Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Marc Anthony Lewis, 45, of Washington, D.C. and Anthony Brian Kaufman, 45, of Takoma Park, Maryland, for possession of a controlled dangerous substance (CDS) Phencyclidine (PCP), possession of CDS PCP with the intent to distribute, possession of CDS paraphernalia, obstructing and hindering, driving while suspended (Kaufman), in addition to numerous other traffic violations.
On March 31, 2012, at approximately 2:03 p.m., Takoma Park Police were on patrol in the 700 block of Devonshire Avenue, Takoma Park, Maryland, when an officer observed a suspicious vehicle bearing District of Columbia tags with several Safety Equipment Repair Order (SERO) violations. The officer activated his emergency equipment and conducted a traffic stop. The officer made contact with the driver (Kaufman) and passenger (Lewis) and a consent to search was given. The search revealed two black vials of PCP in Lewis’ shirt pocket. An attempt to place Lewis under arrest was made at which time he grabbed the vials from the officer and threw them into some bushes. He was restrained and brought into custody. A further search incident to arrest revealed three more vials of PCP on Lewis’ person. A search of the vehicle, incident to arrest, revealed another vial of PCP under the driver’s seat, as well as three CDS joints dipped in PCP in Kaufman’s wallet, as well as other CDS paraphernalia. The vials were retrieved from the bushes. Both subjects were arrested and transported to the Montgomery County Central Processing Unit without further incident.

Shots Heard Fired - Community Advisory
On March 30, 2012, at approximately 9:56 p.m. and again at 11:06 p.m., Takoma Park Police received multiple calls for shots being heard fired in the following areas in Takoma Park: Anne Street, Carroll Avenue, Lockney Avenue, Kennewick Avenue, Sligo Creek Parkway and Houston Street. Officers also heard shots being fired. Officers canvassed the areas with negative results.
Investigation continues. Anyone with information about these crimes is asked to please call us at 301.270.1100.

The Takoma Park Police Department will once again participate in the Drug Enforcement Administration (DEA) Nationwide Prescription Drug Take-Back Day on Saturday, April 28, 2012. This campaign gives the public an opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs. Bring your prescriptions to the Takoma Park Police Department, 7500 Maple Avenue. This event is being held the same day as another community event, "Gear Up Takoma." Collection boxes will be set up at the event in the rear parking lot of the community center.
Prescription, over-the-counter and pet medications will be accepted. The service is free and anonymous – no questions asked.
This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high – more Americans currently abuse prescription drugs than the number of those using cocaine, hallucinogens and heroin combined, according to the 2009 National Survey on Drug Use and Health. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet.
The overwhelming public response to DEA’s nationwide Take-Back events not only rid homes of potentially harmful prescription drugs, but is an unprecedented opportunity to educate everyone about the growing prescription drug abuse problem. "Studies have shown that, for many, prescription drugs are the very first drugs they abuse – and all too often they aren’t the last. That is why we are committed to helping Americans keep their homes safe by ridding their medicine cabinets of expired, unused and unwanted drugs," says DEA Administrator Michele Leonhart.

The Act also allows the Attorney General to authorize long term care facilities to dispose of their residents’ controlled substances in certain instances. DEA has begun drafting regulations to implement the Act.

- helmet fitting
- a raffle for several helmets
- light refreshments
And one new addition...a donation site for any unused or unwanted bicycle and bicycle parts (which will be donated to less fortunate areas in other countries).

V.I.N. Etching and Watch Your Car Program Event - April 14 - Community Advisory
The Takoma Park Police Department, in partnership with the MD/DC Anti-Car Theft Committee, will be hosting a V.I.N. Etching event on Saturday, April 14, 2012, from 10 a.m. to 1 p.m. in the police station parking lot (7500 Maple Avenue).
V.I.N. (Vehicle Identification Number) etching is a security technique in which your vehicle’s V.I.N. is permanently etched into all the glass panes of your vehicle. It is a proven vehicle-theft deterrent, as criminals tend to avoid vehicles that have been etched because it is harder for "chop shops" to make profit off of V.I.N.-etched vehicles.
In addition, during the event, you will be able to enroll in the "Watch Your Car" program and immediately receive the program decals that need to be affixed to your vehicle. It is a way for police officers to ensure your vehicle is not being driven by an unauthorized driver. A sticker is displayed in your vehicle window, so both officers and criminals know you are participating in the program.

