At approximately 1:42 a.m., on Sunday, February 24, 2013, Takoma Park Police received a call for shots fired in the area of Flower Avenue. Shortly after, they received another call for the report of two white males lying in a driveway in the 7300 block of Flower Avenue. Officers responded out and confirmed both males deceased suffering from gunshot wounds. They were located in one of the deceased person's driveway located in the 7300 block of Flower Avenue, Takoma Park, Maryland. The individuals were identified as David Draa, 30, of Takoma Park, Maryland; and Steven "Kyle" Hickman, 30, of Washington, DC.
Chief Alan Goldberg of the Takoma Park Police Department announces that, at this time, the autopsies have been completed on both Steven "Kyle" Hickman and David Draa. The findings of the Medical Examiner are consistent with the detectives’ assessment of the events that occurred early Sunday morning. What we do know is that Kyle Hickman and David Draa worked together previously and had become friends. Kyle often was a sounding board for David during their friendship and from family members’ accounts was trying to help David through personal issues.
On Saturday, David's fiancĂ©e was out of town and David and Kyle decided to spend the day biking. During the day, Kyle had a flat tire on the ride back from Wheaton and texted his wife that evening that he would fix the tire on Sunday morning and would be staying the night at David’s apartment. David’s neighbors had met Kyle during the day and there was no indication of any issues between the two men.
We do believe that alcohol was consumed by one or both men; however, the toxicology reports will not be available for several weeks. For unknown reasons, around 1:40 a.m., Kyle appeared to have changed his mind regarding fixing the bike tire and possibly planned on riding his bike home. At this point, the motive is unclear and we can only speculate to the causation of that which led to the shooting. There was no obvious argument or physical confrontation. From the forensic evidence and physical condition at the scene, it appears David shot Kyle from behind as Kyle was kneeling down working on his bike. We believe that Kyle never knew what happened. Shortly thereafter, David knelt over his friend’s body and took his own life.
We can only speculate as to why this occurred. We believe that David had experienced severe trauma during his tour of duty while serving in the Marine Corps, as well as some difficulties in his personal life. We also believe that he did not share these issues with many people and that no one anticipated that he would take another life. It can only be speculated that possibly with the combination of alcohol and perhaps undiagnosed issues, he took his friend’s life.
This is a very tragic situation. Kyle Hickman was a good friend and through no fault of his own, a victim in this incident. David Draa, up until that morning, had been a respected and well liked teacher.
Once again, we would ask that respect and privacy be given to the families of both men.

Lost Cat - Community Information
A female orange tabby cat named Neko has been lost since Monday, February 11. The family has gotten a few good tips and even rescued another female orange tabby... but they are still hunting for Neko. They are aware of a few orange cats living on both Garland and Glenside matching her description and they thank all of you who've e-mailed or called in tips so far.
They are assuming that something spooked her to run far enough away that she's having trouble finding her way back home. When she gets afraid, she tends to shut down and hide. The family has walked over 90 miles around the neighborhood in the last week looking, and they are not giving up.
The family asks that you:
Check your garages, sheds, under your deck - places a cat might hole up from the cold.
Look around your yards - especially if you have an active bird feeder. She's an insatiable birder, which caused the family to take down their bird feeder. Neko thought it meant, "Bird, Feed Her."
Keep an eye around Long Branch Creek; they had a sighting there too.
Keep her description in mind: she's a medium-hair orange tabby. Had a pink collar with pink heart tag on it. Orange eyes. Very fluffy tail - this tends to distinguish her a bit from your average tabby. She will most likely not come when called, and is skittish around strangers.

Shortly after, they received another call for the report of two white males lying in a driveway in the 7300 block of Flower Avenue. Officers responded out and confirmed both males deceased suffering from gunshot wounds. At this time, investigators do not believe that there were any other individuals involved in the incident. Until the autopsies are completed tomorrow by the Office of the Chief Medical Examiner in Baltimore, the exact cause and mechanism of death has yet to be determined.
Preliminarily, investigators believe that the two men were friends and were coworkers at a special education school in the District of Columbia. It is premature to determine what circumstances led to or why this shooting occurred. There was no indication of hostility prior to the shooting. All initial information leads to the belief that this was a Homicide/Suicide. We would ask that respect and privacy be given to the families of both men.
The individuals are identified as:

At approximately 1:42 a.m., Takoma Park Police received a call for shots fired in the area of Flower Avenue. Shortly after, they received another call for the report of two white males lying in a driveway in the 7300 block of Flower Avenue. Officers responded out and confirmed both males deceased suffering from gunshot wounds. The males have not been identified at this time. There is no other information at this time. The investigation in on-going. Information will be updated as it is made known to the Public Information Officer.

