Chief Ronald A. Ricucci of the Takoma Park Police Department announces today a fourth Crime Prevention and Personal Safety seminar for the City of Takoma Park called Refuse to be a Victim, to be taught by Crime Prevention Specialist, Janice Hart, of the Front Royal, Virginia, Police Department. This seminar will be held on Wednesday, June 27, 2012, from 6:00 p.m. to 10:00 p.m. This seminar is open to all residents and will be held in the Council auditorium on the 2nd floor of the City Building, 7500 Maple Avenue, Takoma Park, Maryland. Chief Ricucci also invites and strongly encourages residents of Silver Spring to attend this seminar; Takoma Park residents please feel free to share this e-mail with your Montgomery County neighbors.

This is our fourth time presenting this seminar. Refuse to be a Victim is a seminar that teaches easy to understand methods you can use to increase awareness and prevent criminal confrontation. In just a few hours, you will get the tools you need to develop your own personal safety strategy, including information about:

If you attended the first three seminars, you are more than welcome to attend again, as we have incorporated your feedback into the program. There will be some new material and a repeat of some material that was passed out at the last seminars.

Hundreds of federal, state and local law enforcement officials across the country have implemented Refuse to be a Victim into their crime prevention and community policing initiatives.

Executive Director of the Virginia Crime Prevention Association states "Everyone should consider the possibility of, and be prepared to defend themselves from, a criminal attack. However, if they have not adopted the proven personal safety routines recommended by Refuse to be a Victim, then they may have surrendered their options of refusing to be a victim of a crime."

Many ask "What can I do to better protect myself, my family, friends or employees from becoming victimized?" These are the types of questions that men and women ponder prior to attending a Refuse to be a Victim crime prevention and personal safety seminar. A few things you will learn at a Refuse to be a Victim seminar are:

- How to minimize risk of victimization
- How to create a personalized safety plan, before it is needed
- An array of personal safety strategies

From setting up a home defense plan and safe room, to using your Internet Service Provider (ISP) parental control options to block access to adult material and adult chat rooms, the Refuse to be a Victim program has information for everyone.
Seminar participants of every age group are empowered by the information presented in the Refuse to be a Victim seminar. Whether you live in a major metropolitan city, the suburbs, or a one traffic-light rural town, crime prevention preparedness should be something to which you give a good deal of thought. Law enforcement and security experts agree that the best way to reduce one’s chances of victimization is through the development of a personal safety strategy before it is needed.
Develop your own personal safety strategy. Personal safety is not always convenient. You must consciously integrate the options you choose into everyday life until good habits are formed. Remember, criminals prefer easy targets. The more difficult a target you present, the less likely you are to become a victim.

Residential Burglary - Community Advisory

On May 30, 2012, Takoma Park Police responded to the 7400 block of Cedar Avenue for reports of a residential burglary that had occurred some time between 8:00 a.m. and 4:20 p.m. The victim arrived home to find the rear bedroom window had been smashed out with a brick. Property was taken. There are no known suspects.

Severe Thunderstorm Watch - Community Advisory

The National Weather Service has issued a SEVERE THUNDERSTORM WATCH for Montgomery County until 10 pm.

The primary threat with these storms include extremely heavy rain which may cause flash flooding, large hail, lightning, and isolated tornadoes.

Those with outdoor plans should monitor the skies and be prepared for threatening weather. If you are outdoors and storm approaches, seek safe shelter indoors.

A SEVERE THUNDERSTORM WATCH means conditions are favorable for severe storms in and close to the watch area. Severe thunderstorms can and occasionally do produce tornadoes with little or no advanced warning. Residents should be on the lookout for threatening weather conditions and listen for later statements and possible warnings.

Theft from Auto - Community Advisory

On May 29, 2012, a victim came into the Takoma Park Police Department to report a theft from auto that occurred in the 6900 block of Laurel Avenue on May 26, 2012, some time between 10:45 a.m. and 6:00 p.m. Unknown suspect(s) entered the vehicle and took property, including a very large amount of cash.

