Chief Ronald A. Ricucci of the Takoma Park Police Department announces that there is currently a vacancy on the Police Chief’s Advisory Board. In October 2009, Chief Ricucci formed the Board, which meets on the third Wednesday of each month in the City building. Members are kept informed of departmental activities, receive updated advisories and alerts on crimes and are invited to department events.
Any resident who is interested, please submit a letter of interest and resume no later than February 14, 2012. You can email it to ronaldr@takomagov.org or mail to Ronald Ricucci, Chief of Police, 7500 Maple Avenue, Takoma Park, Maryland 20912. The Board is briefed on all activities of the Police Department and brings issues and concerns to the Chief’s attention. All applicants will be interviewed by the Chief of Police.

Gas Station Theft from Auto - Community Advisory
On January 28, 2012, officers responded for a theft from auto that occurred in the 6400 block of New Hampshire Avenue (W Express Gas Station). At approximately 3:15 p.m., the victim was pumping gas and then went inside to pay the cashier. A dark-colored newer style Jeep SUV pulled up alongside of the victim’s vehicle and a black male suspect exited and began tampering with the passenger door. He then broke out the window and took property from the passenger side of the vehicle. The vehicle was last seen headed south on New Hampshire Avenue towards the District of Columbia. A look-out was given to surrounding jurisdictions. The suspect is described as a black male, 20’s, wearing a striped blue and white shirt or vest.

Gas Station Theft from Auto - Community Advisory
On January 27, 2012, at 9:50 a.m., officers responded for a theft from auto that occurred earlier in the 6300 block of New Hampshire Avenue (Sunoco Gas Station). At approximately 9:30 a.m., the suspect entered the victim’s vehicle through an unlocked passenger door and took property. The suspect is described as a black male - no further. Surveillance showed a Chrysler (suspect vehicle) enter the gas station. An attempt to remove property from another vehicle was met with negative results as the vehicle door was locked. The suspect then moved on to this victim's vehicle and removed property. The suspect then fled in the Chrysler on New Hampshire Avenue. The suspect vehicle is described as a black 4-door Chrysler unknown make, with no front tag. The victim did not notice her property missing until arriving at her place of employment, and then she returned to the gas station and called police.

On January 25, 2012, at approximately 11:42 p.m., Takoma Park Police responded to the unit block of Jefferson Avenue for a report of an attempt theft from auto that occurred earlier. Officers arrived after the suspect had already fled after being spotted by the victim inside his vehicle. The suspect fled on foot through a backyard on to Carroll Avenue. He then ran down Old Carroll Avenue to Sligo Creek Parkway. The suspect is described as a black male, approximately 6'0, medium build, last seen wearing a black knit hat, a black 3/4 length wool coat and dark-colored pants. No property was taken.

Strong Arm Robbery - Community Advisory
On January 19, 2012, at approximately 2:40 p.m., Takoma Park Police responded to the area of Hilltop Road and Sligo Creek Parkway for reports of a strong arm robbery that had occurred. The victim was walking in the roadway of Hilltop Road when he was accosted by two black males who assaulted him and took property. The suspects then fled into the woods towards Piney Branch Road. A look-out for the suspects was given. The suspects were described as:
Suspect 1: Black male, thin, dark complexion, last seen wearing a ski mask and skinny jeans.
Suspect 2: Black male, thin, dark complexion, last seen wearing a winter-style hat.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces that Terry Phillip Blaine, 45, of Hyattsville, Maryland, was found guilty of felony armed robbery in the Circuit Court of Montgomery County after three hours of deliberation by the jury. Sentencing is scheduled for March 9, 2012.
On July 16, 2011, at 4:39 p.m., Takoma Park Police responded to the 200 block of Philadelphia Avenue for the report of a robbery that had just occurred. The victim had finished shopping and was sitting in her vehicle closing the door when she was approached by a male who pulled the door open. The victim was pinned against the driver’s seat by the suspect who told her several times to be quiet. The suspect then grabbed the victim’s bag and ran back to his vehicle – a red Ford truck with a silver strip. The suspect then fled the scene down Sycamore Avenue away from the victim. A witness to the incident was able to provide a vehicle tag number of the suspect’s vehicle. Takoma Park Police ran the tag number and retrieved information about the owner of the vehicle as well as a photograph. The witness and victim identified the suspect. A review of the store surveillance also confirmed the suspect’s identity.
Takoma Park Police applied for and received an arrest warrant for the suspect and his vehicle was entered as a felony vehicle in the National Crime Information Center (NCIC) database.
On July 18, 2011, the suspect, identified as Terry Phillip Blaine, arrived at the Takoma Park Police station and turned himself in on the active Takoma Park Police warrant. Blaine was arrested and transported to the Montgomery County Central Processing Unit, without incident.