Stolen Auto - Community Advisory
On February 21, 2013, at approximately 5:30 p.m., Takoma Park Police responded to the 1200 block of Myrtle Avenue (parking lot) for a report of a stolen auto. The outstanding stolen vehicle is described as a lime green 2001 Volkswagen Beetle, Maryland tag #2DDK82. The vehicle was last seen in the parking lot at approximately 7:15 a.m. on February 21.
The outstanding vehicle has been entered into the National Crime Information Center (NCIC) stolen vehicle database. Investigation continues under case #13008485. Anyone with information about this crime is asked to please call us at 301.270.1100.

INTERNAL AFFAIRS COMPLAINT INVESTIGATIONS
Chief Goldberg of the Takoma Park Police Department announces that, in keeping with the Police Department’s policy directives that require investigations of all complaints against the department or its employees, and that annual statistical summaries of such investigations by the internal affairs function be made available to the public, the following is the Takoma Park Police Department’s Summary of Complaints for calendar year (CY) 2012.
Eleven formal complaints were recorded, with 10 subjected to internal affairs investigations. Eight complaints were submitted by citizens, and the other three were generated internally by employees, the Chief of Police or the Command Staff. There were no complaints referred anonymously. Subjects of the complaints included a total of 11 sworn officers, some of whom were involved in more than one complaint. One civilian employee was the subject of a complaint.
Two of the eleven formal complaint investigations remain in a pending status at years end (i.e., the disposition had not been made). Four were completed with determinations that the complaints were unfounded; two resulted in sustained findings of improper conduct and disciplinary measures warranted; two resulted in the finding of insufficient evidence to support the allegations, and one was referred to a supervisor for disciplinary action in lieu of an internal affairs investigation. The disciplinary measures taken included a recommendation for serious disciplinary action pending a hearing board, a demotion and two referrals for counseling sessions.
Residents are reminded that the process for making a complaint against a police employee is detailed on the City Police Web Page (which is currently under construction) and in flyers available to the public in the Police Department lobby.

Aerial Luminaries a/k/a Sky Lanterns are Prohibited in the State of Maryland - Community Advisory
The Office of the State Fire Marshal regularly receives requests from the public concerning the use of aerial luminaries, commonly referred to as "Sky Lanterns." These devices, typically constructed with oiled rice paper on a bamboo frame, are released into the atmosphere after a candle or fuel cell is ignited causing the trapped air inside the device to become heated and allows the lantern to rise upward and float away with the upper air currents. Once aloft, they may travel significant distances away from the release site and return to earth often before the flame is fully extinguished. This action can result in combustibles at the landing site becoming engulfed with flames. As a direct result, the potential for uncontrolled fire to occur involving a structure or vegetation poses a serious threat to fire and life safety.
The Code of Maryland Regulations (COMAR) Code 29.06.01.08T specifically addresses the issue of "Sky Lanterns." The code permits the prohibition of sky lanterns throughout the State of Maryland where circumstances make their use a hazard.
The probable fire risk associated with these devices is cause for fire safety officials to restrict their use in the best interest of public safety.
The Maryland State Fire Prevention Commission recently updated the State of Maryland Fire Prevention Code on January 1, 2013. On February 14, 2013, at approximately 9:37 a.m., Takoma Park Police responded to the 7500 block of Dundalk Avenue for reports of a theft from auto that occurred sometime between 6:30 a.m and 8:30 a.m. Unknown suspect(s) stole the rear tag off of the victim’s vehicle. The vehicle tag has been entered into the National Crime Information Center (NCIC) stolen database.

Armed Robbery - Community Advisory
On February 15, 2013, at approximately 12:15 a.m., Takoma Park Police responded to the area of Anne Street at Kennewick Avenue for the report of an armed robbery that had just occurred. The victim was walking from the Walgreen’s when he was approached by two suspects who demanded property. One of the suspects was armed with a stun gun and fired it at the victim when demanding property. The victim complied and the two suspects were last seen fleeing on foot down Anne Street towards University Blvd. The victim was not physically injured. The suspects are described as two black males late teens to early 20’s. One was tall and the other short, both last seen wearing all black clothing with black hooded jackets. One of the suspects had a mask over his face.

Bicycle Theft - Community Advisory
On February 14, 2013, at approximately 8:30 p.m. Takoma Park Police responded to the 7600 block of Takoma Avenue (Montgomery College) for a report of a stolen bicycle. Unknown suspect(s) removed a chained bicycle from a bike rack some time between 4:00 p.m. and 7:30 p.m. The bicycle is described as an adult-sized Trek mountain bike, white and blue (mostly white). There are no suspect(s) at this time.