V.I.N. (Vehicle Identification Number) etching is a security technique in which your vehicle’s V.I.N. is permanently etched into all the glass panes of your vehicle. It is a proven vehicle-theft deterrent, as criminals tend to avoid vehicles that have been etched because it is harder for "chop shops" to make profit off of V.I.N.-etched vehicles.
In addition, during the event, you will be able to enroll in the "Watch Your Car" program and immediately receive the program decals that need to be affixed to your vehicle. It is a way for police officers to ensure your vehicle is not being driven by an unauthorized driver. A sticker is displayed in your vehicle window, so both officers and criminals know you are participating in the program.

Attempt Strong Arm Robbery - Community Advisory
On March 21, 2012, at approximately 7:28 p.m., Takoma Park Police responded to the 6400 block of 4th Avenue for reports of an attempt strong arm robbery. The victim was walking on 4th Avenue when he noticed a gray Sedan vehicle following him. Two suspects exited the vehicle and demanded property. The suspects assaulted the victim while trying to forcibly remove property from him. The victim flagged down a vehicle passing by and the suspects aborted the robbery and returned to the vehicle and were last seen heading towards Eastern Avenue. No property was taken. The victim did not suffer any major physical injuries. The suspects are described as:
Suspect 1: Black male, 16-18 years old, approximately 6'0, thin build, short hair with twists, last seen wearing a blue Nike coat and dark blue skinny jeans.
Suspect 2: Black male, 16-18 years old, approximately 5'0-5'3, thin build, short hair with twists, last seen wearing a red track coat and dark blue skinny jeans.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Welford Ryan Stephens, 34, of Los Angeles, California, for Possession of a Controlled Dangerous Substance (CDS) Marijuana with the intent to distribute.
On March 19, 2012, at approximately 1:45 a.m., Takoma Park Police were on patrol in the 700 block of Ethan Allen Avenue and conducted a traffic stop. Upon approaching the vehicle, an odor of marijuana was detected and both occupants of the vehicle were asked to exit the vehicle. A search of the vehicle, incident to arrest, revealed numerous plastic bags of CDS Marijuana in an amount indicative of an intent to distribute.
Stephens was arrested, charged accordingly and transported to the Montgomery County Central Processing Unit.

Metro Starts Early Morning Noisy Work on Monday, March 19 - Community Advisory
Beginning on March 19, Metro will begin replacing station tiles and repairing platforms at Takoma Station. This work will be VERY noisy much of the time. Most of the work will take place from 6 am to 2 pm and from 10 pm to 4 am. This work will last approximately eight months.
This is safety-related work that must be done and most of the work must be done when the tracks are clear, so unfortunately, there is no alternative to disturbances.

Police and Firefighters Warning Public About “Bottle Bomb” Pranks – Community Advisory
Police and firefighters in multiple jurisdictions are warning citizens about a common prank in which empty plastic bottles are being turned into explosive devices. While there have been no reports or injuries in Takoma Park related to these devices, police and fire marshals want the public to be aware of the potential dangers of these devices, sometimes referred to as "bottle bombs."
People who make these devices, often juveniles, typically use corrosive chemicals that are hazardous to humans, pets and the environment. Police and fire marshal investigators have determined that many suspects are learning how to construct these devices on the Internet where they are presented to be non-hazardous. Victims exposed to the chemicals, however, could require medical treatment as a result of injuries to the skin, eyes and respiratory tract.
Suspects, whether juvenile or adult, can face felony charges for the manufacturing and detonation of explosive devices, such as bottle bombs.

