Defendant Guilty of Rape in Takoma Park Sentenced to 20 Years - News Release

On March 1, 2010, Chief Ronald A. Ricucci of the Takoma Park Police Department announced that an arrest warrant had been obtained and served on Luis Rivera, of no fixed address, for the sexual assault of a female jogger on Sligo Creek Parkway in Takoma Park on November 19, 2009. Rivera was at that time being held at the Prince George’s County Detention Center for a sexual assault that occurred just a few days earlier on November 13, 2009, also on Sligo Creek Parkway in Prince George’s County, approximately 2.4 miles from the assault in Takoma Park.

In May 2011, in the Circuit Court of Prince George’s County, Rivera was found guilty of 1st degree rape, 2nd degree rape, 3rd degree sex offense, 2nd degree assault and false imprisonment. At his sentencing hearing on July 15, 2011, he was sentenced to life in prison.

On January 27, 2012, in the Takoma Park case at the Circuit Court of Montgomery County, Rivera plead guilty to 1st degree rape. At his sentencing hearing today, April 27, 2012, in the Circuit Court of Montgomery County, Rivera was sentenced to 20 years in prison, to run consecutive to the sentence he received in the Prince George’s County case.

On November 19, 2009 between 5:00 and 5:15 p.m. a woman was sexually assaulted on the Sligo Creek Stream Valley Trail in Takoma Park, Maryland. Rivera grabbed the victim as she jogged the trail and forced her into a wooded area, off of the trail, where he sexually assaulted her. The assault occurred between Maple Avenue and the Carroll Avenue Bridge.

Evidence was recovered which led detectives to develop Rivera as a suspect. Confirmation of that evidence resulted in an arrest warrant for Rivera charging him with 1st Degree Rape, 1st Degree Assault, and various other charges.

Chief Ricucci is proud of the Takoma Park dispatchers, detectives in the Criminal Investigations Division (CID), and Squad 2 patrol officers and K-9 Unit for their outstanding follow through and determination in this case. He also wants to thank the Maryland-National Capital Park Police, who jointly investigated this crime. The working relationship between multi-jurisdictional police departments continues to be an invaluable tool.

An unknown male suspect exited a black newer model sedan, opened a female victim’s unlocked passenger door, and stole the victims’ purse while the victim pumped gas. The suspects then fled the scene southbound on New Hampshire Avenue.

The Takoma Park Police Department will once again participate in the Drug Enforcement Administration (DEA) Nationwide Prescription Drug Take-Back Day on Saturday, April 28, 2012, from 10:00 a.m. to 2:00 p.m. This campaign gives the public an opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs. Bring your prescriptions to the Takoma Park Police Department, 7500 Maple Avenue. This event is being held the same day as another community event, "Gear Up Takoma." Collection boxes will be set up at the event in the rear parking lot of the community center. Prescription, over-the-counter and pet medications will be accepted. The service is free and anonymous – no questions asked.

This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high – more Americans currently abuse prescription drugs than the number of those using cocaine, hallucinogens and heroin combined, according to the 2009 National Survey on Drug Use and Health. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet.

The overwhelming public response to DEA’s nationwide Take-Back events not only rid homes of potentially harmful prescription drugs, but is an unprecedented opportunity to educate everyone about the growing prescription drug abuse problem. "Studies have shown that, for many, prescription drugs are the very first drugs they abuse – and all too often they aren’t the last. That is why we are committed to helping Americans keep their homes safe by ridding their medicine cabinets of expired, unused and unwanted drugs," says DEA Administrator Michele Leonhart.

"I encourage every American to take advantage of this valuable opportunity to safely dispose of unused, un-needed, or expired prescription drugs," said Gil Kerlikowkse, Director of National Drug Control Policy. "Preventing these readily available and potentially deadly drugs from being diverted and misused is something each and every one of us can do to help reduce the epidemic of prescription drug abuse that is harming so many Americans."

www.dea.gov, clicking on the "Got Drugs?" icon, and following the links to a database, where they enter their zip code.

Congress passed the Secure and Responsible Drug Disposal Act of 2010, which amends the Controlled Substances Act to allow an "ultimate user" of controlled substance medications to dispose of them by delivering them to entities authorized by the Attorney General to accept them. The Act also allows the Attorney General to authorize long term care facilities to dispose of their residents’ controlled substances in certain instances. DEA has begun drafting regulations to implement the Act.

