New Chief Swearing In; Reception to Follow - Community Advisory
On Monday, October 1, 2012, at 6:45 p.m., Alan Goldberg will be sworn in as Takoma Park’s Chief of Police in the Takoma Park Community Center Auditorium, 7500 Maple Avenue, Takoma Park, Maryland 20912. From 7:00 p.m. – 7:30 p.m., there will be a short reception to allow residents to greet the new Chief. This reception will take place on the 2nd floor right outside the Auditorium. There will be light refreshments.
Street Resurfacing Scheduled for October 1 - 12 – Community Advisory
Street resurfacing work will begin the week of October 1 through October 12 on Tulip Avenue, Willow Avenue, Spruce Avenue, Valley View Avenue and Maple Avenue. Eastern Contracting, Inc. will be performing the work on behalf of Washington Gas. The paving work is required to repair the streets in the areas where the gas line work took place. The work will take place between the hours of 7:30 a.m. and 5:00 p.m. Please anticipate noise and dust during this time. The schedule provided to the City is as follows:

Takoma Park Police Take Pro-Active Measures in Response to Crime and Make Arrests in Armed Robbery and Residential Burglaries - News Release

As a result of pro-active details and comprehensive investigations by the Takoma Park Police Department, Interim Chief Drew Tracy announces an arrest for the commercial armed robbery of the Advance Auto Parts store, as well as arrests of three repeat felons for numerous burglaries in Takoma Park and surrounding jurisdictions.
Steven Ray Williams, 42, of Frederick, Maryland, was arrested for armed robbery, use of a firearm during the commission of a felony, 1st and 2nd degree assault, false imprisonment and theft over $1,000. On September 16, 2012, at approximately 7:47 p.m., Takoma Park Police responded to the 6300 block of New Hampshire Avenue, the Advance Auto Parts store, for a commercial armed robbery in progress. Two suspects entered the establishment and posed as customers. One of the suspects brandished a handgun and ordered one of the victim’s to the manager’s office and restrained her with flexi-cuffs. Both suspects removed currency from the cash drawers and then ordered the manager to open the safe and then restrained him with flexi-cuffs. One of the suspects accosted a customer in the establishment and also restrained him with flexi-cuffs. At various times, the suspects would take off and put back on their masks. The suspects demanded one of the victim’s show them the back door to which he complied. Both suspects fled from the establishment out the back door on foot. The victim’s were not seriously physically injured. After media outlets reported the crime, as well as showing video footage of the suspects, tips were received by Takoma Park Police about the suspects which led to the retrieval of investigative evidence linking Williams to the armed robbery. A search warrant was issued and numerous items of evidentiary value were retrieved. Williams is also responsible for two other Advance Auto Parts robberies in Montgomery County, Maryland. Additional suspects have been identified who were involved in this armed robbery. Warrants have been issued for their arrests and information on those suspects will be released after they are in custody. Williams is being held at the Montgomery County Detention Center.
This was an excellent investigation by Takoma Park Police, and a great cooperative effort with the Montgomery County Police Major Crimes Division and the Special Investigations Division leading to the arrest of the commercial armed robbery suspects.
An upsurge in burglaries during the months of August and September resulted in numerous residential burglaries in Takoma Park. During investigation, several key suspects were developed. A warrant was issued and served on Shamount Campbell, 22, of Takoma Park, Maryland, for 1st degree burglary and malicious destruction of property. Campbell is currently incarcerated in Clarksburg, Maryland. Campbell, along with Antwain Whitfield, 22, of Washington, D.C., and Matthew Starks, 24, of Hyattsville, Maryland, are responsible for at least five of the Takoma Park residential burglaries, as well as burglaries in Montgomery County, Prince George’s County and Washington, D.C., where stolen vehicles were utilized in several of the burglaries. An additional arrest was made of Chiquita Jenkins, 24, of Washington, D.C., who is believed to be responsible for at least one burglary. Takoma Park Police believe they are responsible for other burglaries that have occurred in Takoma Park, and surrounding jurisdictions. We are awaiting evaluation of forensic evidence in several cases.
Takoma Park officers and detectives are following up on all leads and are working closely with other jurisdictions. The exchange of information between jurisdictions, as well as tip information from citizens, is proving helpful in our investigations. We will continue to update you as we make progress in these on-going investigations.