Theft from Auto - Community Advisory

On May 29, 2012, at approximately 8:21 a.m., Takoma Park Police responded to the 7400 block of New Hampshire Avenue for reports of a theft from auto that occurred earlier sometime between May 28, 2012 at 1:30 p.m. and May 29, 2012, at 8:21 a.m. Unknown suspect(s) propped the victim's vehicle up on cinder blocks and stole the tires.

City of Takoma Park Crossing Guard Appreciation Day - Tuesday, May 29, 2012

Takoma Park and Piney Branch Elementary Schools, Takoma Park Middle School

Piney Branch and Takoma Park Elementary Schools and Takoma Park Middle School have joined forces with the City of Takoma Park Safe Routes to School Program to make it easy for you to do something nice for the Crossing Guards who serve our kids every school day! Before Crossing Guard Appreciation Day, take a moment to talk with your kids about pedestrian safety and the important work of the Crossing Guards.

On the morning of May 29 make a special effort to show your Crossing Guards how much they are appreciated! On your way to school, take a moment to thank them personally and offer a token of your gratitude. Tables will be set up near each crossing guard post to receive cards, flowers or treats. UPDATE Residential Burglaries - Community Advisory

On May 25, 2012, at approximately 10:18 a.m., Takoma Park Police responded to the 7500 block of Holly Avenue for reports of a residential burglary in progress. Upon arrival, police observed a window at the rear of the residence had the screen cut and the window was open. A witness saw two black males and one Hispanic male at the window when she called police. It did not appear that property had been taken.

In the same timeframe, another home had been burglarized in the 200 block of Grant Avenue. Upon arrival, police observed the basement door ajar and the rear screen window cut. Property was taken.

Suspect descriptions: (1) black male, large afro, last seen wearing a white t-shirt and blue jeans; (2) Hispanic male, last seen wearing a dark blue t-shirt and blue jeans; (3) black male, no further.

BURGLARY PREVENTION TIPS:

Burglary is an opportunist crime. A burglar will select his target because it offers him the best opportunity to carry out his crime undetected and with the fewest number of obstacles in his way. A home that presents itself as insecure is far more likely to be targeted than one which is properly secured. Please review the following in order to protect your home and your valuables:

1. The MOST important thing YOU can do is CALL THE POLICE to report a CRIME or any SUSPICIOUS activity. You have to be the eyes of your neighborhood. And remember you can always remain a pair of anonymous eyes! Report burglaries immediately!

2. Do not touch anything or clean up until the police have inspected for evidence. If you have not checked your house, let the police check it for you. Leave the house and call the police.

3. It’s important to keep a list of serial numbers and/or receipts of all electronic equipment, i.e., televisions, stereos, cell phones, iPods, computers, as well as a list of items that are easily sold or pawned, i.e., jewelry, collectibles. Photographs or video tapes are always useful to keep a record of what you own (and insurance companies would also find this useful and convenient). Update your list periodically and do not leave it in the residence, if possible. Use an engraving pen to write your current driver's license number on your property. Burglars don't want marked merchandise.

4. Make it time-consuming for a burglar to break into your home - secure your residence! Sometimes installing deadbolt locks on all exterior doors or windows will deter a criminal; they don’t want to spend too much time in one place. Check and double-check that all doors and windows are shut and locked before you leave the house; even if you are leaving for a short period of time.

5. Display "Beware" signs. If you have a dog or an alarm system, put up signs that say you do. They do deter thieves.

6. When you leave your residence, do not leave valuables in plain sight. For instance, if your dining room table is within view of a window, don’t leave a laptop computer sitting there. When possible, pull shades or curtains so that property cannot be seen from outside the residence.

7. Be one step ahead of the burglar – case your own home and look for easy ways into your home and then take appropriate measures to correct it.

8. A big problem in this City is citizens not calling the police. If you see someone suspicious who does not belong in your neighborhood, call the police. If you see a suspicious vehicle, call the police. Write down the license plates of any suspicious vehicles. Write down a description of any suspicious persons. You can never be too careful. A lack of information on suspects can hinder an investigation.