State Fire Marshal Provides Winter Heating Safety Tips - Community Advisory
As the temperatures remain cold outside, we depend on multiple types of heating sources to stay warm inside our homes. State Fire Marshal William E. Barnard provides Marylanders life and home saving heating safety tips. "Elements of home heating continue to be a significant factor in home fires in Maryland," according to the Fire Marshal. "Following these guidelines, we can work together to reduce the number of residential fires."
- Ensure chimneys are cleaned annually or more frequently if used as the primary heating equipment.
- Use properly sized fireplace screens or enclosures. Never use a flammable liquid to start a fire.
- When disposing of cooled ashes, do not use paper or plastic containers to remove them, instead use a metal container. Ashes will insulate hot embers long after the fire is considered out.
- Make sure fuel burning stoves are installed according to local fire codes and manufacturer’s instructions.
- Have your furnace inspected and serviced annually.
- Check portable electric heaters for frayed/damaged wires and ensure they are clean and placed on a flat level surface. Use only "listed" by an approved testing laboratory equipment and follow manufacturer’s instructions.
- Do not use extension cords with portable space heaters. The extension cord can overheat and cause a fire.
- If you use kerosene fuel fired heaters, use only "K-1" kerosene fuel. Never fill the unit inside, remove it to the exterior after it has cooled before refueling.
- Open a window enough to provide proper ventilation.
- Keep combustibles (furniture, curtains, clothing, paper goods, etc.), at least three feet from all heat sources.
- Fuel burning appliances can produce the deadly, tasteless and odorless gas known as carbon monoxide. Install and maintain CO2 alarms inside your home to provide an early warning of carbon monoxide.
- Always turn off portable heating equipment when leaving the room for extended periods. Portable heaters should never be operated unattended.
Along with these heating tips, check to make sure your smoke alarms are in good working order. "Routine maintenance and safe operation of heating equipment, combined with properly installed and operating smoke alarms and carbon monoxide detectors, are a life-saving combination for all Marylanders," stated Barnard.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Martyn Pierre Viger, 22, of Takoma Park, Maryland, for possession of Controlled Dangerous Substance (CDS) marijuana with the intent to distribute, possession of CDS marijuana, possession of paraphernalia, use of a handgun in a felony, and firearm/drug trafficking.
On January 20, 2012, at approximately 9:19 p.m., Takoma Park Police responded to the unit block of Lee Avenue for a Controlled Dangerous Substance (CDS) complaint. When officers approached the building, there was a strong odor of burnt marijuana that could be smelled. Entry into the building was made and the odor became more intense as officers approached the defendant’s apartment door. Officers were stationed outside the widow to the defendant’s apartment while other officers knocked on the door. The officer who was outside the apartment window saw the defendant, later identified as Viger, open the casement window and toss items on to the ground. The officer retrieved the items, which included a digital scale with marijuana residue, approximately an ounce of marijuana and a loaded Lorcin 380 pistol.
Viger was arrested, taken into custody and transported to the Montgomery County Central Processing Unit. Officers applied for a search warrant of Viger’s apartment, which was subsequently granted. Takoma Park Police Department’s Tactical Enforcement Unit executed the search warrant and found additional amounts of high-grade marijuana densely packed in a zip-lock container. Minus the container, and its plastic packaging, the marijuana had a gross sealed weight of approximately 258.4 grams. Additional items of paraphernalia were located inside the apartment. A large sum of cash was also seized.
This case is on-going and additional search warrants are pending.

The officer who was outside the apartment window saw the defendant, later identified as Viger, open the casement window and toss items on to the ground. The officer retrieved the items, which included a digital scale with marijuana residue, approximately an ounce of marijuana and a loaded Lorcin 380 pistol.
Viger was arrested, taken into custody and transported to the Montgomery County Central Processing Unit. Officers applied for a search warrant of Viger’s apartment, which was subsequently granted. Takoma Park Police Department’s Tactical Enforcement Unit executed the search warrant and found additional amounts of high-grade marijuana densely packed in a zip-lock container. Minus the container, and its plastic packaging, the marijuana had a gross sealed weight of approximately 258.4 grams. Additional items of paraphernalia were located inside the apartment. A large sum of cash was also seized.
This case is on-going and additional search warrants are pending.