The growing popularity of text messaging — especially by young adults — has had a really negative impact on vehicular safety, as more and more people text while behind the wheel. Driving with your pinkies while hitting keys with your thumbs, or texting with one hand while steering with the other, is literally an accident waiting to happen.
Take out your wireless device. Read the last text message you received out loud. Would reading or responding to that text message from behind the wheel of a moving vehicle be worth the risk of getting into a car accident or worse? Chances are, the text message can wait.
In today's 24/7/365 world, staying connected is no longer an option. It's a necessity. With a tenfold increase in text messaging over the last several years according to CTIA — The Wireless Association, there is no question that texting is increasingly becoming the way many communicate today. And, for many, the allure to quickly read and respond — even from behind the wheel of a moving vehicle — can be tempting. But texting and driving is dangerous.
How can parents make sure kids don't text and drive?To help keep your teens safe while they are in the car, Students Against Destructive Decisions (SADD) recommends parents follow these guidelines for teaching their kids about driving distractions:
- Know and enforce your state's Graduated Driver License laws and restrictions, including unsupervised driving, time of day and passengers in the car.
- Sign a teen driving contract.
- Set family driving rules with clear consequences for breaking the rules. Rules such as: (1) No alcohol or drug use; (2) No cell phone use, including text messaging; (3) No driving after 10 p.m.; (4) Keep two hands on the wheel--no eating, changing CDs, handling iPods or other activities while driving; and (5) Limit or restrict friends in the car without an adult.
Follow your own family's rules. Your teen will follow your driving example, so be sure you are keeping your own rules.
How to Avoid Driving Distractions:Pull off the road. Do not drive while calling or texting.
Use speed dialing or voice-activated dialing if you have to make a call while driving.

Gas Station Theft from Auto - Community Advisory
On September 25, 2012, at approximately 9:15 a.m., Takoma Park Police responded for a theft from auto that occurred in the 6300 block of New Hampshire Avenue (Sunoco Gas Station). The victim stated she was pumping gasoline with her doors unsecured, and upon leaving, she observed a light on her dashboard indicating that her passenger door was ajar and she noticed then that property was missing. There are no known suspects.

Commercial Armed Robbery - Community Advisory
On September 25, 2012, at approximately 10:48 a.m., Takoma Park Police responded to the 7500 block of Maple Avenue (Maple Market) for a commercial armed robbery. One suspect entered the establishment and robbed an employee at gunpoint, while another suspect stood look-out. Property was stolen. The suspects fled in a vehicle heading northbound on Maple Avenue towards Sherman Avenue to Carroll Avenue. No one was physically injured. The suspects are described as follows:
Suspect 1: black male, wearing sunglasses, black or blue suit, white shirt, checkered tie, fedora-style hat, white socks, and holding a gun.
Suspect 2: (look-out) Hispanic male, light blue coat, jeans, 160 lbs, short hair, light skin.
Suspect vehicle: Silver Toyota Camry with Maryland tags.

The outstanding stolen tow truck is described as a 1999 International flatbed tow truck with a black cab and green lettering on both doors along the side of the truck, Maryland tag #03916TT. The tow truck was last seen at approximately 6:00 p.m. on September 22nd. The vehicle was locked.

