The City of Takoma Park Council, in a 6 to 1 vote, has adopted an amendment to the City Charter which significantly updates Takoma Park’s voting and election laws. The Charter Amendment Resolution, written in an effort to make City elections and voting more accessible for Takoma Park residents, contains several substantive revisions to the City Charter which include (but are not limited to):
• Reducing the minimum voting age in Takoma Park municipal elections to 16 on the date of the election.
• Reducing the residency requirements for voting from 30 days to 21 days before an election.
• Allowing convicted felons on probation or parole to register and vote in City elections.
• Establishing early voting for every City election.
• Providing for same-day voter registration in City elections.
The amendment was passed during its second reading. A well attended initial public hearing was held on April 8. A week later, on April 15, a first reading occurred and was voted on by the Council.
The Charter Amendment, legally required for proposals put forth by the Takoma Park City Council, will become effective on July 2, 2013 unless petitioned to referendum by the voters. If a valid Petition for Referendum is submitted on or before the 40th day after adoption (June 22) then the Charter Amendment will go to referendum and a referendum election will be held.
Takoma Park stands to be the only municipality in the United States to allow youth voting at this time. This amendment, rooted in the idea that broad community participation in elections should be encouraged, builds upon Takoma Park’s already innovative election laws which include instant runoff voting and non-U.S. citizen voting. Non-U.S. citizen resident voting was approved in 1992 and instant runoff voting has been in place since 2006. Takoma Park elections are non-partisan.

The City of Takoma Park Council has selected Brian Kenner, currently the Chief Operating Officer for the Deputy Mayor's Office of Planning and Economic Development for the District of Columbia, to fill the role of Takoma Park’s City Manager.
Mayor Bruce Williams and the Takoma Park City Council seek to leverage Mr. Kenner’s unique background to help push Takoma Park forward. “We believe that Mr. Kenner's strengths in the area of public-private partnerships, budget and finance, and economic development are well suited to provide the City with the leadership needed as we move into the future. Mr. Kenner brings a wealth of experience in the areas of strategic planning, staff relations, and collaboration as well. We believe that his addition will be beneficial for our community.”
Kenner’s work for the District of Columbia has included managing a team that completed the reuse plan for the Walter Reed Army Medical Center site, and similarly, leading a team that developed and implemented a planning/redevelopment framework for the St Elizabeth's East Campus. Kenner also served as the primary liaison for the DC Housing Strategy Task Force which created a five year plan for affordable housing strategy in the city.
Kenner has also worked as a Senior Fund Manager of the Community Investments Group at Fannie Mae; served as Vice President of the Public Institutions Group at Jones Lang LaSalle (specializing in public-private initiatives); as a Manager of the Government Real Estate Advisory Services Consulting Practice at Ernst & Young; and, as a Presidential Management Fellow for the federal government.
When asked about his new position, Kenner is ready to lead. “I am excited to become the City Manager for Takoma Park and to help lead this vibrant and diverse community. My background in city government and the private sector has taught me how important it is to ensure a high quality of living for residents, help businesses thrive, and prepare for a bright future. I look forward to working with community stakeholders and the citizens of Takoma Park.”
Looking ahead to Brian Kenner’s new job as City Manager, Mayor Bruce Williams is optimistic. “Mr. Kenner is an impressive speaker and writer; those who know him well describe him as approachable and patient. We all look forward to working with him in the years ahead as we build on the strong position that the City of Takoma Park is in, while trying to resolve continuing issues and face new challenges.”
After the departure of previous Takoma Park City Manager, Barbara Matthews, in September, Takoma Park Deputy City Manager Suzanne Ludlow served as Acting City Manager. Under her leadership, Takoma Park has continued to thrive. Suzanne Ludlow has been instrumental in the success of many projects, including the budget process for fiscal year 2014. She will continue as Acting City Manager until Mr. Kenner's arrival in June.
Brian Kenner’s salary is set at $167,000 and includes a city car for business and commuting use with 2% match to deferred compensation ($3,340 maximum).

Celebrate Takoma - Community Advisory
The Takoma Park Recreation Department will be hosting an inaugural family festival celebrating the cultural diversity of Takoma Park and its residents on Sunday, May 19, 2013 from 1:00 pm to 5:00 pm at Ed Wilhelm Field. Bring a lawn chair or blanket and spend the afternoon with your neighbors. They are currently looking for food, merchandise and/or non-profit vendors to sell or distribute merchandise. They are also looking for local talent willing to volunteer to perform during the festival for exposure. The suspects then fled in an awaiting vehicle onto Birch Avenue. The victim was not injured.