Pepco Prepared for Wintry Mix of Snow, Freezing Rain and Sleet - Community Advisory

Utility Asks Customers to Make Preparations and Request Call Back if Power Lost
Pepco is closely monitoring the wintry mix of hazardous weather that has prompted the National Weather Service to issue a Winter Weather Advisory for the Washington Metro Area. The National Weather Service predicts that overnight we will have snow, freezing rain, and sleet that will turn to freezing rain and sleet early Saturday morning. Little or no ice accumulation is expected with new snow and sleet accumulation of less than a half inch possible.
The heavy wet snow and freezing rain can weigh down tree limbs bringing them into contact with power lines causing power outages. Also, the combination of wet snow, freezing rain, and sleet can saturate the soil causing trees already weakened by previous storms to fall onto power lines and equipment causing power outages.
Pepco Adds Crews
In anticipation of the inclement weather, Pepco has scheduled additional line personnel and tree trimming crews for this evening and through tomorrow morning. Pepco will continue to monitor the weather and customer outage activity and can adjust its resource plans accordingly throughout the evening.

· Protect your electronic equipment. Unplug sensitive electronics or plug computers and other sensitive equipment into surge suppressors, and consider a UPS (uninterruptible power supply) for temporary battery backup power.

Weekend Metro Repair Work - Community Advisory
Metro will perform major track work over the weekend of January 20-22 on all five rail lines. The work will begin at 10 p.m. Friday and continue through system closing on Sunday.
Here is information about how each line is affected:
Red Line
Crews will continue to advance NTSB-recommended track circuit replacement, a key step toward restoring automatic train operations. This weekend's work will take place between Bethesda and Grosvenor, with buses replacing trains between those two stations. In addition, Medical Center Station will be closed, with alternate shuttle service provided.
•Beginning at 10 p.m. Friday and continuing through system closing on Sunday, shuttle buses will replace Red Line trains between Bethesda and Grosvenor.
•Red Line trains will operate at normal weekend intervals in two sections: between Shady Grove and Grosvenor and between Bethesda and Glenmont.
•Medical Center station will be closed.
•On Friday night, the last Glenmont-bound Red Line train to operate before work begins will depart Shady Grove at 9:43 p.m. and depart Bethesda at 10 p.m. The last Shady Grove-bound train will depart Glenmont at 9:05 p.m. and Bethesda at 9:50 p.m.
•The last Red Line train from Shady Grove will depart 15 minutes earlier than usual -- at 2:15 a.m. on Friday and Saturday nights (early Saturday and Sunday), and at 11:15 p.m. on Sunday night.

Dogs: Leashes and Picking up After - Community Advisory
It has been brought to our attention that residents are using Forest Park and Spring Park to walk their dogs off leashes, which is a violation of the law. There have also been complaints that residents are walking their dogs and failing to dispense of the waste left behind. Please obey the law with regard to leashes. And, please pick up after your pet. Attempt Stolen Auto - Community Advisory
On January 17, 2012, at approximately 9:28 a.m., Takoma Park Police responded to the 7400 block of New Hampshire Avenue for reports of an attempt stolen auto. Some time between January 16, 2012 at 9:30 p.m. and January 17, 2012 at 9:00 a.m., there was an attempt to steal the victim's auto. The passenger side front door lock was pried, the steering column was broken and the ignition was punched and laying on the floor. There were also two large rocks inside the vehicle. There are no suspects at this time.

