Montgomery County opened three "cooling centers" at 12 noon today at Richard Montgomery High School (250 Richard Montgomery Drive in Rockville), Clarksburg High School (22500 Wims Road in Clarksburg), and White Oak Recreation Center, (1700 April Lane in White Oak.) Bring prescription medicines, critical phone numbers, and any comfort items such as personal pillows. The City of Takoma Park's recreation department will be open from 10 am until 6 pm.
Four Montgomery County libraries are open to the public : Germantown, Bethesda, Praisner, and Damascus.
210,000 Pepco customers remain without power out of 305,000 in Montgomery County following last night's severe storms.
Water conservation is critical. WSSC has issued mandatory water restrictions for residents to ensure that a sufficient supply of water is available for fire fighting and other needs while repairs are underway. Customers are being asked to stop all outside water use. No watering lawns or washing cars. Limit flushing toilets and postpone use of washing machines and dishwashers. Use water only as necessary.
The AT&T National Golf Tournament at Congressional Country Club is closed to the public. The Ride On Number 35 bus, serving that area, is not in service.
500 out of 800 traffic signals are without power across the County. Treat all "dark" intersections as four-way stops. Stop – then proceed cautiously. This is critically important to ensuring vehicular and pedestrian safety.
To report power outages, call Pepco at 877-737-2662, Allegheny Power at 800-255-3443, or Baltimore Gas & Electric at 877-778-2222.
To report "hot" or sparkling wires, especially those across roadways, call 911.
Water tankers are being added to fire stations to help with fire fighting capabilities.
Residents with generators should ensure that generators remain in well-ventilated, outside spaces to avoid carbon monoxide poisoning. Residents using chainsaws should exercise maximum caution to avoid downed wires.
The County's MC311 Call Center has not yet opened due to power and telephone outages but residents can report downed trees and other non-emergency issues by using the web portal at www.mc311.com
Ride On buses are operating, but there may be delays due to detours as the result of downed trees and wires.
Residents are reminded to check on their neighbors, especially seniors.
Another round of storms is expected in the area later today between 4 and 8 p.m.
The following pools are closed: Kennedy-Shriver; Martin Luther King both indoor and outdoor; Glenmont; Bethesda; and Poolesville. All scheduled Recreational Department programs and activities are cancelled. Residents are advised to call the pools and/or recreation centers directly for schedules and availability. Community use activities scheduled for Montgomery County Public Schools are cancelled.

State Fire Marshal Suggests Attending Public Fireworks Displays - Community Advisory
With the arrival of summer, State Fire Marshal William E. Barnard is suggesting that Marylanders should attend public fireworks displays. "I would suggest the safest way to enjoy fireworks is to attend one of the many public fireworks displays throughout the state." stated Barnard. To help Marylanders enjoy a safer summer season, the State Fire Marshal offers several ways to enjoy fireworks while avoiding injury:
Consider attending one of the numerous public fireworks displays scheduled throughout Maryland every year. Leave fireworks to the professionals. Check the Maryland State Fire Marshal website at: www.mdsp.org/firemarshal for listed public fireworks displays throughout the state.
For those individuals who insist on the use of consumer fireworks:
• Purchase the fireworks in the location where you intend to discharge them. Check with the local municipality to determine what fireworks are considered legal for use in that area.
• Read and follow label warnings and instructions.
• Do not allow small children to use fireworks.
• Do not consume alcoholic beverages while using fireworks.
• Have a bucket of water or hose available
"Fireworks have been a long tradition of the 4th of July holiday celebrations. Please make safety your number one priority so everyone can enjoy the holiday season." adds the State Fire Marshal. "By acting responsibly, we can help eliminate fireworks injuries in Maryland."