State Fire Marshal Suggests A Home Fire Prevention Checklist – Community Advisory
As the summer season has come to a close, State Fire Marshal William E. Barnard offers Marylanders a valuable fire prevention safety checklist to help stop fires before they occur inside the home. "Let’s work together to help prevent residential fires. All Marylanders deserve the safety and security of a good home fire prevention program."
Install smoke alarms on every level of your home. Test and vacuum monthly.
Change batteries every year. Replace smoke alarms after every ten years.
If smoking materials are used, please use a deep ashtray and smoke outdoors.
Always ensure smoking materials are completely extinguished when finished.
Keep all matches and lighters out of reach of children. Instruct children to alert an adult if they locate matches or lighters and not to touch them.
Replace frayed, cracked or otherwise damaged electrical cords.
Limit use of extension cords and don’t overload electrical circuits.
Never run electrical cords under carpet or rugs.
Keep the stovetop clean and remove any combustible items on or near the stove area.
Never leave cooking food unattended. Turn off the stove if you need to leave the room.
Have chimneys cleaned before use.
Never use an accelerant in a fireplace or woodstove.
Burn only seasoned, dry wood to help prevent creosote build-up in chimneys and woodstoves.
Keep combustibles three feet away from any heating appliance or fireplace.
Have your furnace checked and cleaned for proper operation.
Check the clothes dryer vent pipe and ensure lint build-up is removed.
Keep flammable liquids in tightly sealed containers and store away from sources of heat.
Plan and practice your home fire escape plan. Know two ways out of every room.
Have a predetermined meeting location outside.

Fraud-Extortion-Grandparent Scam - Community Advisory
Earlier this year, Takoma Park Police were called for the report of a fraud scheme. The victim had received a phone call from a suspect who claimed to be a friend of the victim’s granddaughter. An elaborate story was given explaining that the victim’s granddaughter was a passenger in a vehicle that was pulled over for a traffic violation in Canada. During the alleged traffic stop, authorities were to have found and seized drugs and that all occupants of the vehicle were arrested. The caller gave a specific amount of refundable money that would need to be sent in order to post bail for the granddaughter. The victim was instructed to go to a Western Union near her home and transfer the funds to another Western Union located in Lima, Peru. In this case, the victim did go to the Western Union, concerned for her granddaughter’s welfare, and transferred the requested funds to the location given. After the transaction was completed, the victim called a number to give the purported official the transaction number. The money was retrieved by the suspect and the victim never heard from anyone again.
This type of scam is known as the "Grandparent Scam" and it’s targeting Washington’s elderly. If your grandchild called seeking help, would you send money? In the "Grandparent Scam" cons are posing as relatives to try and convince elderly victims to wire cash to help pay for emergency car repairs, medical bills – or even post bail.
Here’s how to detect a scam:
1. Don’t fill in the blanks for the scammer. For example:
Caller: "Hi, it’s your granddaughter."
Grandparent: "Which one?"
Most likely, the con will then hang up.
2. Do whatever is necessary to confirm the real relative’s whereabouts. Call your grandchild’s home, school or work.
3. Don’t send money unless you have verified that your relative is really in trouble. If a caller asks for your bank account number or urges you to send money via Western Union or MoneyGram for any reason, that’s a good indication of a scam. Cons prefer wire transfers because they are fast, there are transfer agents in most communities and funds can be picked up in multiple locations.
Below are some red flags and tips to help avoid falling prey to this scam. Scammers are tough to track down, so please continue to get the word out to your family and relatives before they become victims.
Red Flags:
- You’re asked to send money quickly – and secretly.
- The call or message originates from overseas. However, you should be aware that technology allows scammers to bypass caller ID systems.
- The person can’t or won’t answer questions that only the real person would know.

Con artists recommend these services so they can steal your money before you realize you’ve been cheated. Money transfers can be picked up at any service location as long as the thief/recipient has the confirmation number.