9. Burglars in most instances will case a neighborhood or the routine of residents. Every once in a while, leave at a different time. Change your routine to throw the burglar off. If you are not consistent, how can they be?

10. Burglars know where to look for hidden keys. Do not leave one.

11. If you do encounter a burglar in your home, please attempt to secure yourself in a room where you have access to a phone and immediately contact police. Do not confront suspect(s) or attempt to fight and/or chase after suspect(s).

These tips are not intended to scare or frighten anyone, however, crime is a fact of life everywhere. As partners, we can discourage criminals from targeting certain areas. We can make it hard for them.

Let’s make a difference together. Let’s demonstrate to the criminals that we are putting them on notice that they will be caught!

Armed Robbery - Community Advisory

On May 24, 2012, at approximately 11:33 p.m., Takoma Park Police responded to the 7300 block of New Hampshire Avenue (parking lot) for reports of an armed robbery that had just occurred. The victim, a taxi driver, was flagged down by three suspects at Piney Branch Road and Arliss Avenue for a taxi ride to Hampshire Towers on New Hampshire Avenue. The suspects were driven to their requested destination and upon arrival requested to be driven to the 7300 block of New Hampshire Avenue. The victim complied and pulled his taxi in front of the building. The suspect, who was sitting in the back seat, began to choke the victim with both hands while demanding money. Another suspect told the victim to drive behind the building, however, the victim could not comply as he was still being assaulted. The suspect stopped the assault so that the victim could drive them to the rear of the building. The suspects then exited the taxi and forced the victim to get out as well. Once out of the taxi, another suspect grabbed the victim from the back and put a knife to the right side of his neck causing an approximate ½ inch laceration. The victim also suffered a laceration to his lower lip. The suspects threw the victim on the ground and began to go through his pockets for property. Property, as well as the victim’s shoes, were taken. The suspects were last seen running toward the rear of the parking lot and jumping over a fence and fleeing into a wooded area. The victim was transported to the Washington Adventist Hospital and treated for non-life threatening physical injuries.

Officers canvassed the area. Information was broadcast to surrounding jurisdictions. A mutual aid request was made to Prince George’s County Police K9 for a track of the suspects. The track went across Erskine Street and continued down 14th Avenue toward Hillwood Manor Park, where the track ended. The taxi cab was impounded for further investigation.

The suspects are described as:

Suspect 1: Black male, 19-24 years old, 5’5, 140-160 lbs., last seen wearing a white shirt and black pans.
Suspect 2: Black male, 19-24 years old, 5’5, 140-160 lbs., last seen wearing a black jacket, black pants and armed with a knife.
Suspect 3: Black male, 19-24 years old, 5’5, 140-160 lbs., last seen wearing a black shirt and blue jeans.

On May 24, 2012, Takoma Park Police responded to the 200 block of Dogwood Avenue for reports of a residential burglary that had occurred some time between 9:30 a.m. and 3:52 p.m. The victim arrived home to find the front door to the residence unlocked and the rear basement window broken out. Property was taken.

City of Takoma Park Crossing Guard Appreciation Day - Tuesday, May 29, 2012 - Community Advisory

Takoma Park Police Department Takes Part in the “Take 25” Awareness Campaign on May 25th – Community Advisory

"Take 25" is a preventive child safety campaign created by the National Center for Missing & Exploited Children (NCMEC) in honor of National Missing Children’s Day. Annually honored on May 25th, this day serves as a reminder to the nation to make child safety a national priority.

Designed to raise awareness of the issues surrounding missing and exploited children, the "Take 25" campaign encourages parents, guardians, educators, and others to take 25 minutes to talk to children about safety. With a focus on prevention, "Take 25" provides communities with free safety resources including safety tips, conversation starters, and engaging activities.

In 2007, NCMEC joined forces with more than 100 local and national organizations to launch the Take 25 campaign. With the help of our partner organizations, more than 375 Take 25 child safety events were hosted in communities across the United States and abroad. While this was a great achievement for the first year, the Take 25 campaign has continued to grow each year, hosting more than 7,000 events in 2011. Since its inception a total of 13,000 Take 25 events have been hosted in nearly 4,000 cities throughout the United States and abroad.