COREY MOORE CONVICTED ON FEDERAL DRUG AND GUN CHARGES
Greenbelt, Maryland - U.S. District Judge Alexander Williams, Jr. convicted Corey Moore, age 37, of Takoma Park, Maryland, today after a one week bench trial, of possession with intent to distribute controlled substances, specifically cocaine and phencyclidine (PCP); possession of firearms in furtherance of a drug trafficking crime; and being a felon in possession of guns and ammunition.
The conviction was announced by United States Attorney for the District of Maryland Rod J. Rosenstein; Special Agent in Charge Steven L. Gerido of the Bureau of Alcohol, Tobacco, Firearms and Explosives - Baltimore Field Division; Chief Alan Goldberg of the Takoma Park Police Department; Chief J. Thomas Manger of the Montgomery County Police Department; and Montgomery County State’s Attorney John McCarthy.
"Corey Moore will no longer sell drugs and foment violence on the streets of Maryland and D.C.," said U.S. Attorney Rod J. Rosenstein.
According to evidence presented at trial, on September 25, 2010, Moore possessed with intent to distribute powder cocaine, which was recovered by Takoma Park police after a chase. In addition, on September 27, 2010, police executed a search warrant at Moore’s residence and seized one kilogram or more of PCP, which Moore intended to distribute, as well as a .44 caliber, semi-automatic pistol, a.38 caliber revolver, and six rounds of .38 caliber ammunition. Trial testimony showed that Moore possessed the guns to further his drug trafficking and that Moore was prohibited from possessing the guns and ammunition due to a previous felony conviction.
Moore faces a maximum sentence of 20 years in prison for possession with intent to distribute cocaine; a minimum of 10 years and a maximum of life in prison for possession with intent to distribute one kilogram or more of PCP; five years in prison, consecutive to any other sentence imposed, for possession of a firearm in furtherance of a drug trafficking crime; and a maximum of 10 years in prison for being a felon in possession of guns and ammunition. Moore remains detained pending his sentencing, which has been scheduled for May 30, 2013.
United States Attorney Rod J. Rosenstein praised ATF, the Takoma Park Police Department, Montgomery County Police Department and the Montgomery County State’s Attorney’s Office for their work in the investigation. Mr. Rosenstein thanked Assistant United States Attorneys Jonathan Lenzner, Steven E. Chief Alan M. Goldberg of the Takoma Park Police Department re-announces a program that went into effect on March 1, 2011, called Caring About Residents Everyday (CARE). This program is directed at our residents who live alone with special needs, or just need to be checked on each day. To be a part of CARE, residents who need to be checked on will register with the Police Department. They will call us once each day between 12:00 p.m. and 5:00 p.m. If they don’t call, we will call them. If they do not answer, we will send a patrol officer to check on their welfare. This program is to protect those in need and bring a sense of peace to those friends and relatives who care, but who are not close enough to check themselves. The National Weather Service has issued a WINTER WEATHER ADVISORY for Montgomery County from 4 AM until 10 AM on Friday, February 8. A mix of precipitation types is expected. Snow and sleet accumulation of up to 1 inch and up to a few hundredths of an inch of ice from freezing rain is expected. Precipitation should change to rain by mid-morning.

Celebrate Takoma - Community Advisory
The Takoma Park Recreation Department will be hosting an inaugural family festival celebrating the cultural diversity of Takoma Park and its residents on Sunday, May 19, 2013 from 1:00 pm to 5:00 pm at Ed Wilhelm Field. Bring a lawn chair or blanket and spend the afternoon with your neighbors. We are currently looking for food, merchandise and/or non-profit vendors to sell or distribute merchandise. We are also looking for local talent willing to volunteer to perform during the festival for exposure. FOR IMMEDIATE RELEASE
Detectives from the Takoma Park Police Department are investigating the disappearance of a missing Takoma Park juvenile. Shari Clark, 17, was last seen on February 1, 2013, in the 700 block of Hudson Avenue, Takoma Park, Maryland, at approximately 4:07 p.m. She was last seen wearing a black hooded jacket, khaki cargo pants, black boots and carrying a gray bag with the word "love" in pink letters. Clark is a black female, 5’8 tall and 185 lbs.
Anyone who has information about Shari Clark's whereabouts is asked to contact the Takoma Park Police Department at 301-270-1100 and refer to case #13005317.