- Avoid volunteering information over the phone. Always ask callers to identify themselves by name and ask individuals who contact you to provide information that only you and people close to you would know.
- Call the friend or relative claiming to need your help to confirm whether the story is true, using a phone number you know to be genuine. If you aren’t able to contact the person, call other friends or family members to confirm the situation.
- Refuse to send money via wire transfer.
- If you have wired money and it hasn’t been picked up yet, call the wire transfer service to cancel the transaction. Once the money has been picked up, there is no way to get it back.
- Trust your gut!
The Attorney General’s Office successfully negotiated agreements with Western Union in 2005 and MoneyGram in 2008 in which the "send forms" used to transfer money have required warnings in English and Spanish. Shots Heard Fired - Community Advisory
On September 20, 2012, at approximately 12:36 a.m., Takoma Park Police received multiple calls for shots heard fired in and around the 7400 block of Holly Avenue and surrounding areas. Officers canvassed the areas and found no casings or evidence of shots fired. Takoma Park Police spoke with the Metropolitan Police Department who indicated one of their officers was parked on the DC line near Eastern Avenue and Maple Street and that he also heard a series of gun shots believed to be in the residential areas between Cedar Avenue and Maple Avenue. Units continued to circulate the area with negative findings.

The National Weather Service has issued a SEVERE THUNDERSTORM WARNING for Montgomery County. Winds of 60 MPH possible with the dangerous line of storms.
Outdoor activities should be postponed until this storm passes.

Evacuate mobile homes and vehicles immediately. Do not use highway overpasses as shelters. If no shelter is available, lie flat in the nearest ditch or other low spot and cover your head with your hands.

Basic Self-Defense Course on the Rape Aggression Defense (RAD) System - Community Advisory
The Takoma Park Police Department will be conducting a basic self-defense course based on the Rape Aggression Defense (R.A.D.) system. It is designed for women only and will teach women techniques on how to escape an attacker. The instructional objective of the course is "to develop and enhance the options of self-defense, so they may become viable considerations to the woman who is attacked." (R.A.D. systems) For more information, please visit http://rad-systems.com/index.html. The course is 12 hours and will be a combination of classroom lecture and physical training (don't be intimidated by the physical training Remember, this course is designed to teach women how to ESCAPE an attacker, NOT how to fight an attacker). Each class will build on previous classes. The course is free, and there is a limit of 12 students per session. Classes will be held in the Azalea room of the Takoma Park Community Center and times will be 6:30-8:30 pm. Following are the dates.

Commercial Armed Robbery - Community Advisory
On September 16, 2012, at approximately 7:47 p.m., Takoma Park Police responded to the 6300 block of New Hampshire Avenue (Advance Auto Parts) for a commercial armed robbery in progress. Two suspects entered the establishment and posed as customers. One of the suspects brandished a handgun and ordered one of the victim’s to the manager’s office and restrained her with flexi-cuffs. Both suspects removed currency from the cash drawers and then ordered the manager to open the safe and then restrained him with flexi-cuffs. One of the suspects accosted a customer in the establishment and also restrained him with flexi-cuffs. At various times, the suspects would take off and put back on their masks. The suspects demanded one of the victim’s show them the back door to which he complied. Both suspects fled from the establishment out the back door on foot. The victim’s were not seriously physically injured. The suspects are described as follows:
Suspect 1: black male, approximately 25-30 years old, approximately 5’8, medium build, with a black semi-automatic handgun. He was last seen wearing a black/green "Just Tires" long sleeve shirt, shaved head, possibly has a beard and wore a Halloween-style gas mask.
Suspect 2: black female, approximately 25-30 years old, approximately 5’7-5’8, medium build, with a black semi-automatic handgun. She was last seen wearing a black/green "Just Tires" long sleeve shirt, a bun hairstyle and wore a black knit ski mask.

Residential Burglary - Community Advisory
On September 14, 2012, Takoma Park Police responded to the 7000 block of Sycamore Avenue for a front door intrusion alarm and found the door wide open and damaged near the lock. Investigation revealed that suspect(s) first attempted to gain entry into a front window by sliding it up. However, it did not work, and the front door was kicked open instead causing significant damage. Property was stolen.