On Friday, May 25th, the Takoma Park Police Department will be taking part in this campaign by having an informational table set up in the police department lobby between the hours of 3:00 p.m. and 6:00 p.m. at 7500 Maple Avenue, Takoma Park, Maryland 20912. An officer will be available that day to answer questions and will have available informational kits and brochures to all interested members of the community. In addition, we will be giving out FREE child ID kits and offering FREE fingerprinting for children.

Silver Spring Fire Department Offers a Babysitter Safety Course - Community Advisory

Presented by the Life Safety Unit of Silver Spring Volunteer Fire Department.

This four hour class covers safety in the home including fire prevention, stranger danger, scalds and burns, choking hazards, basic first aid, how to get help and other useful information. It is taught by a paramedic. It is appropriate for anyone 12 and over. A completion card will be issued. Attendees also receive a small safety tools backpack. There is no charge but pre-registration is required. The class is at Station 16, Silver Spring Volunteer Fire Department on University Blvd adjacent to Montgomery Blair High School.

The class is Friday, June 8, from 6 pm to 10 pm.

We recommend that babysitter students also take CPR Class. One will be offered on Friday June 1 from 6 pm to 10pm.

State Fire Marshal Offers Outdoor Safety Tips – Memorial Day Weekend Kicks Off Outdoor Events – Community Advisory

With Memorial Day weekend right around the corner, families across Maryland will venture outside – either to the beach or the mountains – or maybe just to their backyard. Increased outdoor activities also result in an increase of outdoor fire risks; therefore State Fire Marshal William E. Barnard is providing a few common-sense tips that will help Marylanders enjoy a safe holiday weekend and summer season. "These tips will help reduce the chance of a tragedy that could ruin an otherwise fun-filled time of the year," according to the State Fire Marshal.

Outdoor Cooking Safety Tips for Gas Grills:
• Liquefied Petroleum Gas (LPG) cylinders should always be transported in the upright position on the floor of the vehicle with all windows open. Never transport cylinders in the trunk of a car. Remove the cylinder from the vehicle as soon as possible.
• Ensure all connections are tight. Check all connections with soapy water. The appearance of bubbles indicates leaks – re-tighten leaking connections.
• Make sure grease is not allowed to drip onto the hose or gas cylinder.
• Store the cylinder (including those attached to barbecues), outdoors in a shaded, cool area out of direct sunlight.
• Read thoroughly and follow manufacturer’s instructions for gas grill use. Save the instructions!

Outdoor Cooking Safety Tips for Charcoal Grills:
• Use only a small amount of charcoal starter fuel. A little goes a long way! Consider using charcoal that does not require starter fuel for ignition.

With any outdoor cooking equipment, never be tempted to use them inside – not even in a garage or on a porch or balcony says the State Fire Marshal. "Charcoal grills produce carbon monoxide, an odorless, colorless, and poisonous gas which even in small quantities can cause injury or death. LPG cylinders that develop a leak indoors can cause an explosion with devastating results."

With warmer weather, public fireworks displays attract thousands of spectators every year. These licensed and inspected events afford Marylanders a safe and pleasurable way to celebrate. Often times however, persons are tempted to use illegal fireworks or legal fireworks. The following tips can help Marylanders enjoy fireworks – safely!

• Plan to attend one of hundreds of licensed and inspected public fireworks displays held annually across Maryland.
• Remember, the only fireworks allowed for personal use in Maryland are snap n’ pops, party poppers, black snakes, gold-labeled sparklers, and ground-based sparkling devices.
• If allowing children to participate, they should only use fireworks with close adult supervision. Make sure to keep sparklers away from the body and loose fitting clothing. Read and follow the instructions on the sparkler package! Sparklers burn at approximately 1,800°F.
• Never mix alcohol and fireworks. The combination could be deadly.
• Fully extinguish remains of fireworks in water before disposal.
• All fireworks are banned in Baltimore City, Prince George’s County, and Montgomery County. The town of Ocean City along with Howard County and Harford County has specifically prohibited Ground-based Sparkling Devices.