Other participants in this initiative include the White House Office of National Drug Control Policy, the American Association of Poison Control Centers; the Community Anti-Drug Coalitions of America; D.A.R.E. America; the Federation of State Medical Boards; the U. S. Health Resources and Services Administration; the International Association of Chiefs of Police; the National Association of Attorneys General; the National Organization of Black Law Enforcement Executives; the National Association of Boards of Pharmacy; the National District Attorneys Association; the National Sheriffs Association; and the

"Gear Up Takoma" Event - Community Advisory

The Takoma Park Police Department will be hosting a community event on April 28, 2012, from 10:00 a.m. - 2:00 p.m. at the Takoma Park Community Center (7500 Maple Avenue - rear parking lot) called "Gear Up Takoma." It will be a fun-filled day where citizens (adults and children alike!) can bring their bicycles, scooters, and skateboards to ride through some safety obstacle courses and a crosswalk simulation activity. All ages welcome! There will also be a:

- bicycle maintenance workshop

- car seat workshop

- helmet fitting

- a raffle for several helmets

- light refreshments

And one new addition...a donation site for any unused or unwanted bicycle and bicycle parts (which will be donated to less fortunate areas in other countries).

Partnerships for the event include: Takoma Park Safe Routes to School, The Green Commuter, Takoma Bicycle, Montgomery County Safe Kids Program and Bikes for the World.

Armed Robbery - Community Advisory

On April 20, 2012, at approximately 3:08 p.m., Takoma Park Police responded to the 6900 block of New Hampshire (Beau Nails) for reports of an armed robbery that had just occurred. The calling victim indicated that two black males fled the establishment armed with a shotgun and an AK47. Officers arrived at the scene and began a canvass of the area. Information was broadcast to all surrounding jurisdictions. A mutual aid request was made to Montgomery County Police K9 for a track of the suspects who fled towards Ethan Allen Avenue. Preliminary investigation revealed that both suspects entered the business, produced firearms and announced a robbery. Property was taken from several victims. The suspects are described as:

Suspect 1: Black male, 6’1, 225 lbs., armed with a shotgun.

Suspect 2: Black male, 6’2, 185 lbs., armed with a submachine gun

Gas Station Theft from Auto - Community Advisory

On April 21, 2012, Takoma Park Police responded for a theft from auto that occurred in the 6300 block of New Hampshire Avenue (Sunoco Gas Station). At approximately 2:14 p.m., the victim was pumping gas when a black, newer style BMW sedan with dark tinted windows pulled alongside the vehicle. A skinny black male passenger wearing gloves and a grey hoodie exited and opened the passenger door of the victim’s vehicle and took property from the front seat. The BMW then fled southbound on New Hampshire Avenue. A look-out was given to surrounding jurisdictions.

Arrests Made for Outstanding Warrants for Robbery, Assault; Other Offenses - News Release

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrests of the following individuals:

Emmanuel Sumo (17 – charged as an adult) of Takoma Park, Maryland, for an outstanding warrant for robbery, first degree assault and conspiracy to commit both offenses.

Youquoi Sumo, 21, of Takoma Park, Maryland, for failure to appear for a warrant for second degree assault.

Chu Chu Sumo, 31, of Takoma Park, Maryland, for two outstanding child support warrants out of Baltimore City, Maryland and Prince George’s County, Maryland.

On April 4, 2012, an armed robbery occurred in the Wheaton area of the 4th District. Five suspects approached four victims and demanded property. When the victims refused to comply, the suspects began assaulting them. One of the victims was seriously injured and suffered fractures. Property was taken from the victims. The 4th District detectives requested assistance from the gang unit, as references were made to gang affiliations.

Gang unit detectives were able to compile information and photographs of possible suspects. Emmanuel Sumo was identified as a suspect. Gang unit detectives obtained an arrest warrant for Emmanuel Sumo as well as a search warrant for his residence located in Takoma Park, Maryland.

On April 20, 2012, at approximately 6:00 a.m., members of Takoma Park’s Emergency Response Team (ERT) executed a search warrant at Emmanuel Sumo’s residence. After entry was made, ERT members found 11 subjects inside the residence. Emmanuel Sumo was taken into custody for the outstanding warrant for robbery, first degree assault and related conspiracy charges.