State Highway Administration Begins Bridge Rehabilitation Project on MD 650 Over Sligo Creek in Montgomery County - Community Advisory
The Maryland State Highway Administration (SHA) is beginning a $2.2 million bridge deck replacement project along MD 650 (New Hampshire Avenue) over Sligo Creek in Takoma Park. Located between MD 410 (Ethan Allen Avenue) and MD 193 (University Blvd.), the project should be completed in late 2014, weather permitting.
Beginning Thursday, May 9, at 12 noon, SHA will temporarily close Sligo Creek Parkway access to MD 650 and also close one or two lanes on southbound MD 650 near Sligo Creek Parkway to maneuver a temporary pedestrian bridge into place that will provide access to Sligo Creek Park from MD 650. Once work begins, travel lanes along MD 650 will shift; all through lanes will remain open during the morning and evening rush hours.
During the temporary closures, motorists will be detoured onto MD 410 (Ethan Allen Avenue) and MD 195 (Carroll Avenue). Weather permitting, all lanes of traffic along Sligo Creek Parkway and southbound MD 650 will reopen to traffic no later than 8 a.m. on Saturday, May 11.
Once the temporary pedestrian bridge is in place, to complete the work SHA may temporarily close one lane in both directions of MD 650 weekdays, between 5 a.m. and 3 p.m. and one or two lanes overnight, Sunday through Saturday, between 7 p.m. and 5 a.m. Motorists traveling northbound or southbound MD 650 wishing to access Sligo Creek Parkway will be detoured around the construction zone via MD 410 (Ethan Allen Avenue and MD 195 (Carroll Avenue).
"Maintaining access to the Sligo Creek Parkway hiker/biker trail and area residences during the bridge deck replacement project is a top priority," said SHA administrator Melinda B. Peters. "SHA asks that motorists remain patient during construction and remain alert for work crews."
Originally built in 1932 and widened in 1964, the bridge is structurally sound but needs a new concrete deck (bridge driving surface). SHA will begin constructing new concrete medians, curb and gutter and upgrading sidewalks along MD 650 for Americans with Disabilities Act (ADA) compliance before replacing the east and west sides of the bridge deck.
As part of the project, SHA will also:
* replace metal railings on the bridge;
* clean and paint steel sections of the bridge;
* resurface the pavement approaches;
* replace the traffic signal at the MD 650/Sligo Creek Parkway intersection; and
* apply new pavement markings.
Motorists should plan ahead and add extra commute time during construction. More than 69,000 vehicles travel along this section of MD 650 in Montgomery County daily.
SHA's contractor for the work is Ardent Company, LLC, of McLean, Virginia. Residents and travelers are advised that equipment used during construction can be loud and disruptive. SHA asks for your patience as crews work to complete these project. To learn more about the project schedule and additional impacts, SHA is hosting a community meeting on Wednesday, May 15, at 6 p.m. at the Takoma Park Community Center. Area residents are encouraged to attend.
SHA will use electronic message boards, construction cones and barrels, arrow boards and flaggers to direct motorists through the work zone. As crews work to keep work zones safe, each driver needs to actively modify his or her driving style to help prevent crashes. Stay alert - look for reduced speed limits, narrow driving lanes and highway workers. Slow down and don't follow too closely. Safer driving. Safer work zones. For everyone!

Armed Robbery - Community Advisory
On May 7, 2013, at approximately 9:28 p.m., Takoma Park Police responded to the area of Holly Avenue at Dogwood Avenue for the report of a citizen armed robbery that had occurred. The victim was walking home from the metro station along Holly Avenue when she was accosted and assaulted by two black male teens who stole property. The suspects fled down Holly Avenue towards Dogwood Avenue and possibly got into a waiting silver Honda minivan with Maryland tags, which then fled in an unknown direction. The minivan had a broken front passenger light, made strange engine sounds and had a possible flat tire. The victim was not seriously physically injured. Surrounding jurisdictions were notified.