On March 16, 2012, at approximately 1:04 a.m., Takoma Park Police responded to the 7400 block of Cedar Avenue for reports of an attempt stolen auto. The victim awoke to sounds outside the home. Upon a check of his vehicle, it revealed that an unknown suspect attempted to steal the vehicle; it had been broken into and the ignition damaged. No property was taken. There are no suspects at this time.

Takoma Park Police Department Weekly Crime Report: 3/9/12 - 3/15/12
Ward 1:
Robbery
7100 blk. of Maple Ave., on Friday, March 9 at 10:58 p.m., officers responded to a robbery that just occurred. Two male suspects approached a male and female victim as they were walking. Suspect #1 produced an unknown weapon and demanded the couples property while suspect #2 acted as a lookout. In self defense the male victim used a pocket knife to fend off Suspect #1. Both suspects fled in opposite directions. Suspect #1 was located by officers at the Takoma Metro Station suffering from a stab wound and was transported to the hospital. A male 25, was charged with robbery upon release from the hospital. Suspect #2 remains unknown.
7300 blk. of Maple Ave., on Saturday, March 10 at 7:49 p.m., officers responded to a robbery that just occurred. A female victim was approached by a known male suspect while walking. The male suspect forcibly grabbed the victim’s purse and threatened her implying he had a gun. The victim complied and the suspect fled the scene. A male 23, was later located at the Takoma Metro Station and arrested. The victim was not injured.

7100 blk. of Carroll Ave., on Monday, March 12 at 8:00 p.m., officers responded to a burglary that occurred overnight. An unknown suspect gained access to the occupied house by unknown means and removed property as the victims slept before fleeing.

300 blk. of Ethan Allen Ave., on Monday, March 12 at 4:18 a.m., officers responded to an attempted burglary that just occurred. A male suspect attempted to kick in the front door to a residence, but fled after being confronted by the homeowner.

The suspects demanded the victims’ property and began to assault him. Suspect #1 produced a knife and attempted to stab the victim, however it did not penetrate. The victim was able to fend off the suspects who then fled the area. The victim suffered minor injuries.

8400 blk. of Flower Ave., on Saturday, March 10 at 2:07 a.m., officers responded to an assault that just occurred. Three male suspects approached a male victim as he was walking. Suspect #1 grabbed the victim while the other two suspects lunged toward him. The victim was able to fend the suspects off and the suspects fled on foot into Montgomery County. The victim was not harmed.

Robbery
7100 blk. of Maple Ave., on Friday, March 9 at 10:58 p.m., officers responded to a robbery that just occurred. Two male suspects approached a male and female victim as they were walking. Suspect #1 produced an unknown weapon and demanded the couples property while suspect #2 acted as a lookout. In self defense the male victim used a pocket knife to fend off Suspect #1. Both suspects fled in opposite directions. Suspect #1 was located by officers at the Takoma Metro Station suffering from a stab wound and was transported to the hospital. A male 25, was charged with robbery upon release from the hospital. Suspect #2 remains unknown.
7300 blk. of Maple Ave., on Saturday, March 10 at 7:49 p.m., officers responded to a robbery that just occurred. A female victim was approached by a known male suspect while walking. The male suspect forcibly grabbed the victim’s purse and threatened her implying he had a gun. The victim complied and the suspect fled the scene. A male 23, was later located at the Takoma Metro Station and arrested. The victim was not injured.

7100 blk. of Carroll Ave., on Monday, March 12 at 8:00 p.m., officers responded to a burglary that occurred overnight. An unknown suspect gained access to the occupied house by unknown means and removed property as the victims slept before fleeing.

300 blk. of Ethan Allen Ave., on Monday, March 12 at 4:18 a.m., officers responded to an attempted burglary that just occurred. A male suspect attempted to kick in the front door to a residence, but fled after being confronted by the homeowner.