Atlantic Hurricane Season is Here; Pepco Encourages Customers to Review Plans, Check Supplies - Community Advisory
Atlantic Hurricane Season is Here - Tornadoes on June 1 and Microburst on June 22 Kick off Storm Season for Pepco - Pepco Encourages Customers to Review Plans, Check Supplies
This year, the National Weather Service predicted a near-normal hurricane season for our region. Based on the period 1981-2010, an average season produces 12 named storms with six hurricanes, including three major hurricanes.
The first day of the 2012 Atlantic Hurricane Season was anything but normal in the Washington Metropolitan Area. The National Weather Service has confirmed that severe thunderstorms produced 12 tornadoes throughout Maryland on Friday, June 1, including Montgomery and Prince George’s Counties.
Pepco reminds customers to prepare for the possibility of continued destructive tropical weather that could hit the region any time between now and Nov. 30. Seasonal thunderstorms such as the microburst with 90- to 100-mph winds that knocked out power to 45,000 Pepco customers June 22 also can occur during the summer.
The 2011 Atlantic hurricane season produced a total of 19 tropical storms, of which seven became hurricanes, including four major hurricanes. Irene was the lone hurricane to hit the United States in 2011.
"Hurricane Irene struck the Washington area with 65 mph winds, which downed trees and power lines and caused massive damage to Pepco’s electric system infrastructure," said Thomas H. Graham, President, Pepco Region.
At its peak, the storm left 220,000 customers without power — 63,000 in Montgomery County, Md., 126,000 in Prince George’s County, Md., and 31,000 in the District of Columbia.
"Regardless of the outlook, it is vital to be prepared. We strongly encourage customers to take steps and be ready for any emergency," Graham said.
Visit www.pepco.com for additional preparation tips, and follow the advice of your local emergency management officials:
• Assemble an emergency storm kit, including:
o Battery-powered radio or television
o Flashlight
o First-aid kit
o Battery-powered or windup clock
o Extra batteries
o Special needs items, such as an insulated cooler
o List of important and emergency phone numbers
• If you or someone you know uses life-support equipment that requires electricity to operate, identify a location with emergency power capabilities and make plans to go there.
• Keep at least a three-day supply per person of non-perishable foods and bottled water, as well as a hand-operated can opener.
• Have a telephone with a cord or a cell phone to use as a backup. Cordless telephones require electricity to operate and won't work if there is an outage.
• Protect your electronic equipment. Unplug sensitive electronics or plug computers and other sensitive equipment into surge suppressors and consider an uninterruptible power supply for temporary battery backup power.
• Turn off power to flood-prone basement appliances if it is safe to do so. However, if you have an electrically operated sump pump, you should not turn off your power.
• Have adequate prescription medicines or infant supplies on hand.
• Tune in to local news broadcasts for the latest weather and emergency information.
• If you use a personal generator, please take all recommended precautions.
• Take cover if necessary.
• Stay away from downed wires. Call 1-877-PEPCO-62 (1-877-737-2662), and follow the prompts to report a downed wire.

FOR IMMEDIATE RELEASE
THERE IS STILL ROOM TO SIGN UP AND ATTEND THIS SEMINAR!
Chief Ronald A. Ricucci of the Takoma Park Police Department announces today a fourth Crime Prevention and Personal Safety seminar for the City of Takoma Park called Refuse to be a Victim, to be taught by Crime Prevention Specialist, Janice Hart, of the Front Royal, Virginia, Police Department. This seminar will be held tonight, Wednesday, June 27, 2012, from 6:00 p.m. to 10:00 p.m. This seminar is open to all residents and will be held in the Council auditorium on the 2nd floor of the City Building, 7500 Maple Avenue, Takoma Park, Maryland. Chief Ricucci also invites and strongly encourages residents of Silver Spring to attend this seminar; Takoma Park residents please feel free to share this e-mail with your Montgomery County neighbors.
Please call Cathy Plevy at 301.891.7142 or e-mail her at Cathyp@takomagov.org to sign up for the seminar. If you leave a message on the phone, please leave your name, address, telephone number and email address.
This is our fourth time presenting this seminar. Refuse to be a Victim is a seminar that teaches easy to understand methods you can use to increase awareness and prevent criminal confrontation. In just a few hours, you will get the tools you need to develop your own personal safety strategy, including information about:
- The Psychology of the Criminal Mind
- Personal & Technological Security
- Home & Phone Security
- Self-Defense Tools & Training Options
- Automobile & Travel Security
- And more!
If you attended the first three seminars, you are more than welcome to attend again, as we have incorporated your feedback into the program. There will be some new material and a repeat of some material that was passed out at the last seminars.
Hundreds of federal, state and local law enforcement officials across the country have implemented Refuse to be a Victim into their crime prevention and community policing initiatives.
Executive Director of the Virginia Crime Prevention Association states "Everyone should consider the possibility of, and be prepared to defend themselves from, a criminal attack. However, if they have not adopted the proven personal safety routines recommended by Refuse to be a Victim, then they may have surrendered their options of refusing to be a victim of a crime."
Many ask "What can I do to better protect myself, my family, friends or employees from becoming victimized?" These are the types of questions that men and women ponder prior to attending a Refuse to be a Victim crime prevention and personal safety seminar. A few things you will learn at a Refuse to be a Victim seminar are:
- How to minimize risk of victimization
- How to create a personalized safety plan, before it is needed
- An array of personal safety strategies
From setting up a home defense plan and safe room, to using your Internet Service Provider (ISP) parental control options to block access to adult material and adult chat rooms, the Refuse to be a Victim program has information for everyone.
Seminar participants of every age group are empowered by the information presented in the Refuse to be a Victim seminar. Whether you live in a major metropolitan city, the suburbs, or a one traffic-light rural town, crime prevention preparedness should be something to which you give a good deal of thought. Law enforcement and security experts agree that the best way to reduce one’s chances of victimization is through the development of a personal safety strategy before it is needed.
Develop your own personal safety strategy. Personal safety is not always convenient. You must consciously integrate the options you choose into everyday life until good habits are formed. Remember, criminals prefer easy targets. The more difficult a target you present, the less likely you are to become a victim.
Remember, you can choose to Refuse to be a Victim!