Additionally, two other subjects in the residence, Youquoi Sumo and Chu Chu Sumo, were found to have outstanding warrants as indicated above. A search of the residence revealed items of evidentiary value for Emmanuel Sumo’s involvement with the robbery and assault.

All three subjects were transported to the Montgomery County Central Processing Unit.

This was a collaborative effort among agencies, including the Takoma Park Police Department’s patrol unit, Montgomery County Police Department’s 4th District, the Gang Unit, Takoma Park Police Departments Tactical Enforcement Unit and Takoma Park Police Department’s Emergency Response Team.

1100 blk. of University Blvd., on Monday, April 16th at 2:31 p.m., officers responded to an attempted robbery that just occurred. An unknown male suspect approached a male employee as he unloaded items from a truck. The suspect demanded the victims’ property and made threats. The suspect did not show or imply a weapon. The victim fled to the safety of a business and called police. Units responded to the scene, but were unable to locate the fleeing suspect.

Video of Takoma Park Police Department's First Citizen's Police Academy - Community Advisory

For two-and-a-half hours once per week, Takoma Park Police Department staff, led by Officer Carla Magnaye and Chief Ronald Ricucci put 20 Takoma Park citizens and community members through a modified police training course, providing memorable glimpses into the day-to-day lives of the city's 42 sworn officers. The participants, who graduated in a Jan. 31 ceremony at the Takoma Park Community Center, went to a shooting range, rehearsed traffic-stop procedures and learned search and seizure law.  The next Academy will be held in September 2012.

Pedestrian Safety - Community Advisory

Because the police crossing guard personnel can activate the pedestrian crossing signals across both Ethan Allen and Carroll at almost the same time, the resulting total crossing time is greater than what people have been experiencing previously, or whenever a guard is not present. Therefor the police personnel that are directing pedestrians to stay within the crosswalk are correct in doing so, and there should be sufficient time for most persons to cross both ways smoothly. Police personnel would be remiss in allowing people to cross in their presence, outside of the marked crosswalk. Please cooperate with the direction of the crossing guard personnel to remain inside the marked crosswalks. Any failure to do so could result in enforcement action, may contribute to potential liability on the part of police personnel (and therefor the City), and sets a poor example for young members of our community who are learning about pedestrian safety.

The Maryland State Highway Administration (SHA) is beginning a bridge deck replacement project at the I-495 (Capital Beltway)/MD 650 interchange in Montgomery County. Work will take place on the northbound MD 650 ramp to westbound I-495. The project will begin in April and is expected to be complete in late 2012, weather permitting.

Built in 1964, the bridge deck driving surface is safe but in need of repairs. The project involves replacing the existing driving surface, cleaning and painting the existing steel beams, and replacing the bridge supports. Crews will also pave and resurface both bridge roadway connections.

The MD 650 ramp over I-495 carries one lane of traffic and it too narrow to allow for staged construction.
SHA will close the ramp from northbound MD 650 to westbound I-495 in mid to late April and detour traffic through mid-summer. Motorists will use a signed detour directing them onto eastbound I-495, through the College Park Park and Ride Lot at I-95, and then back onto westbound I-495. Motorists should add at least 15 minutes to their normal commute times for the detour.

Some repairs requiring temporary lane closures/lane shifts on I-495 will occur during off-peak hours as follows:

- Westbound I-495: Single, double, and triple lane closures possible overnights Sunday through Thursday, 10 pm – 5 am

- Eastbound I-495: Single and double lane closures possible overnights Sunday through Thursday, 10 pm – 5 am.

The Takoma Park Police Department will once again participate in the Drug Enforcement Administration (DEA) Nationwide Prescription Drug Take-Back Day on Saturday, April 28, 2012, from 10:00 a.m. to 2:00 p.m. This campaign gives the public an opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs. Bring your prescriptions to the Takoma Park Police Department, 7500 Maple Avenue. This event is being held the same day as another community event, "Gear Up Takoma." Collection boxes will be set up at the event in the rear parking lot of the community center. Prescription, over-the-counter and pet medications will be accepted. The service is free and anonymous – no questions asked.

This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high – more Americans currently abuse prescription drugs than the number of those using cocaine, hallucinogens and heroin combined, according to the 2009 National Survey on Drug Use and Health. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet.