Attempt Breaking and Entering
100 block of Elm Avenue, on Tuesday, September 11, at 11:18 a.m., reports of an attempt breaking and entering that had occurred sometime between 11:08 a.m. and 11:18 a.m. A white sedan, possibly Toyota, occupied by three suspects was seen pulling into the driveway. The suspects exited the vehicle and proceeded to the rear of the residence. The residential alarm was activated and the suspects ran back to the vehicle and fled. They were last seen on Elm Avenue making a left on to Pine Avenue. A canvass of the area and residence revealed that the rear window screen had been removed and the lock pried open causing damage. Entry was not made. The suspects are described as follows: Suspect 1: black male, 16-18 years old, 150-170 lbs., 5’7-6’0, long dreadlocks in a ponytail, last seen wearing a blue t-shirt with #8 on the back and khaki shorts; Suspect 2: black male, 16-18 years old, 150-170 lbs., 5’7-6’0; Suspect 3: black male, 16-18 years old, 150-170 lbs., 5’7-6’0.

Robbery
7600 block of Maple Avenue, on Saturday, September 8, at 7:47 p.m., a robbery occurred at Peter’s Sub Shop. Two male juveniles, both 13 years old, were arrested for robbing a citizen of property.

New Non-Functioning Traffic Light Law to Take Effective October 1st – Community Advisory
Maryland State Police are reminding motorists of a new law about to take effect regarding actions drivers must take when approaching intersections with non-functioning traffic signals.
Beginning October 1, 2012, a driver approaching a non-functioning traffic control signal from any direction at an intersection shall stop:
-at a clearly marked stop line;
-before entering any crosswalk; or
-before entering the intersection.
After stopping, the driver must:
-yield to any vehicle or pedestrian in the intersection; and
-remain stopped until it is safe to enter and continue through the
intersection.
Intersection traffic control signals, most commonly called ‘red lights,’ or ‘stop lights,’ direct the safe and orderly flow of traffic in and through thousands of intersections across Maryland. Most are powered by electricity that can be interrupted because of storms, traffic crashes, or other incidents that cause power outages. Just because a traffic control signal is not functioning at an intersection does not mean drivers are relieved of their duty to exercise care and caution. The new law makes clear the procedures each driver must now follow.
Violations of the new law carry a fine of $90 and two points if the offense does not contribute to an accident. If the violation contributes to a crash, the fine is $130 and three points.
REMEMBER EXISTING LAWS:
If two vehicles approach an intersection without a traffic control device or with a non-functioning traffic control signal from different roadways at the same time, there is existing motor vehicle law that applies. In this situation, the driver on the left must yield the right-of-way to the vehicle on his or her immediate right.
There are also times when a traffic control signal that normally operates green, yellow, and red lights may be in ‘flashing’ mode. This usually means red lights may be flashing in one direction and yellow lights are flashing in another direction. Flashing red and yellow lights on a traffic control signal do not mean the light is ‘non-functioning.’
In this situation, the drivers approaching the red flashing light must stop and can only proceed when the intersection is clear. Drivers approaching the yellow flashing light should slow down and use caution, but are permitted to proceed through the intersection without stopping. Drivers are also reminded that if a police officer is directing traffic in the intersection, they should obey the directions of that officer, regardless of the signal indicated on the traffic control device.
It is difficult to describe every potential intersection situation. Above all, drivers are reminded that it is their duty to always drive with care and caution, especially when approaching an intersection with a non-functioning signal. If other drivers are present at the intersection, remember to be courteous, use caution, and do everything possible to try to determine the intentions of other motorists and communicate your intentions, if you are unsure of how to proceed. Even if you have the right of way, it is better to allow another driver to proceed if it appears he or she is going to do so, instead of risking an intersection crash.

Road Closure - Community Advisory
A construction company will be pouring cement in a driveway apron on Philadelphia Avenue at approximately 9:30 this morning. Philadelphia Avenue (Rt. 410) will be closed in both directions for approximately 30 minutes.
The detour route will be as follows:
West bound Rt. 410 traffic will need to keep straight on Carroll Avenue and continue on Laurel Avenue to Eastern Avenue (due to construction in the 6900 block of Carroll Avenue). Traffic will turn right on to Eastern Avenue and then right on to Maple Street.
East bound Rt. 410 traffic will turn left on to Maple Avenue, right on to Lee Avenue before turning right on to Carroll Avenue and then left on to Ethan Allen Avenue (Rt. 410).