Pepco Crews Working Round the Clock to Restore Power; Thunderstorm Leaves Severe Damage in its Wake - Community Advisory
Crews and support personnel are working around the clock to restore power to customers after severe thunderstorms left devastation in some neighborhoods and infrastructure damage across Pepco's service territory.
In preparation for the storm, Pepco lined up additional crews and call center personnel. Crews from other utilities are also helping to restore power.
As of 5:30 p.m. Saturday, crews had restored power to approximately more than 75 percent of the customers who lost electricity. At the peak late Friday night, about 45,000 customers were without power - more than 18,000 in the District of Columbia, more than 17,000 in Prince George's County
and 9,000 in Montgomery County. As of 5:30 p.m. Saturday, fewer than 11,000 remained without power - 3,800 in D.C., about 6,500 in Prince George's County and about 500 in Montgomery County. Prince George's County and areas in Northeast D.C. suffered the most severe damage and were where more outages were concentrated. Thomas H. Graham, President, Pepco Region, toured affected areas Saturday afternoon.
"The devastation in some neighborhoods was profound," Graham said. "In one case, we had someone's roof on one of our utility poles. We are working very hard to get the power back on, but we are dealing with many challenges."
Much of the damage was caused by trees - many uprooted; some through buildings; and many that took down wires, broke crossarms and in some cases cracked or broke utility poles.
Customers are asked to please avoid downed wires, even if they don't appear to be energized.
Customers can report downed wires by calling 1-877-PEPCO62. Customers also are asked to report outages by calling 1-877-PEPCO62, through www.pepco.com or through the mobile app, available for
download through pepco.com/mobileapp.
Pepco anticipates restoring power:
· To Montgomery County by the early morning hours Sunday
· To most of the District and Prince George's County very late Sunday night, into early Monday hours
· To the hardest-hit areas of Bladensburg, Hyattsville, Cheverly plus some areas in Northeast D.C. later into Monday morning or early afternoon.

PEPCO Urges Customers to Conserve Energy; Heat Advisory- Community Advisory
Pepco is urging customers to take extra precautions when outdoors and to conserve energy wherever possible as high temperatures are forecasted for the Washington Metro Area. The National Weather Service has issued a Heat Advisory for the Washington Metro Area for noon to 8 p.m. Wednesday. Heat index values are expected to be between 100 and 105 degrees with temperatures around 100 degrees.
While power supply in the region is expected to be sufficient to meet anticipated high demand, extreme heat also can stress electric system equipment. In preparation for the hot weather, Pepco is staffing to quickly address any equipment issues that may arise from heat or potential storms resulting from the heat.
Pepco also offers the following energy-saving tips:
Set air-conditioning thermostats at 78 degrees and use an electric fan, which doesn’t require as much energy, and the air will seem cooler without sacrificing comfort.
Keep window shades, blinds, or drapes closed to block the sunlight during the hottest part of the day and to retain cooler air inside your home or business.
Limit the use of electrically heated water and turn off non-essential appliances and as many lights as possible.
Limit opening refrigerator or freezer doors.
Postpone using high-energy appliances like electric stoves, washing machines, dishwashers and dryers until the evening.