The overwhelming public response to DEA’s nationwide Take-Back events not only rid homes of potentially harmful prescription drugs, but is an unprecedented opportunity to educate everyone about the growing prescription drug abuse problem. "Studies have shown that, for many, prescription drugs are the very first drugs they abuse – and all too often they aren’t the last. That is why we are committed to helping Americans keep their homes safe by ridding their medicine cabinets of expired, unused and unwanted drugs," says DEA Administrator Michele Leonhart.

Congress passed the Secure and Responsible Drug Disposal Act of 2010, which amends the Controlled Substances Act to allow an "ultimate user" of controlled substance medications to dispose of them by delivering them to entities authorized by the Attorney General to accept them. The Act also allows the Attorney General to authorize long term care facilities to dispose of their residents’ controlled substances in certain instances. DEA has begun drafting regulations to implement the Act.

It will be a fun-filled day where citizens (adults and children alike!) can bring their bicycles, scooters, and skateboards to ride through some safety obstacle courses and a crosswalk simulation activity. All ages welcome! There will also be a:

- bicycle maintenance workshop
- car seat workshop
- helmet fitting
- a raffle for several helmets
- light refreshments

And one new addition...a donation site for any unused or unwanted bicycle and bicycle parts (which will be donated to less fortunate areas in other countries).

A Message from the Chief of Police; Assault/Abduction Investigation by Maryland National Capital Park Police - Community Advisory

Chief Ronald Ricucci of the Takoma Park Police Department would like to remind everyone to be alert and vigilant when walking or jogging along the Sligo Creek Parkway bike and foot trail.

The Maryland National Capital Park Police Investigative Services Section is currently investigating two sexual assaults and abductions that occurred on March 12 and March 28, 2012, near the Northwest Branch Hiker/Biker (West Hyattsville Metro) trail of Prince George's County, Maryland.

There is no indication that the suspect is near the Takoma Park borders, however, Chief Ricucci would like to remind all residents to be alert and vigilant while out in the community.

If you see any suspicious subjects on the trail or subjects fitting the description of the suspect, please call the Takoma Park Police immediately at 301.270.1100.

The subject who is wanted for the Abduction and First Degree Rape was last seen on the North West Branch Hiker Biker Trail in Hyattsville. The subject is described as a Hispanic male with a beige-almond complexion, approximately 5’ 8", 160 lbs. He was last seen wearing a red and white horizontal striped shirt, tan jacket and dark pants.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of a 17-year old juvenile from Silver Spring, Maryland, two 16-year old juveniles from Takoma Park, Maryland, and Tanguy Mbaye, 19, of Takoma Park, Maryland, for strong arm robbery, second degree assault, theft less than $1,000 and conspiracy to commit all offenses.

On April 10, 2012, at approximately 4:46 p.m., Takoma Park Police responded to the 7600 block of Piney Branch Road for reports of a strong arm robbery that had just occurred. The victims were walking through the woods behind the Takoma Park Middle School when they were assaulted by the above four subjects. Property was taken. A K9 track was conducted which led officers to the bottom steps of the Darwin Recreation Center. Investigation led officers to the three juveniles and Mbaye as the suspects in the crimes.

Mbaye was arrested and transported to the Montgomery County Central Processing Unit in Rockville, Maryland. The 17-year old juvenile was transported to the NOYES Juvenile Detention Facility and a court hearing is scheduled for Thursday morning. The two 16-year old juveniles were released to the custody of their parents.

V.I.N. Etching and Watch Your Car Program Event - April 14 - Community Advisory

The Takoma Park Police Department, in partnership with the MD/DC Anti-Car Theft Committee, will be hosting a V.I.N. Etching event on Saturday, April 14, 2012, from 10 a.m. to 1 p.m. in the police station parking lot (7500 Maple Avenue).

V.I.N. (Vehicle Identification Number) etching is a security technique in which your vehicle’s V.I.N. is permanently etched into all the glass panes of your vehicle. It is a proven vehicle-theft deterrent, as criminals tend to avoid vehicles that have been etched because it is harder for "chop shops" to make profit off of V.I.N.-etched vehicles.

In addition, during the event, you will be able to enroll in the "Watch Your Car" program and immediately receive the program decals that need to be affixed to your vehicle. It is a way for police officers to ensure your vehicle is not being driven by an unauthorized driver. A sticker is displayed in your vehicle window, so both officers and criminals know you are participating in the program.