By following these simple safety tips, Marylanders can avoid injury and enjoy a wonderful holiday and summer season.

Life Safety Unit - Community Advisory

The Silver Spring Volunteer Fire Department is starting a Life Safety Unit as part of its long term strategic plan. We are looking for men and women of any age who are willing to participate in community outreach to teach life safety skills to increase the injury prevention focus of service to the greater Silver Spring community. These individuals will not be fighting fires or providing emergency medical services.

The Department will be the first in Maryland to recruit volunteers to serve as Life Safety Technicians. These individuals will be trained in a variety of roles including Child Passenger Safety Technician, outreach and home inspections. They will receive all the benefits that are available to fire rescue volunteers in Montgomery County and the State of Maryland.

Arrest Made for 1st and 2nd Degree Assault - News Release

Attempt Armed Robbery of a Minor - Community Advisory

On May 21, 2012, at approximately 5:15 p.m., Takoma Park Police responded for an attempt armed robbery. A 13-year old female victim was walking home from her school bus stop on Glenside Drive and Anne Street when she was accosted by a Hispanic male, in his mid-20’s, who displayed an unknown sharp object/weapon and demanded property. The victim refused and the suspect slashed at her arms with the unknown weapon. The victim removed her backpack and began to swing it at the suspect knocking him down. While he was on the ground, the victim ran home where her parents called police. The suspect fled in an unknown direction. The victim was not seriously physically injured. A K9 track of the area was conducted with negative results. The suspect was last seen wearing a gray hooded sweatshirt and blue jeans.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces an arrest that was made by Prince George’s County Police of Maurice Santos Hernandez, 31, of Hyattsville, Maryland, for attempt car-jacking, attempt robbery, and first and second degree assault.

On May 19, 2012, at approximately 2:40 p.m., while at a theft from auto call in the 6400 block of New Hampshire Avenue, a Takoma Park Police officer observed a male chasing another from the shopping center in Prince George’s County and enter the City of Takoma Park. The officer pursued to investigate and learned that a witness to an attempt car-jacking was chasing the suspect, Hernandez. Hernandez had brandished a knife in the shopping center parking lot and attempted to car-jack a female and her children. Hernandez was able to get away from the witness who had chased him. A track led a Takoma Park K9 officer to Hernandez, who was in the woods in the area of 5th and Orchard Avenue. Hernandez was apprehended and turned over for arrest to Prince George’s County Police.

Gas Station Theft from Auto - Community Advisory

On May 19, 2012, at approximately 1:03 p.m., Takoma Park Police responded for a theft from auto that occurred in the 6400 block of New Hampshire Avenue (Express Gas Station). The victim was inside the gas station store when a black vehicle (4-door Honda or Hyundai) pulled up on the wrong side of the pumps with five black males inside. The driver got out of the car, stooped low and reached into the passenger side window of the victim’s vehicle and grabbed property. The suspect returned to his vehicle and fled. A look-out was given to surrounding jurisdictions. The driver of the vehicle was described as a black male, dark complexion, approximately 5’7, thin build, short dreads, 18-20 years old.

UPDATE A Message from the Chief of Police - Shots Heard Fired May 17, 2012 in the area of Flower Avenue and Sligo Creek Parkway - Community Advisory

Today, Takoma Park Police Detectives and Crime Scene Technicians were out in the neighborhoods in the area of Flower Avenue and Sligo Creek Parkway to follow up on the shots heard fired last evening. They also spoke with citizens in the area, who also heard what they believed to be gunshots. The Detectives canvassed the foot trails along Sligo Creek Parkway looking for shell casings and/or any other items that would possibly identify the person(s) responsible for this incident. Nothing was found during the search. Investigation continues.