Any time this department puts information out, we do a review in advance by our command staff for accuracy and validity. ATM PIN Number Reversal Tip - Community Advisory
If you should ever be forced by a robber to withdraw money from an ATM machine, you can notify the police by entering your PIN number in reverse. For example, if your PIN number is 1234, then you would put in 4321. The ATM system recognizes that your PIN number is backwards from the ATM card you placed in the machine. The machine will still give you the money you requested, but unknown to the robber, the police will be immediately dispatched to the location.

The suspect was carrying a blue bag containing a computer that had been described in a list of missing property from a victim of a previous burglary. The suspect was visually identified by the witness as the person seen running from the property where the sound of glass was breaking.
A check of the residence in the 500 block of New York Avenue revealed that a window had been broken out of the side door that led to the laundry room and basement. No entry was gained into the residence.
Montgomery County K-9 responded and a track was conducted. The track led from the side of the residence in the 500 block of New York Avenue to the 7400 block of Piney Branch Road, where the K-9 alerted on the suspect on the scene. The suspect was arrested and transported to the Takoma Park Police Department. The suspect provided information that led to the identification of the other suspects involved in committing the series of residential burglaries that have been plaguing the City. A Montgomery County investigator responded to Takoma Park to work a collaborative investigation, since there have been 10 residential burglaries in their jurisdiction with similarities.
A follow up was conducted with a victim from the burglary on May 30, 2012, in the 7400 block of Cedar Avenue, who positively identified property that had been stolen. In addition, there were several items of jewelry taken during various burglaries that were recovered at a local pawn shop. Victims from the Takoma Park burglaries have identified property in five of the six burglaries.
As a result of property being recovered at the pawn shop, search warrants were obtained and additional arrest warrants for the juvenile’s two co-defendants’ were issued. Additional information will follow.
A computer check of the juvenile’s true name revealed that he was wanted by the Charles County Sheriff’s Office for being absent from a group home.
The juvenile is being held at the Noyes Juvenile Detention Facility.
Chief Ricucci is proud of the citizen who called the police when she observed suspicious behavior. He is proud of the Takoma Park police detectives and police officers who assisted with the apprehension of these suspects involved in committing these series of residential burglaries that have occurred in Takoma Park, Maryland, and Montgomery County, Maryland. He would like to thank police from the DC Metropolitan Police Department, 4th District, who worked diligently with preparing the DC search warrant, as well as the Montgomery County Police Department and Montgomery County's K-9 officer.