April is National Distracted Driving Awareness Month – Community Advisory

April is the time to focus on the consequences of distracted driving, which means you are encouraged to focus on eliminating the bad habits you may have while driving. There is a wide variety of actions that can distract you from driving safely, so chances are good that you can improve your driving by taking a few suggestions into account.

Distracted driving contributes to hundreds of thousands of injuries and deaths each year. In 2011 in Maryland, 231 people died in distracted driver involved crashes. Driving is a huge responsibility and deserves your full attention. Eating or drinking, adjusting the radio, inserting a CD, talking to passengers, or using a cell phone while driving a motor vehicle can distract a driver.

The National Highway Traffic Safety Administration believes in stopping distracted driving so much that its officials created a website to help the cause. Distraction.gov features statistics on distracted driving, including the following facts:

• Drivers who text message may be 23 times more likely to get into a car accident.
• Cell phone usage while driving is as dangerous as having a blood alcohol level of .08.

Many drivers see these facts and ignore them because they assume they will be the exception to the statistics.
The following are the most common ways that people are distracted while driving:

• Text messaging.
• Talking on the cell phone, whether it’s handheld or has an earpiece.
• Applying makeup or combing hair.
• Changing CDs, radio stations, or iPods/iPads.
• Paying attention to a navigation system.
• Talking to others in the car.
• Eating.
• Reading paper maps or directions

Of course, the drivers of passenger vehicles are not the only common offenders. Truck drivers often display these same habits, and the results are frequently even deadlier due to the size of their vehicle. When you consider how long truck drivers spend in their truck, it makes sense to urge them to take the same kind of stand against distracted driving that many teenagers are.

The good news is that reports show that the majority of drivers are aware that the listed distractions are not good habits to have. However, the trouble is getting them to stop displaying these bad practices. Hopefully campaigns like this one will eventually turn the grim statistics around so that fewer people are injured or killed as a result of drivers eating, texting, or practicing other distracting habits.

Make responsible choices when you get behind the wheel:

- Always buckle up
- Keep your hands on the wheel and your eyes on the road
- Pull over to consult a map or GPS, or have a passenger navigate for you
- Never use text messaging, Web browsing, or e-mail while operating a vehicle
- Pull off the roadway to deal with children in the back seat or to secure pets
- Complete personal grooming before you get behind the wheel of your vehicle
- Avoid leaning over to find fallen items such as sunglasses, purses, coins, etc.; wait until you are stopped to look for items inside the vehicle
- During heavy traffic or poor driving conditions, refrain from using a cell phone.

The City of Takoma Park Police Department has hired a new crossing guard who will commence employment on April 10, 2012, as school is back in session after the spring break. With the addition of a new crossing guard, and at the request of many citizens, a new post has been added at Ethan Allen Avenue and Carroll Avenue to assist pedestrians. One of the department's senior crossing guards will be stationed at the new post and the newest crossing guard at an existing post. The hours the crossing guards are on duty at various posts are:

7:20 a.m. - 8:00 a.m.
8:20 a.m. - 9:20 a.m.
2:40 p.m. - 3:10 p.m.
3:20 p.m. - 3:50 p.m.
4:00 p.m. - 4:30 p.m.

The new post's times will vary as the City gets a sense of the needs of the pedestrians.

The City of Takoma Park Police Department has hired a new crossing guard who will commence employment on April 10, 2012, as school is back in session after the spring break. With the addition of a new crossing guard, and at the request of many citizens, a new post has been added at Ethan Allen Avenue and Carroll Avenue to assist pedestrians. One of the department's senior crossing guards will be stationed at the new post and the newest crossing guard at an existing post. The hours the crossing guards are on duty at various posts are:

7:20 a.m. - 8:00 a.m.
8:20 a.m. - 9:20 a.m.
2:40 p.m. - 3:10 p.m.
3:20 p.m. - 3:50 p.m.
4:00 p.m. - 4:30 p.m.

The new post's times will vary as the City gets a sense of the needs of the pedestrians.

A Message from the Chief of Police regarding Refuse to be a Victim Seminar – Community Advisory

The City of Takoma Park Police Department has held three very successful Refuse to be a Victim seminars. It is my belief that all those who attended walked away with very valuable information. The feedback provided by those who attended was also valuable. I would request input from the residents if there would be interest in having a fourth Refuse to be a Victim Seminar.