7600 blk. of Carroll Ave., on Friday, March 9 at 1:40 p.m., officers responded to a burglary that occurred earlier. Unknown suspect(s) removed property from an office by unknown means.

100 blk. of Grant Ave., on Friday, March 9 at 6:06 p.m., officers responded to an attempted robbery that just occurred. Three male suspects approached a male victim as he was walking. The suspects demanded the victims’ property and began to assault him. Suspect #1 produced a knife and attempted to stab the victim, however it did not penetrate. The victim was able to fend off the suspects who then fled the area. The victim suffered minor injuries.

8400 blk. of Flower Ave., on Saturday, March 10 at 2:07 a.m., officers responded to an assault that just occurred. Three male suspects approached a male victim as he was walking. Suspect #1 grabbed the victim while the other two suspects lunged toward him. The victim was able to fend the suspects off and the suspects fled on foot into Montgomery County. The victim was not harmed.

7400 blk. of New Hampshire Ave., on Sunday, March 11 at 9:25 a.m., officers responded to an auto theft that occurred overnight. Unknown suspects removed the victim’s keys without permission and stole a silver 2003 BMW 530i and fled the scene.

V.I.N. Etching and Watch Your Car Program Event - April 14 - Community Advisory
The Takoma Park Police Department, in partnership with the MD/DC Anti-Car Theft Committee, will be hosting a V.I.N. Etching event on Saturday, April 14, 2012, from 10 a.m. to 1 p.m. in the police station parking lot (7500 Maple Avenue).
V.I.N. (Vehicle Identification Number) etching is a security technique in which your vehicle’s V.I.N. is permanently etched into all the glass panes of your vehicle. It is a proven vehicle-theft deterrent, as criminals tend to avoid vehicles that have been etched because it is harder for "chop shops" to make profit off of V.I.N.-etched vehicles.
In addition, during the event, you will be able to enroll in the "Watch Your Car" program and immediately receive the program decals that need to be affixed to your vehicle. It is a way for police officers to ensure your vehicle is not being driven by an unauthorized driver. A sticker is displayed in your vehicle window, so both officers and criminals know you are participating in the program.
Both services are FREE!

Updated Members of the Chief's Advisory Board - Community Advisory
In 2009, Chief Ronald Ricucci of the Takoma Park Police Department implemented a new Chief's Advisory Board made up of 12 citizens and/or business owners in the City, who advise the Chief on issues, concerns, and matters which affect the quality of life in the City. The Chief has and will continue to update and brief this committee on a monthly basis (and more if needed) on what is occurring in the City and the department. Attempt Residential Burglary; Vehicle Pursuit - Community Advisory
On March 12, 2012, at approximately 4:18 a.m., Takoma Park Police responded to the 300 block of Ethan Allen Avenue for reports of a burglary in progress. When the victim heard the glass to his residential front door breaking, he made his presence known. The suspects fled from the front porch and entered a white SUV and headed west on Ethan Allen Avenue towards the District of Columbia.
Upon arrival, Takoma Park Police observed the suspect vehicle exiting a driveway in the 7100 block of Carroll Avenue. A look-out was given while the officer was trailing the vehicle traveling south on New Hampshire Avenue passing Sligo Creek Parkway. An attempt to stop was initiated by police and the driver of the vehicle refused to stop and quickly accelerated. The officer was able to get a partial tag reading and broadcast that out to surrounding jurisdictions. Takoma Park Police pursued the vehicle into the District of Columbia. The pursuit ceased shortly after and the vehicle was last seen turning right on to Missouri Avenue in the District of Columbia. There were two black males in the vehicle.
Approximately 30 minutes after the pursuit ended, Metropolitan Police Department (MPD) advised that they recovered the unoccupied vehicle in the 100 block of Missouri Avenue, District of Columbia, which had two flat tires. Investigation revealed that the vehicle had been stolen out of the District of Columbia. MPD took custody of the vehicle.