A Message from the Chief of Police - Shots Heard Fired May 17, 2012 in the area of Flower Avenue and Sligo Creek Parkway - Community Advisory

Last night at approximately 11:41 p.m., the Takoma Park Police Department received 16 calls for shots fired in the area of Flower Avenue and Sligo Creek Parkway. We received calls as far away as Philadelphia Avenue. In talking to the complainants, we believe it was gunshots and not fireworks. We conducted a very thorough and extensive search of the area with negative results. I have directed our day-work officers to return to the area for discarded shells. These incidents are very serious and raise fear in the community. The Police Department takes these incidents very seriously and will work very hard to find the culprits. Katya Alexandra Chesla, 20, was last seen on May 13, 2012, at 8:00 p.m. Chesla is a white female, 4’11, 110 lbs., with blue eyes and short brown hair. She was last seen wearing a white shirt and blue jeans. Chesla is critically missing because she may be in need of medication.

Junior Police Academy – 1 Day Summer Camp – Community Advisory

The Takoma Park Police Department, in partnership with the Recreation Department, will host four sessions of a Junior Police Academy, 1-day summer camp. Don’t delay in signing up! The class is free (and includes a pizza lunch!) and there are only 10 slots available for each session, which means that they will fill up very quickly!

Join us and be part of a fun-filled, action packed day of Junior Police Academy. Campers will be introduced to law enforcement, patrol procedures, criminal investigations, meet the canine officer and learn tips on how to prevent crime and bullying. Lunch will be provided and a certificate of completion will be distributed at the end of the day. All participants must wear sneakers and dress appropriately. Only 10 campers will be allowed for each session. Registration is on a first come, first serve basis.

Registration for children (age 6-12) begins today, May 14, 2012. Please register your child(ren) for only one session.

Sessions are on Mondays, from 9:00 a.m. – 3:00 p.m. as follows:

May is Bike Month, and this year Takoma Park will join the regional Bike to Work Day network on Friday, May 18.

Everyone who registers for the free morning event is entered into a drawing for prizes (like a new bike), and treated to light refreshments and a t-shirt at their 'pit stop.' The three pit stop locations in Takoma Park are:

Chief Ronald Ricucci announces today the officer and civilians who have won 2011 awards.

The 2011 Officer of the Year is Private Peter Marable.

Pvt. Marable took the Oath of Office with the Takoma Park Police Department on January 10, 2011, shortly after graduating from the Montgomery County Police Training Academy. During his field training, Pvt. Marable’s willingness to learn, desire to perform his duties and his positive attitude have been more than impressive.

After successfully completing his field training, Pvt. Marable continued to excel in his dedication to duty, professionalism and determination. Having previously worked as a District Court Commissioner, Pvt. Marable brought much knowledge to the job which he eagerly shares with his fellow officers. Pvt. Marable has logged in 1,088 calls for service, wrote 292 reports, conducted 255 field interview reports, wrote 235 State citations, 112 Safety Repair Orders, 44 parking tickets, 98 warnings, made 33 in-view full custody arrests, eight juvenile arrests, served 29 arrest warrants, obtained nine arrest warrants, wrote 27 criminal citations and made two Driving Under the Influence arrests. She is always willing to accept additional tasks, such as filling in as supervisor when needed, and assisting the warrants clerk. When dispatching a tense or critical situation, Ms. Cubillo is always calm and collected, which is such an important attribute. Ms. Cubillo’s positive attitude fosters team building in the communications division, and she provides the highest customer service.

Mr. Gucciardo joined the Takoma Park Police Department in December 2009, and immediately took a strong approach to his duties and demonstrated that he is committed to his responsibilities. Mr. Gucciardo is constantly tracking crime patterns and developing responses to command staff on how to respond to specific crime trends. He keeps officers informed by providing crime maps and pertinent suspect look-out information. He is always willing to accept additional tasks, such as assuming the department’s Public Information Officer media responsibilities, when needed. Since his employment with the Takoma Park Police, CompStat has grown and has been presented on a monthly basis to staff and periodically to the public. Mr. Gucciardo’s positive attitude fosters team building, and he provides the highest customer service.

Ms. Cubillo and Mr. Gucciardo contribute significantly to the department’s visions and goals through their extraordinary efforts, outstanding performance and dedication to duty. Congratulations to both Ms. Cubillo and Mr. Gucciardo!