Scams Involving Asian Victims - Community Advisory
*Taken from Montgomery County Police Department's Crime Analysis Unit*
There have been two recent confidence game scams involving Asian victims with suspect descriptions that are almost identical. Both involved two black male suspects who ‘find’ a wallet with a large amount of cash and offer to ‘share’ it with the victim. It should be noted that while there have been two reported to MCPD, there is also possibly a third victim of a similar incident that occurred in December. Officials from the Japanese embassy contacted the 1st District to advise of an additional victim. They were asked to have the victim contact the police but as of January 13, that victim has not done so.
* November 28, 2011, Monday, 9:50 a.m. – 2:00 p.m. - Federal Plaza The victim was loading her groceries when the first suspect came up to her and advised he found a wallet with money in it. Both suspects got into the vehicle and the victim drove them to an unknown ATM to withdraw money. She then drove the suspects back to the Federal Plaza shopping center where the second suspect left the vehicle. The other suspect got the victim to drive to her home in Bethesda where she obtained more cash. She then went into the Bank of America on Rockville Pike while the suspect stayed in the vehicle. When the victim looked back at the vehicle, she saw he had left. Note: she originally reported this as a robbery but it was later determined to be a scam.

* January 11, 2012, Wednesday, 3:20 p.m. – 4:50 p.m. - Loehmann’s Plaza The 80-year-old victim was approached by the first suspect who said he found a wallet with a large amount of cash inside. The second suspect then came up and joined the conversation. The victim drove both suspects to the Capitol One Bank, on Rockville Pike, where she withdrew a large amount of cash in ‘good faith’ money and gave it to the first suspect who promised to give her an even larger amount of cash back from the ‘found’ money. The first suspect left on foot and she drove the second suspect back to the Safeway parking lot so he could use the restroom. She waited an hour and neither suspect reappeared.

It is unknown if these suspects are specifically targeting Asian victims or if they are just targeting victims who may not have a good command of the English language. At this time there does not appear to be any other reported victims. Officers are asked to keep these cases in mind in case other calls are received.
There have been two recent confidence game scams involving Asian victims with suspect descriptions that are almost identical. Both involved two black male suspects who ‘find’ a wallet with a large amount of cash and offer to ‘share’ it with the victim. It should be noted that while there have been two reported to MCPD, there is also possibly a third victim of a similar incident that occurred in December. Officials from the Japanese embassy contacted the 1st District to advise of an additional victim. They were asked to have the victim contact the police but as of January 13, that victim has not done so.
* November 28, 2011, Monday, 9:50 a.m. – 2:00 p.m. - Federal Plaza The victim was loading her groceries when the first suspect came up to her and advised he found a wallet with money in it. Both suspects got into the vehicle and the victim drove them to an unknown ATM to withdraw money. She then drove the suspects back to the Federal Plaza shopping center where the second suspect left the vehicle. The other suspect got the victim to drive to her home in Bethesda where she obtained more cash. She then went into the Bank of America on Rockville Pike while the suspect stayed in the vehicle. When the victim looked back at the vehicle, she saw he had left. Note: she originally reported this as a robbery but it was later determined to be a scam.

Stolen Auto - Community Advisory
On January 14, 2012, at approximately 5:00 p.m., Takoma Park Police responded to the 900 block of Glaizewood Avenue for reports of a stolen auto. The vehicle was last seen at approximately 2:45 p.m. on January 14th. When the victim returned at 4:50 p.m., the vehicle was missing. The outstanding stolen vehicle is a 2001 red Jeep Cherokee, Michigan tag #7JQH45.

Strong Arm Robbery - Community Advisory
On January 11, 2012, at approximately 8:41 p.m., Takoma Park Police responded to the 7100 block of Maple Avenue for reports of a strong arm robbery that had occurred. The victim was walking home when she was accosted by three black males who assaulted her and took property. The suspects then fled in a waiting silver-colored Sedan driving towards Tulip Avenue. The victim suffered a minor injury. There is no further suspect descriptions.

Residential Burglary - Community Advisory
On January 10, 2012, Takoma Park Police responded to the 6600 block of Eastern Avenue for reports of a residential burglary that had occurred some time between 1:00 p.m. and 5:00 p.m. An attempt at entry to the residence was first made by unknown suspect(s) by pushing open a rear window and cutting the screen without success. At that time, the unknown suspect(s) pushed out a cat door, which was attached to the window, where entry was gained. Property was taken.