Officers responded to the Takoma Metro Station platform to look for Anderson. Using the description given by the victim, an officer located him at the Takoma Metro Station.
Anderson was detained by Takoma Park Police pending the arrival of Metro Transit Police. A Takoma Park K9 officer tracked from the area where the robbery took place which led them back to Anderson at the Takoma Metro Station. Before the arrival of Metro Transit Police, Anderson gave false information pertaining to his identity. However, location of an identification card revealed his true identity. Metro Transit Police arrived and took custody of Anderson and charged him as a fugitive from justice.
Chief Ronald A. Ricucci once again praises the working relationship of the multi-jurisdictions and says it is another example of various agencies working together to better serve the community. On March 9, 2012, at approximately 10:57 p.m., Takoma Park Police responded to the 7100 block of Maple Avenue for an armed robbery and stabbing. The victims were walking home from an event nearby on Carroll Street, Washington, D.C. As they began walking on Maple Avenue in Takoma Park, Maryland, two black males approached them from behind; one of the suspects was holding an unknown weapon believed to either be a gun or knife. One of the suspects (later identified as Daniels) demanded property from the victims while the other suspect (unknown) stood as a look-out. The victims refused to comply and one of the victims brandished a pocket knife and stabbed Daniels one time in the chest. Both suspects then fled on foot. Daniels ran back towards Carroll Avenue and the second suspect ran towards Tulip Avenue. The victim’s gave the police descriptions of the suspects and the clothing they were wearing.
As Takoma Park Police began to canvass the area, they saw the District of Columbia Fire Department (DCFD), Metropolitan Police Department (MPD) and Metro Transit Police arriving at the Takoma Metro. Takoma Park officers responded and saw DCFD and Metro Transit Police were assisting a male subject, with a stab wound to his chest, matching the description given by the victims to be Daniels. DCFD recovered a knife from the suspect’s pocket and other items of evidentiary value. Daniels, was transported to MedStar and immediately rushed into surgery in critical condition.
MPD began a K9 track of the area for other items of evidentiary value with negative results. Takoma Park Police continued to canvass the area where the robbery and stabbing occurred and recovered more evidentiary items at the construction site located at Maple Avenue and Carroll Avenue.
The second suspect has not been identified. He is described as a black male, last seen wearing a black jacket and dark jeans. He was last seen by witnesses boarding a Metro train shortly after the incident.

Shots Heard Fired in the Area of New Hampshire Avenue and Erskine Street – Community Advisory

Change your Clock - Change your Battery - Community Advisory
In anticipation of daylight savings time beginning in the early morning hours of March 11th, the State Fire Marshal is urging Marylanders to "Change Your Clock – Change Your Battery" in both smoke alarms and carbon monoxide (CO) detectors in their homes. Recognizing that working smoke alarms and CO detectors double a family’s chance of surviving a home fire and/or an unsafe carbon monoxide level, the State Fire Marshal says Daylight Savings Time is a great opportunity for families to change the batteries. "This simple step can help us avoid tragedies in the place we feel the most secure – our homes."
Along with working smoke alarms and CO detectors, home escape plans are another way Marylanders can avoid injury or death in their homes. Chief Ronald A. Ricucci from the Takoma Park Police Department announces that Ahmad Rashad Windsor, 20, of Washington, D.C., was arrested by the Metropolitan Police Department as a fugitive from justice involving a theft from auto and conspiracy to commit theft from Takoma Park, Maryland.
On March 8, 2012, at approximately 2:39 a.m., Takoma Park Police responded to the 6400 block of 5th Avenue, Takoma Park, Maryland, for a theft from auto in progress. Police were advised that three black males wearing dark clothing had taken two wheels off of a 2007 Chevy Cobalt SS, which was parked in the victim’s driveway. The suspects were last seen running towards a waiting white SUV. A Takoma Park Officer located the SUV on Eastern Avenue at Route 650 and initiated a stop. The officer saw, in plain view, the two wheels in the rear cargo area, which had been taken from the theft from auto on 5th Avenue. Metropolitan Police Department arrested the driver, Windsor, and charged him as a Fugitive from Justice. Metropolitan Police Department released the other three individuals from the scene.
Takoma Park Police have applied for warrants for all four individuals charging them with theft less than $1,000 and conspiracy to commit theft.