The statewide Chiefs’ Challenge, which emphasizes safety restraint enforcement, began on May 1 and will run through the month of May 2012. The City of Takoma Park Police Department officers will focus on enforcement of the state’s seat belt laws as part of the nationwide "Click It or Ticket" campaign. Officers will stand at various places throughout the City during the campaign in order to issue tickets to any person not wearing a seatbelt or who does not have their child properly restrained.

Citizens are reminded that the driver, front seat passenger, and all other occupants under the age of 16 must wear a seat belt or be restrained by a child safety seat. The penalty for this violation is $25.00. A child under the age of 8, less than 4’9" tall, and weighing less than 65 pounds should be secured in an approved child safety seat. The penalty for this violation is $60.00.

Chief Ronald Ricucci announces today the officer and civilians who have won 2011 awards.

The 2011 Officer of the Year is Private Peter Marable.

Pvt. Marable took the Oath of Office with the Takoma Park Police Department on January 10, 2011, shortly after graduating from the Montgomery County Police Training Academy. During his field training, Pvt. Marable’s willingness to learn, desire to perform his duties and his positive attitude have been more than impressive.

After successfully completing his field training, Pvt. Marable continued to excel in his dedication to duty, professionalism and determination. Having previously worked as a District Court Commissioner, Pvt. Marable brought much knowledge to the job which he eagerly shares with his fellow officers. Pvt. A Message from the Chief of Police - Gas Station Crime - Community Advisory

The latest stolen auto from the Sunoco Gas Station in the 6300 block of New Hampshire Avenue has renewed concern from citizens to the Police Department asking what is being done to combat the crime at the two gas stations on New Hampshire Avenue.

Since January 31, 2012, there have been 11 incidents reported at the two gas stations on New Hampshire Avenue. There were eight theft from autos, three auto thefts and one commercial armed robbery. Takoma Park Police have charged four suspects involved in several of these incidents.

The Police Department has taken a strong approach to combating these types of incidents, such as conducting numerous plainclothes and uniformed officer details, media coverage, community advisory notifications, social network announcements, shared information with allied agencies who are experiencing the same types of incidents and have posted signs and flyers at the pumps to alert/remind citizens to lock their vehicles, remove keys and don't leave their items laying out on the seat in plain view for suspects to steal. Takoma Park Detectives have even created a safety video for the community to demonstrate how quick and easy it is for suspects to park beside the victim's car, exit their usually stolen vehicles and enter the victim's vehicle while they are pumping fuel and steal their property which, in most instances, are laying out on the seat in plain view. (This video can be found at www.youtube.com with the key word Takoma Park Gas Station Robberies). These suspects flee the area usually before the victims' even notice that their property is missing. In addition, the gas stations' owner has been contacted several times by detectives, and the Community Outreach Officer, to try and work together to deter crime at these stations.

These suspects are familiar with the locations and usually pick these two gas stations because they are close to the District of Columbia and Maryland State line. The Police are not allowed to chase these vehicles into the District of Columbia for misdemeanor offenses (thefts from autos).

As result of the latest auto theft, the department will initiate another plainclothes detail in the area to attempt to catch suspects committing these crimes.

It is extremely important for citizens to adhere to the tips below, including turning their vehicle off, removing the keys from the ignition and locking the vehicle while pumping gas. They should also remove any and all valuables from the passenger seat area and items in plain view.

Criminals are opportunists and will continue to take advantage of victimizing citizens who fail to protect themselves or their property.

Some Gas Station Safety Tips:

Because self-service gas pumps are used by most people today, carjackers have identified service stations as excellent locations to find plenty of victims. Carjackers simply wait for the moment when they can most easily move into a vehicle and drive away. Many drivers leave their keys in the ignition and their cars unlocked when they get out of their cars to use self-service gas pumps. While the driver is putting gas in the tank, the carjacker can simply open the car door, get in the car and drive away. This is especially dangerous if your children and/or pets are in the vehicle.

Sometimes, the carjacker will wait until the driver goes to the gas station’s cashier to pay for the gas. While the driver is busy paying the cashier, the carjacker will drive off with the car.

