Wireless store, for reports of a robbery of an armored car in progress with shots fired. Montgomery County Police and Prince George’s County Police also responded out due to the nature of the incident. Once on scene, investigators determined that a guard driving an armored car service was exiting the establishment after making a delivery and a pick up for a known quantity of currency. As he was returning to his armored vehicle, he was confronted by a suspect who pointed an unknown caliber handgun at him and ordered him to ground. The guard attempted to flee back to the establishment when a second suspect, also armed with a handgun, charged towards him and opened fire. The guard returned fire causing both suspects to flee towards a waiting gray Jeep Cherokee, which was situated in the parking lot approximately six spaces west of the related establishment. As the suspect vehicle backed out of the space, the guard continued to fire at the vehicle as he retreated to the front of the armored vehicle using it as a cover. The suspect driver fled west in the parking lot towards New Hampshire Avenue.

As a result of the gunfire, two bystanders were struck by ricocheting bullet fragments, but their injuries were non-life threatening and did not require immediate medical attention.l

At approximately 4:19 p.m., Takoma Park Police were notified that a second shooting and carjacking had just taken place in the 6700 block of Conway Avenue, Takoma Park, Maryland, with a gunshot victim. The suspects from the armored car robbery abandoned the jeep they had been driving and approached a citizen getting into his vehicle. One of the suspects shot the victim, taking his vehicle and fleeing the area. He was initially taken to the Washington Adventist Hospital and subsequently flown to an area trauma center. The condition of the victim is unknown at this time.

The vehicle that was car-jacked was recovered after being set on fire in an alley behind the 5200 block of Kansas Lane, NW, Washington, D.C.

The two suspects are described as:

Suspect 1: black male, dark clothing, black jacket, black mask (armed with a handgun)

Suspect 2: black male, dark clothing, hooded top, black or gray mask (armed with a handgun).

These suspects are wanted for attempted murder, armed robbery, 1st degree assault and reckless endangerment, among other charges.

Hurricane Sandy - Community Advisory

Forecasts show that Hurricane Sandy will be move into the area on Sunday and may stay in the area for several days. Meteorologists expect a rare mix of three big merging weather systems. National Oceanic and Atmospheric Administration forecaster Jim Cisco, who coined the nickname Frankenstorm, said: "We don't have many modern precedents for what the models are suggesting."
Government forecasters said there is a 90 percent chance - up from 60 percent two days earlier - that the east will get pounded. "It's almost a week-long, five-day, six-day event," he said from a NOAA forecast center in College Park, Md. "It's going to be a widespread, serious storm."
The effects of a hurricane or tropical storm can be far-reaching. Areas impacted directly by a hurricane or tropical storm can be affected by high winds and flooding, especially along waterways and in low-lying areas. Fringe areas of these storms are vulnerable to tornadoes and in-land flooding caused by heavy rain.

A hurricane watch is issued if there is a threat of hurricane conditions within 24-36 hours. A warning is issued when hurricane conditions are expected in a specified area in 24 hours or less. Hurricane conditions include winds of 74 miles per hour (64 knots) or greater, and/or dangerously high tides and waves. Actions to protect life and property should begin immediately when the warning is issued.

Hurricane Preparedness Tips

• Keep flashlights and battery-powered radios with extra batteries on hand, along with a basic first aid kit, emergency food and water, and a non-electric can opener.
• Listen to the radio or television for hurricane progress reports.
• Bring in outdoor objects such as lawn furniture, toys and garden tools; or anchor objects that cannot be brought inside but that could be wind-tossed.
• Remove outdoor objects such as lawn furniture, toys and garden tools; or anchor objects that cannot be brought inside but that could be wind-tossed.
• Clean out gutters.
• Turn the refrigerator and freezer to the coldest setting in anticipation of a power outage. Open the door only when necessary and close quickly.
• Refrain from putting out trash cans the night before the regular pickup.

During Power Outages

• Keep a sufficient supply of flashlights and extra batteries on hand to provide lighting during power outages.
• Avoid using candles for lighting. Use a battery-powered flashlight.
• Never use a candle when fueling equipment such as a kerosene heater or lantern, since the candle flame can ignite fumes from the fuel.

Flooding

• In anticipation of possible flooding, residents are encouraged to store valuables and personal papers in a waterproof container; and avoid areas subject to flooding, including low spots, canals and streams. Do not attempt to drive over a flooded road - you can be stranded or trapped. The depth of the water and the condition of the road is not always obvious.

Night Time Safety

• Be especially cautious at night when it is harder to recognize flood dangers, downed wires and other hazards.

High Winds

• For downed trees on public property, residents should call the Police non-emergency number at 301-270-1100. To report trees that have fallen on utility lines, contact the local utility companies. "Hot" wires or sparking wires, especially those across roadways, may be reported by calling 9-1-1.

• Trees that have fallen on private property are the responsibility of the property owner. The County’s Office of Consumer Protection advises homeowners to deal with established businesses only, and to call Consumer Protection first to check on a business complaint record. Consumer Protection can be reached at 240-777-3636.