Thefts from Autos - Community Advisory
On September 12, 2012, at approximately 5:00 a.m., Takoma Park Police were flagged down in the 7400 block of New Hampshire Avenue for reports of a theft from auto that occurred in the 1000 block of Elm Avenue. Officers responded to the vehicle and found the vehicle doors ajar and a dark-colored bag in the roadway near the vehicle. Unknown suspect(s) entered the unlocked vehicle and stole property.
While canvassing the area, officers observed another vehicle with the trunk open and the passenger side door ajar. Unknown suspect(s) entered the unlocked vehicle and stole property. Investigation revealed that the black bag found near the vehicle in the first discovered theft from auto was taken from this second vehicle. The victim inspected his other vehicle and discovered that it also had property missing.
Officers continued to canvass the area and discovered a fourth vehicle with the driver side front and rear doors open. Unknown suspect(s) entered the unlocked vehicle, however, property was not stolen.
At approximately 6:24 a.m., officers made contact with a witness who described seeing two suspects in the area at approximately 3:00 a.m. near one of the vehicles while retrieving something from his vehicle. His vehicle had no property missing. The suspects fled on foot on Hayward Avenue towards Lincoln Avenue. Those suspects are described as follows:
Suspect 1: black male, dark complexion, approximately 16-17 years old, last seen wearing a black skull cap, medium twist, and a beige wind-breaker jacket.

Interim Chief Drew Tracy from the Takoma Park Police Department announces the arrests of Matthew Wayne Starks, 23, of Hyattsville, Maryland; Chiquita Jenkins, 24, of Washington, D.C.; and Shamount Campbell, 22, of Takoma Park, Maryland. All three subjects were arrested for Controlled Dangerous Substance (CDS) violations and theft under $100. Starks was also arrested for first degree burglary in Takoma Park, Maryland (as well as for warrants out of Montgomery County, Maryland, for burglary).
On September 5, 2012, at approximately 10:55 a.m., Takoma Park Police received a call in reference to suspicious subjects walking around a house in the area of Holly Avenue and Dogwood Avenue, Takoma Park, Maryland. The caller described the subjects to police. They were last seen getting into a burgundy colored Toyota Highlander vehicle making a left on to Philadelphia Avenue and then turning on to Chicago Avenue.
The description of the vehicle matched a look out that had previously been given by police in Montgomery County, Maryland, from a residential burglary. The vehicle had also been seen in Takoma Park, Maryland, the week prior. Several units canvassed the area for the vehicle and Takoma Park Police located it and conducted a stop at Ritchie Avenue and Piney Branch Road. The three subjects exited the vehicle and a consent to search by the vehicle’s owner was given. A search of the vehicle yielded property that was identified as stolen from a burglary out of Montgomery County, Maryland. CDS (marijuana) and paraphernalia were also found in the vehicle. For the burglary in Montgomery County, Maryland, Montgomery County Police issued arrest warrants for all three subjects. Upon further investigation, it was revealed that Starks was responsible for at least one burglary in Takoma Park, Maryland, and he was charged accordingly.
Investigation is pending for other burglaries in Takoma Park, Maryland.

They were last seen getting into a burgundy colored Toyota Highlander vehicle making a left on to Philadelphia Avenue and then turning on to Chicago Avenue.
The description of the vehicle matched a look out that had previously been given by police in Montgomery County, Maryland, from a residential burglary. The vehicle had also been seen in Takoma Park, Maryland, the week prior. Several units canvassed the area for the vehicle and Takoma Park Police located it and conducted a stop at Ritchie Avenue and Piney Branch Road. The three subjects exited the vehicle and a consent to search by the vehicle’s owner was given. A search of the vehicle yielded property that was identified as stolen from a burglary out of Montgomery County, Maryland. CDS (marijuana) and paraphernalia were also found in the vehicle. For the burglary in Montgomery County, Maryland, Montgomery County Police issued arrest warrants for all three subjects. Upon further investigation, it was revealed that Starks was responsible for at least one burglary in Takoma Park, Maryland, and he was charged accordingly.
Investigation is pending for other burglaries in Takoma Park, Maryland.