Carefully consider where and when you buy gas. Choose a safe, familiar area during daylight hours whenever possible. In addition, make a practice of filling up your tank when it is half-empty, if possible. Never let your gas supply get so low that you are forced to stop for fuel in an unsafe or unfamiliar area at a dangerous time.

In addition, sometimes it’s not a carjacker but a thief who chooses self-service gas pumps for his crimes. Most people will leave their keys in the ignition and their purses and/or wallets, cell phones, etc. on the passenger seat of the vehicle. With doors unlocked, it’s easy for a thief to open the door, take your belongings and flee. It only takes seconds (please watch the video prepared by the Takoma Park Police Department referenced above to see just how easy this crime is).

Some tips when you are at a gas station:

1. Never leave your keys in the ignition. Take them out of the vehicle and lock your car while you are pumping gas.

2. Do not leave your valuables in plain sight when you exit your vehicle. Even with doors locked and no keys, the thief cannot resist your valuables.

3. Pay attention to your surroundings. Do not let your cell phone distract you. (As a side note, using your cell phone at a gas pump is very dangerous. Cell phones and other electronic devices may have the potential to emit electrical charges, and should therefore be left in the vehicle during fueling).

4. If you are going to pay for your gas inside the cashier’s office, please do not leave your children in the vehicle, regardless if your doors are locked or not. Take them with you. It may seem like a hassle, but consider the alternative.

5. If you are using a credit card at the gas pump, always take your receipt or hit the "clear" or "no" button when it asks before leaving. Otherwise, you leave your credit card information open for the next person.

Resurfacing of MD 320 between DC City Line and Md 193 - Community Advisory

As part of the State Highway Administration's (SHA's) ongoing effort to keep you informed of projects in your area, crews will begin the final phase of a $2 million safety and resurfacing project on a two-mile section of MD 320 (Piney Branch Road) between the DC City line and MD 193 (University Boulevard) beginning this Sunday night, May 6, at 9 p.m.

Weather permitting, the project should be complete late July.

During this phase, SHA will grind (remove top layer of pavement), patch and resurface all lanes of Piney Branch Road, as well as re-stripe the roadway. The project will improve drivability on the heavily traveled corridor of Piney Branch Road between the DC line and MD 193, as well as improve pedestrian access to homes, local businesses, bus stops and churches. On average, 15,000 vehicles travel Piney Branch Road each day.

Through late July, crews will close one lane in both directions of MD 320 at 9 p.m., then two lanes in both directions at 11 p.m. nightly, Sunday through Thursday. All lanes will be open by 5 a.m. daily. Parking restrictions will be in place during construction, so motorists should allow extra time to locate alternate parking. Vehicles will be towed if parked illegally during construction.

The City of Takoma Park Police Department has implemented a "City of Takoma Park Police Department ‘Most Wanted’ News Broadcast" on our local television station (Channel 13). The ‘Most Wanted’ list will be aired several times daily at various times and lengths of times. The list will be updated every two weeks, not withstanding a criminal "jumping" to the top of that list for a more heinous crime.

Chief Ricucci states that "this new capability will help our citizens play an active role in keeping their eyes and ears open for anyone they know or who they have seen who is wanted by Takoma Park Police." As with other information given by citizens, if a "Most Wanted’ person is aired, and a citizen wants to remain anonymous, they can use their cell phone to send a tip to the Takoma Park Police Department and remain 100% anonymous.

Stolen Auto - Community Advisory

On May 4, 2012, at approximately 7:43 a.m., Takoma Park Police responded to the 6300 block of New Hampshire Avenue (Sunoco Gas Station) for reports of a stolen auto. The victim was pumping gasoline when the suspect, an unknown black male, entered her vehicle and fled from the scene towards the District of Columbia on New Hampshire Avenue. The outstanding stolen vehicle is described as a 2007 Acura MDX, dark red or maroon in color, Maryland tag #96839CA.

The outstanding vehicle has been entered into the National Crime Information Center (NCIC) stolen vehicle database. Investigation continues under case #12021386. Anyone with information about this crime is asked to please call us at 301.270.1100.