Refuse to be a Victim is a seminar that teaches easy to understand methods you can use to increase awareness and prevent criminal confrontation. In just a few hours, you will get the tools you need to develop your own personal safety strategy.

As a result of our past seminars and resident feedback, some of the topics covered in depth are:

• Video cameras
• Being mugged
• Internet/Computer safety
• Self defense
• Physical security
• Personal protection if attacked
• Street robberies
• Attempt burglaries while you are home

Hundreds of federal, state and local law enforcement officials across the country have implemented Refuse to be a Victim into their crime prevention and community policing initiatives.

Executive Director of the Virginia Crime Prevention Association states "Everyone should consider the possibility of, and be prepared to defend themselves from, a criminal attack. However, if they have not adopted the proven personal safety routines recommended by Refuse to be a Victim, then they may have surrendered their options of refusing to be a victim of a crime."

Many ask "What can I do to better protect myself, my family, friends or employees from becoming victimized?" These are the types of questions that men and women ponder prior to attending a Refuse to be a Victim crime prevention and personal safety seminar. A few things you will learn at a Refuse to be a Victim seminar are:

- How to minimize risk of victimization
- How to create a personalized safety plan, before it is needed
- An array of personal safety strategies

From setting up a home defense plan and safe room, to using your Internet Service Provider (ISP) parental control options to block access to adult material and adult chat rooms, the Refuse to be a Victim program has information for everyone.

Seminar participants of every age group are empowered by the information presented in the Refuse to be a Victim seminar. Whether you live in a major metropolitan city, the suburbs, or a one traffic-light rural town, crime prevention preparedness should be something to which you give a good deal of thought. Law enforcement and security experts agree that the best way to reduce one’s chances of victimization is through the development of a personal safety strategy before it is needed.

Develop your own personal safety strategy. Personal safety is not always convenient. You must consciously integrate the options you choose into everyday life until good habits are formed. Remember, criminals prefer easy targets. The more difficult a target you present, the less likely you are to become a victim.

Disorderly Juveniles; Mutual Aid – Community Advisory

On April 2, 2012, at approximately 12:27 a.m., Takoma Park Police were notified by Prince George’s County Police of a large fight that occurred in the catering hall in the 1400 block of University Boulevard with a large group of juveniles ending up in the parking lot of that location and on to Holton Lane. Upon arrival, Takoma Park Police were advised that Prince George’s County had dispersed a crowd of approximately 200-300 juveniles. As a result of that effort, groups of juveniles were observed scattered in the parking lot of a supermarket in the 7600 block of New Hampshire Avenue. These groups were ordered out of the area and back into Prince George’s County heading north on New Hampshire Avenue. Shortly after, Takoma Park Police were advised that a large group of approximately 50 subjects were fighting in the street in the area of Glenside Drive and Jackson Avenue. Upon arrival, responding units observed a large group of juveniles fleeing into Becca Lilly Park and east on Jackson Avenue heading towards New Hampshire Avenue and the University Boulevard corridor. No fights or violent behavior were witnessed by Takoma Park Police officers. Officers maintained a presence in the area, with assistance from the Montgomery County Police 3rd District and the Park Police, to ensure the crowds dispersed. The juveniles continued to be monitored as they left the area with no further incidents. Takoma Park Police together with Prince George's County Police will follow up on these incidents.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Nassem Darwich, 23, of Fairfax, Virginia, for calling in a bomb threat to the Washington Adventist Hospital in Takoma Park, Maryland. The arrest was made by Fairfax County, Virginia, Police and Darwich is being held on a no bond status in the Fairfax County, Virginia, Detention Center. Detectives from Takoma Park Police have applied for an arrest warrant in Maryland.

On April 1, 2012, Darwich telephoned in a bomb threat several times to the Washington Adventist Hospital (WAH). The WAH was placed on lock-down and searched thoroughly by security and medical staff pending the arrival of Bomb K9 units. Darwich did not hide his identity and Takoma Park Police were able to speak with him about his threat to the hospital. After willingly giving his name and address to police, Takoma Park Police contacted Fairfax County Police seeking assistance. Fairfax County Police responded to Darwich’s residence and took him into custody. The lock down was lifted after the WAH was cleared by Bomb K9 units.