Interim Chief Drew Tracy from the Takoma Park Police Department announces the arrest of Tapha Masai Nyang, 26, of Silver Spring, Maryland, for "Up-skirting," (videotaping up women’s’ skirts).
On August 15, 2012, at approximately 5:43 p.m., Takoma Park Police responded to the 6800 block of Eastern Avenue for a suspicious situation. The victim reported that while she was outside, a man approached her asking for directions to College Park. The victim recognized this individual as a person who approached her the previous day, between 7:15 – 7:45 p.m., at the Takoma metro station platform, also requesting directions. The victim indicated that on both days, the suspect’s actions were odd, as he kept brushing his backpack against her leg. She tried to put distance between herself and the suspect, but he continued his actions. During the encounter on August 14, the victim stated that once she boarded the metro train, the suspect continued to follow her, but when she arrived at her stop, the suspect stayed on the train. During the encounter on August 15, the suspect acknowledged having run into the victim the previous day. The suspect again began asking her for directions while continuing to be close to her with his backpack, brushing it against her leg. The victim then noticed that the suspect ‘s cell phone was recording underneath her skirt, through a hole in his backpack. The victim attempted to take the backpack from the suspect and it ripped. The suspect picked up the backpack and cell phone and fled on foot on Eastern Avenue towards New Hampshire Avenue. The victim notified police.
On September 4, 2012, Takoma Park Police received a call in reference to a suspicious black male carrying a black backpack and asking questions about directions to College Park. The description of the suspect by the victim matched previous calls for an individual videotaping up women’s’ skirts. A look-out was broadcast and the Metropolitan Police Department and the Takoma Park Police Department officers located the described black male at the Takoma Metro Station by the bus stop. One of the victim’s positively identified Nyang as being the person who previously approached her with the same method of operation of videotaping up skirts.
Nyang was arrested, charged accordingly and transported to the Montgomery County Central Processing Unit.
Takoma Park Detectives believe that there are other possible victims; some may be minors. Detectives would like to hear from any other persons who may have had a similar encounter with this subject in the City of Takoma Park, Montgomery County or the District of Columbia.
Method of Operation: Nyang approaches his victims asking for directions, usually holding a folded map or bus timetable, or other papers, to draw attention away while he videotapes up victims’ skirts.

On September 11, 2012, Takoma Park Police were notified of a vandalism to auto that occurred in the 7100 block of Sycamore Avenue. Sometime between September 10 at 11:00 p.m. and September 11 at 11:50 a.m., the right rear window to the victim's vehicle had been smashed. There are no known suspects.

On September 11, 2012, Takoma Park Police responded to the unit block of Hodges Lane for reports of three bicycles and two Razor scooters that were stolen from a residential driveway. The property was last seen on September 9th and discovered missing at approximately 8:00 a.m. on September 10th. The description of the property is as follows:
Bike 1: black, blue and yellow batman bike.
Bike 2: purple mountain bike.
Bike 3: pink princess Disney bike.
Both Razor scooters are silver with red handles.

Attempt Breaking and Entering - Community Advisory
On September 11, 2012, at approximately 11:18 a.m., Takoma Park Police responded to the 100 block of Elm Avenue for reports of an attempt breaking and entering that had occurred sometime between 11:08 a.m. and 11:18 a.m. A white sedan, possibly Toyota, occupied by three suspects was seen pulling into the driveway. The suspects exited the vehicle and proceeded to the rear of the residence. The residential alarm was activated and the suspects ran back to the vehicle and fled. They were last seen on Elm Avenue making a left on to Pine Avenue. A canvass of the area and residence revealed that the rear window screen had been removed and the lock pried open causing damage. Entry was not made. The suspects are described as follows:
Suspect 1: black male, 16-18 years old, 150-170 lbs., 5’7-6’0, long dreadlocks in a ponytail, last seen wearing a blue t-shirt with #8 on the back and khaki shorts.