Commercial Armed Robbery - Community Advisory
On January 6, 2012, at approximately 7:25 p.m., Takoma Park Police responded to 7200 block of New Hampshire Avenue (Cellular Stop) for reports of a commercial armed robbery. Two unknown suspects entered the business armed with handguns and forced the victims to get on the ground. Once property was retrieved, the suspects fled from the business to a vehicle they had parked in the parking lot of the dentist’s office located in the 1100 block of Sligo Creek Parkway. None of the victims sustained any physical injuries.
Suspect 1: Black male, early 20’s, 5’9, last seen wearing a gray Northface jacket with hoodie, armed with a handgun.
Suspect 2: Black male, early 20’s, 6’0, last seen wearing a black hoodie and dark pants, armed with a handgun.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of George Nyakeh Moiba, 24, of Hyattsville, Maryland, for 1st degree burglary, destruction of property and theft under $100.
On August 17, 2011, at approximately 1:41 a.m., Takoma Park Police responded to the 7000 block of New Hampshire Avenue for the report of a burglary that had occurred earlier. Investigation revealed that sometime between 5:30 a.m. on August 13, 2011 and 1:24 a.m. on August 17, 2011, an unknown suspect(s) gained access to the residence by forced entry through a laundry room window. Upon arrival home, the victim’s noticed that the outer screen/glass front entrance door was unsecured. Rooms were ransacked and property was taken. The residence was processed for evidence. DNA samples were taken from the residence.
On December 21, 2011, the Takoma Park Police Department’s Criminal Investigations Division were contacted by the crime lab who had received a positive match on the DNA evidence submitted, which belonged to George Nyakeh Moiba. An arrest warrant was immediately obtained for Moiba’s arrest.
On January 5, 2012, at approximately 6:00 p.m., Takoma Park Police Department’s Criminal Investigations Division were contacted by Prince George’s County Police who had arrested Moiba and served the warrant from Takoma Park. This investigation is on-going.

Investigation revealed that sometime between 5:30 a.m. on August 13, 2011 and 1:24 a.m. on August 17, 2011, an unknown suspect(s) gained access to the residence by forced entry through a laundry room window. Upon arrival home, the victim’s noticed that the outer screen/glass front entrance door was unsecured. Rooms were ransacked and property was taken. The residence was processed for evidence. DNA samples were taken from the residence.
On December 21, 2011, the Takoma Park Police Department’s Criminal Investigations Division were contacted by the crime lab who had received a positive match on the DNA evidence submitted, which belonged to George Nyakeh Moiba. An arrest warrant was immediately obtained for Moiba’s arrest.
On January 5, 2012, at approximately 6:00 p.m., Takoma Park Police Department’s Criminal Investigations Division were contacted by Prince George’s County Police who had arrested Moiba and served the warrant from Takoma Park. This investigation is on-going.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Leonard Thomas, Sr., 54, of Hyattsville, Maryland, for armed robbery, robbery, and 1st and 2nd degree assault.
On January 5, 2012, at approximately 11:30 a.m., Takoma Park Police responded to the 6300 block of New Hampshire Avenue (Sunoco) for the report of an armed robbery that had just occurred. Investigation reveals that at 11:17 a.m., Thomas entered the business. He was followed by two other suspects, one of who brandished a black, semi-automatic handgun. The suspects demanded property. The victim did not immediately comply and the suspects assaulted him. The suspects were able to take property and then fled the Sunoco on foot heading northbound on New Hampshire Avenue towards Sligo Mill Road. Witnesses pulling into the station were able to see the suspects fleeing and give police their direction of travel. A lookout for the suspects was broadcast. Detectives responded to the scene and were able to locate video surveillance of the robbery. Another Takoma Park Police Officer was canvassing the area when he was approached by a witness who saw the suspects running on Orchard Avenue. Detectives put out an updated lookout after viewing the video surveillance, which gave officers a distinctive piece of clothing that one of the suspects was wearing at the time of the robbery. Montgomery County K9 Units also responded to the area to attempt a track. While in the area of the 6300 block of Eastern Avenue, a Takoma Park Police Officer spotted one of the suspects who matched the description given sitting at a bus stop in the District of Columbia. The officer exited his cruiser and ordered Thomas to the ground. A Metropolitan Police Officer arrived on the scene and took custody of the suspect. A Takoma Park Police Detective arrived and made a positive identification of Thomas from the video surveillance that was obtained.
Thomas was arrested and transported to the Metropolitan Police Department’s 4th District where he was processed and held as a fugitive from justice. An arrest warrant will be obtained to bring Thomas back to Takoma Park, Maryland, for the charges listed above.
The victim who was assaulted was taken to the Washington Adventist Hospital with non-life threatening injuries.
The other two suspects are still outstanding. Investigation is on-going.