Crime Prevention and Personal Safety - Burglary Prevention Tips - Community Advisory
Burglary is an opportunist crime. A burglar will select his target because it offers him the best opportunity to carry out his crime undetected and with the fewest number of obstacles in his way. A home that presents itself as insecure is far more likely to be targeted than one which is properly secured.
Home Security Surveys are offered by the Takoma Park Police Department to residents. An officer, who is trained in completing security surveys, will survey the strengths and weaknesses of security measures of a residence (fences, locks, alarms, etc.). The officer provides information on how to reinforce the weak security measures. If you are interested in setting this up for your home, please contact Officer Carla Magnaye by e-mail at carlam@takomagov.org or call 301.891.7121.Cathyp@takomagov.org to sign up for the seminar. If you leave a message on the phone, please leave your name, address, telephone number and email address.
In addition, a fourth Crime Prevention and Personal Safety seminar for the City of Takoma Park called Refuse to be a Victim, to be taught by Crime Prevention Specialist, Janice Hart, of the Front Royal, Virginia, Police Department, will be held on Wednesday, June 27, 2012, from 6:00 p.m. to 10:00 p.m. Please call Cathy Plevy at 301.891.7142 or e-mail her at
Please review the following in order to protect your home and your valuables:
1. The MOST important thing YOU can do is CALL THE POLICE to report a CRIME or any SUSPICIOUS activity. You have to be the eyes of your neighborhood. And remember you can always remain a pair of anonymous eyes! Report burglaries immediately! Get to know your neighbors!
2. If you do encounter a burglar in your home, please attempt to secure yourself in a room where you have access to a phone and immediately contact police. Do not confront suspect(s) or attempt to fight and/or chase after suspect(s).
3. Do not touch anything or clean up until the police have inspected for evidence. If you have not checked your house, let the police check it for you. Leave the house and call the police.
4. It’s important to keep a list of serial numbers and/or receipts of all electronic equipment, i.e., televisions, stereos, cell phones, iPods, computers, as well as a list of items that are easily sold or pawned, i.e., jewelry, collectibles. Photographs or video tapes are always useful to keep a record of what you own (and insurance companies would also find this useful and convenient). Update your list periodically and do not leave it in the residence, if possible. Use an engraving pen to write your current driver's license number on your property. Burglars don't want marked merchandise.
5. Make it time-consuming for a burglar to break into your home - secure your residence! Sometimes installing deadbolt locks on all exterior doors or windows will deter a criminal; they don’t want to spend too much time in one place. Check and double-check that all doors and windows are shut and locked before you leave the house; even if you are leaving for a short period of time.
6. Display "Beware" signs. If you have a dog or an alarm system, put up signs that say you do. They do deter thieves. Residential alarms should be designed so as to give protection when you are inside as well as when you are away.
7. When you leave your residence, do not leave valuables in plain sight. For instance, if your dining room table is within view of a window, don’t leave a laptop computer sitting there. When possible, pull shades or curtains so that property cannot be seen from outside the residence.
8. Be one step ahead of the burglar – case your own home and look for easy ways into your home and then take appropriate measures to correct it.
9. A big problem in this City is citizens not calling the police. If you see someone suspicious who does not belong in your neighborhood, call the police. If you see a suspicious vehicle, call the police. Write down the license plates of any suspicious vehicles. Write down a description of any suspicious persons. You can never be too careful. A lack of information on suspects can hinder an investigation.
10. Burglars in most instances will case a neighborhood or the routine of residents. Every once in a while, leave at a different time. Change your routine to throw the burglar off. If you are not consistent, how can they be?
11. Burglars know where to look for hidden keys. Do not leave one.
12. Remember that you do not have to answer your door. Once you do, you are easily vulnerable. Do not open for a stranger. Verify who is there. Have him/her step to where you can see who it is. When in doubt, send him/her away. Be sure that a peephole viewer is installed.
These tips are not intended to scare or frighten anyone, however, crime is a fact of life everywhere. As partners, we can discourage criminals from targeting certain areas. We can make it hard for them.
Let’s make a difference together. Let’s demonstrate to the criminals that we are putting them on notice that they will be caught!

FOR IMMEDIATE RELEASE
On Friday, June 1, 2012, Trevelyn Terrell Hinton, 28, of the 600 block of Audrey Lane, Oxon Hill, Maryland, was sentenced by Judge Greenberg of the Montgomery County Circuit Court to 35 years in prison for attempted voluntary manslaughter, 1st degree assault, false imprisonment, use of a handgun in the commission of a felony and possession of a handgun by a prohibited person.
On Thanksgiving Day, November 26, 2010, Detectives from the Montgomery County Police Major Crimes Division – Homicide/Sex Section investigated the officer-involved shooting that occurred in Silver Spring. At approximately 11:35 a.m., Montgomery County Police received a call to assist Takoma Park Police with the report of a shooting that had just occurred. The preliminary investigation revealed that a Takoma Park Police officer in the area of Sligo Creek Parkway and Houston Avenue in Takoma Park, observed a late model black Camaro traveling at a high rate of speed and endangering pedestrians. The officer attempted a traffic stop, but the driver would not comply. A pursuit was initiated and the vehicle was followed into the parking lot of East Spring Elementary School located at 631 Spring Street. There it collided with a pole in the parking lot. The driver bailed out and ran. The officer followed on foot as the suspect, later identified as Hinton, ran behind the school down to and across Thayer Avenue and into the parking lot serving the Thayer Terrace Apartments at 525 Thayer Avenue in Silver Spring.
At some point during the foot chase, Hinton produced a gun and shots were exchanged between Hinton and the officer. No one was struck or injured. Just as Hinton was next to a side entrance to the apartment building, an adult male came out of the building. He was grabbed by Hinton and held as a shield. The officer gave verbal commands to release the hostage. Hinton complied and he was taken into custody without further incident. After Hinton was taken into custody, controlled dangerous substance (CDS) was found on his person.