UPDATE Philadelphia Avenue has been Re-Opened - Community Advisory
UPDATE: Philadelphia Avenue has been re-opened.
On September 11, 2012, at approximately 2:09 a.m., Takoma Park Police were notified that a large tree had fallen in the 100 block of Philadelphia Avenue (Route 410). Philadelphia Avenue (Route 410) at Cedar Avenue is completely blocked to Maple Avenue in both directions. Detours have been set up. Officers discovered an 80-90 year old tree, approximately 36" in diameter, had split completely in half with one half of the tree laying on Philadelphia Avenue adjacent to the City library and completely blocking the east and west bound lanes and sidewalks.
Notifications have been made to the State Highway Administration, Pepco, Verizon, and Montgomery County and Prince George's County ECC, as well as all ride on and metro buses.
It is not known how long the road will be closed; please consider using an alternate route this morning.

Subject Wanted for Questioning in Connection with a Theft at Washington Adventist Hospital - Community Advisory
The subject in the attached photograph (best quality photo available) is wanted for questioning in connection with a theft that occurred on September 7, 2012 at approximately 9:50 pm from the Washington Adventist Hospital (WAH). He is also wanted for questioning in two other suspected thefts from the WAH. The subject is a black male, approximately 6’ ft tall and approximately 175 Ibs. Basic Self-Defense Course on the Rape Aggression Defense (RAD) System - Community Advisory
The Takoma Park Police Department will be conducting a basic self-defense course based on the Rape Aggression Defense (R.A.D.) system. It is designed for women only and will teach women techniques on how to escape an attacker. The instructional objective of the course is "to develop and enhance the options of self-defense, so they may become viable considerations to the woman who is attacked." (R.A.D. systems) For more information, please visit http://rad-systems.com/index.html. The course is 12 hours and will be a combination of classroom lecture and physical training (don't be intimidated by the physical training Remember, this course is designed to teach women how to ESCAPE an attacker, NOT how to fight an attacker). Each class will build on previous classes. The course is free, and there is a limit of 12 students per session. Classes will be held in the Azalea room of the Takoma Park Community Center and times will be 6:30-8:30 pm. Following are the dates.

Educational Class on the Taser for the Public - Community Advisory
The TASER, which is a type of electronically controlled weapon (ECW), has had a significant influence in American law enforcement agencies. Perhaps no other weapon has had such a dramatic impact. When used appropriately with a full understanding of their risks, ECWs are useful weapons that can effectively help officers to resolve serious situations. ECWs can reduce the need for more dangerous weapons and lower officer and subject injury rates (2011 Electronic Control Weapon Guidelines).
As part of the Takoma Park Police Department’s effort to increase awareness of the TASER, which our officers are authorized to carry and often use in field, we will be holding an educational presentation to the public on how the TASER works, its advantages to law enforcement, and a brief overview of our department’s policies on use of the TASER. In providing this educational presentation, we hope to provide community members a clear understanding of the weapon as well as to clarify any misconceptions in reference to TASER use. Those who attend may also voluntarily request to have the TASER deployed on them.

Citizen's Police Academy Back for its Second Season! - Community Advisory
The Citizens' Police Academy is back for its second session! The course is designed to educate citizens on the required duties and obligations of a police officer, and it will provide a glimpse into all aspects of the City’s police department that make it run smoothly on a daily basis. Session II will commence on September 20, 2012 from 7-9 p.m. each Thursday night for 12 consecutive weeks. Sessions will be held at the Takoma Park Community Center, and there is no cost to participate. You must be 18 years of age and pass a background check.

Burglary - Community Advisory
On September 2, 2012, at approximately 8:57 p.m., Takoma Park Police responded to the 200 block of Park Avenue for reports of a burglary that occurred earlier sometime between 7:45 p.m. and 8:45 p.m. Unknown suspect(s) made entry to a rear garage and stole property.