Chief Ronald A. Ricucci announces the release of the Takoma Park Police Department's 2011 Annual Report, which can be viewed on-line at www.takomaparkmd.gov or the direct link is https://s3.amazonaws.com/police-takomapark/public/annual+reports/2011+TPPD+annual+report.pdf. Highlights in the report for the year 2011 are the 13.5% reduction in Part 1 crimes. The biggest decreases are robberies, burglaries and thefts.
The Criminal Investigations Division (CID) closed 45.8% of their cases, a 14% increase from 2010.
The Police Department continues to operate at full staffing with no vacancies.
Chief Ricucci attributes the decrease in crime to a fully staffed patrol division, the Criminal Investigations Division, and the Tactical Enforcement Unit (TEU) - plainclothes unit. Although the results are good, we still have to work on reducing auto thefts, which had a 22.2% increase from 2010.
A speed camera was added in the 900 block of East West Highway, which has been very helpful in reducing speed. We are currently looking at adding two cameras to Carroll Avenue.
Takoma Park Police participated in the Nationwide Prescription Drug Take-Back Day twice in 2011. Both were very successful and the Department plans to hold another this year.
The Police Department partnered with Angels Against Domestic Violence, headed by Ms. Ana Valdez, and collected toys for children of domestic violence for the holidays. Ms. Valdez' own life was saved three years ago by a Takoma Park Police Officer as a result of domestic violence. This initiative was very successful due to the generosity of the residents of Takoma Park and the Police Department personnel.
Takoma Park was selected to have Governor O'Malley attend our National Night Out event in August 2011. It was one of the largest turnouts for National Night Out in the past five years.
The Community Outreach Program (COP) was implemented in April 2011, as a pilot project to assess the need and value for Takoma Park residents. Headed by Officer Carla Magnaye, it has proven to be a successful program. Programs offered through COP include, but are not limited to Caring About Residents Everyday (CARE), Child Safety Seat Program, Citizen's on Patrol, Citizen's Police Academy, Community Notification List, Neighborhood Watch, Safe Seniors Program, Take "25" Awareness Campaign and Youth Outreach Program. Chief Ricucci would encourage residents to review the programs that are offered and take advantage of them.
The Gang Unit continues to be active in enforcement, education and prevention.
In 2011, Takoma Park Police lost K9 Diesel due to natural causes. K9 Diesel had many accomplishments and received many awards as a Police Officer in Takoma Park. He apprehended well over a dozen "bad guys" and recovered countless amounts of narcotics ranging from inside vehicles, hotel rooms as well as hidden outside by people who were selling them. Please remember K9 Diesel. A new K9 officer was acquired, K9 Zoro, and attended training with his partner in 2011.
In August 2011, Takoma Park Police unveiled its Emergency Response Team (ERT). The ERT are trained officers who are prepared to respond in emergencies such as natural disasters, hostage situations, forced entry search warrants, etc.
In 2011, Takoma Park continued its Emergency Managements efforts, partnered with Montgomery County, Maryland. These contacts were invaluable during Hurricane Irene in August 2011.
Chief Ricucci urges residents to report crimes and suspicious situations to the Police Department. Citizens must practice good crime prevention habits to assist in the Department’s endeavor to continue to reduce crime.

Street Closure for Filming on March 6, 2012 - Community Advisory
On Tuesday, March 6, the southbound lane of Laurel Avenue (toward the District of Columbia) will be closed to traffic from 6:30 a.m. to 6:00 p.m. Traffic will detour right on Carroll Avenue and left on to Eastern Avenue. The street closure will allow for the filming of a commercial for the Street Smart Pedestrian Safety Campaign.