Great Shake Out at 10:18 a.m. Today - Community Advisory

Today across the country at 10:18 am, FEMA will be holding the Great Shake Out to practice earthquake readiness. I'm sure most of you remember where you were when our region's last 5.2 earthquake occurred and how there was confusion about what to do.
At 10:18 am today, if you want to join the national event, stop what you are doing and pretend an earthquake is occurring. Get under a table or desk for 60 seconds.
If you don't want to take part, that's fine, but please take a minute to learn what to do when an earthquake happens:
If you are inside a building when an earthquake occurs, DROP to the ground and take COVER under a sturdy table or piece of furniture. HOLD ON until the shaking stops. If there isn't a table or desk near you, cover your face and head with your arms and crouch in an inside corner of the building. DO NOT RUN OUT OF THE BUILDING DURING THE SHAKING.
It is a myth that standing in a doorway is a safe place during an earthquake. You are safer under a piece of furniture.
If you are outside, move so that you are not under power lines, signs or other objects that may fall. If you are driving, pull over, set the parking brake and wait out the earthquake in your vehicle. More information about what to do in different circumstances is in the document at this link.

A Message from the Chief of Police - Community Advisory

Often times the perception of crime and the actual crime rates are quite different. It is of little comfort to residents and patrons of a community if there exists a climate of fear regardless of the actual frequency of crime. While Takoma Park, despite being in an urban setting, is still a safe, open community, I do empathize with the feeling of vulnerability that a community member experiences when a crime occurs in their neighborhood. Unfortunately, misinformation passed on from neighbor to neighbor can exacerbate the situation. In addition to the community alerts and crime summaries which the police department provides, I would like to encourage residents to take advantage of www.crimereports.com to view the dispatch data for crimes occurring in the region. This service includes police calls populated by Montgomery County (including Takoma Park), Prince George's County as well as the District of Columbia. The data is drawn from dispatched calls. The locations are where the call was originated from, not always from where the event occurred. For example, the Washington Adventist Hospital might show a spike of assaults, robberies or sex crimes as the police are dispatched there when the victim is receiving medical treatment. This data is drawn from computer aided dispatch data, not from the official crime reports themselves. It also provides sex offender registry information. Users can also subscribe to customizable alerts. Additionally, our Crime Analyst has reviewed the last several years’ statistics for burglaries occurring between January and September, as shown below:
2010 - 106 burglaries
2011 -95 burglaries
2012 - 56 burglaries
As one can see, we have had a significant reduction in break-ins this year.
The police department has increased patrols both in plain clothes, uniform, bike and bait cars in and around neighborhoods. As a result of very thorough evidence collection and crime scene processing by the patrol division, follow up by investigators and collaboration with the other jurisdictions, we have made arrests for several burglaries. There were two groups of individuals charged with these crimes. We have also recently obtained a warrant for one of the individuals for one of the burglaries on Elm Avenue (they had already been charged with another) as a result of forensic evidence tying him to the crime. He is already in custody for other burglaries and carjackings in Takoma Park, Prince George’s County, Silver Spring and the District of Columbia. These individuals are responsible for the majority of the break-ins in the Sycamore/Elm areas. While we cannot charge them with all of these crimes as it is often times not possible to tie them to them, we are very confident that the M.O. is identical. Since these arrests, there has only been one burglary in the City and that was by a subject known to the victim.
Often times our cars are patrolling and unless one looks out the window at that particular moment, they won't be seen. Both the former interim chief, Drew Tracy, and I have driven through the neighborhoods several times a day on a daily basis in our unmarked cars. The actual burglary numbers were a total of 16 burglaries in the entire city over about a 90 day period. The aforementioned individuals were responsible for the vast majority of these and since their arrests; the rash of burglaries has basically stopped.
I know that there has been some misinformation floating among the various list servers as well as in the neighborhoods. I hope these facts help clarify the action taken by the police department regarding these events.

NEW Changes to Maryland Child Safety Seat Law Effective October 1, 2012 - Community Advisory

Police and public safety officials remind parents and guardians about changes to the Maryland Child Safety Seat Law that went into effect on October 1, 2012.
The law requires that all children younger than 8-years-old use a harnessed car seat or booster seat, unless the child stands 4-foot-9 or taller before that age. Also, children up to the age of 16 must be restrained by a seat belt, harnessed car seat, or booster seat in all seating positions of the car.
Previously, children weighing more than 65 pounds were exempt from using car seats; now many booster seats can accommodate children who would not fit a seat belt properly, even those weighing as much as 100-120 pounds.

NEW Motor Scooter and Moped Laws Effective October 1, 2012 - Community Advisory

As a reminder, several new laws regarding mopeds and motor scooters recently went into effect. As of October 1, 2012, mopeds and motor scooters are required to be titled and display a decal. In addition, operators of these types of vehicles are required to:
•Possess a valid driver’s license or moped permit
•Carry proof of insurance
•Wear protective headgear and eye device
The electronic submission of title applications for mopeds and motor scooters can be processed at a tag and title service, dealer, or through the Web.
If a motor scooter or moped was purchased prior to October 1, 2012 and does not have a certificate of origin or title, a customer may sign onto the MVA website, complete an electronic affidavit, and receive a title and a decal in the mail. A title and decal cannot be processed through the Web if:
•The vehicle is subject to a lien.
•There is a transfer of ownership.
•The vehicle does not have a vehicle identification number (VIN).
Requests to obtain a title and a decal on a motor scooter or moped with a lien or a transfer of ownership must be processed at a tag and title service or a dealer. Requests for motor scooters or moped in need of a VIN may only be processed at an MVA full service branch office.