Unknown suspect(s) wrote "8800," "Fuck 7600," and "88 Crush MOB" with marker on the wall in a men’s restroom. This incident occurred between 5:00 p.m. and 6:30 p.m.

Since on or about October 21, 2012, the Montgomery College Takoma Park/Silver Spring campus has been plagued with a rash of vandalism that is racially motivated. These incidents took place at various locations throughout the campus, which is located in the 7600 block of Takoma Avenue, Takoma Park, Maryland.
On March 5, 2013, Campus Security was notified by an employee of the school about graffiti on the interior wall inside the library bathroom. Unknown who he was at the time, the suspect had written "Cracker is Inferior Race!!!" in red ink on the wall. This incident was not known to the police, however was made a part of an on-going complaint of graffiti with the school. On April 7, 8, 15, 22 and 29, 2013, Takoma Park Police responded to the school for the same acts of destruction of property, finding the word "Cracker" written throughout the school in either red or green permanent marker. It was also learned that there had been other acts of graffiti between October 21, 2012, and April 29, 2013, including a pencil being used to write "Crackers!!" on desktops and monitors within the school’s computer lab.
During this timeframe, the Special Assignment Team (SAT) began an undercover investigation at the school. During the investigation, Bezuneh was developed as a suspect and items of evidentiary value led detectives to apply for an arrest warrant for Bezuneh for his criminal activity at the school.
Cracker, sometimes "white cracker" or "cracka" is sometimes a pejorative expression for white people. Bezuneh’s acts of vandalism appear to be hate/racially motivated.
Bezuneh was responsible for several previous campus vandalism incidents of a similar nature, including a tagging of "Death to America" throughout the campus. Takoma Park Police investigators made appropriate notifications to all interested agencies.

The statewide Chiefs’ Challenge, which emphasizes safety restraint enforcement, began today, May 1 and will run through the month of May 2013. The City of Takoma Park Police Department officers will focus on enforcement of the state’s seat belt laws as part of the nationwide "Click It or Ticket" campaign. Officers will stand at various places throughout the City during the campaign in order to issue tickets to any person not wearing a seatbelt or who does not have their child properly restrained.
Citizens are reminded that the driver, front seat passenger, and all other occupants under the age of 16 must wear a seat belt or be restrained by a child safety seat. The penalty for this violation is $25.00. A child under the age of 8, less than 4’9" tall, and weighing less than 65 pounds should be secured in an approved child safety seat if the vehicle is registered in Maryland. The penalty for this violation is $58.00.
Takoma Park Police Chief, Alan Goldberg, is hoping for less tickets this year because that means citizens are taking their safety, and that of their children, very seriously. According to the National Highway Traffic Safety Administration (NHTSA), "Click it or Ticket" is one of the most successful seat belt enforcement campaigns ever, helping to increase the national seatbelt usage rate.

Chief Alan Goldberg of the Takoma Park Police Department would like to thank everyone who participated in the Drug Enforcement Administration (DEA) Nationwide Prescription Drug Take-Back, VIN Etching and Watch Your Car Program on April 27, 2013. There was a large turn-out which was very pleasing. Overall, Takoma Park Police collected 150 lbs. of medications, conducted VIN Etching on 23 vehicles and five people signed up for the Watch Your Car Program. This Nationwide Prescription Drug Take Back campaign is important as it gives the public an opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs. The other two programs help citizens to take further steps to protect their property. Thank you to the Maryland Automobile Insurance Fund (MAIF) for their work on the VIN Etching! We hope we have as many turn out for our next campaign.

On April 27, 2013, at approximately 1:15 p.m., Takoma Park Police responded to the 700 block of Erie Avenue for the report of a vandalism to auto. Sometime between 8:30 a.m. and 6:00 p.m., unknown suspect(s) used an unknown object to cut/slash the passenger rear tire of the victim's vehicle.

Statewide Clothes Dryer Safety - Community Advisory
STATE FIRE MARSHAL WILLIAM E. BARNARD REMINDS ALL MARYLANDERS OF CLOTHES DRYER SAFETY
Most home fires caused by clothes dryers can be eliminated by regular maintenance and cleaning of the appliance and the attached vent ducting. "Following the below listed guidelines will not only promote the longevity of the dryer, but it will also lessen the chance for a fire," stated Fire Marshal Barnard.
• Clean the lint filter before or after each use to allow proper airflow.
• Never operate the dryer without the lint filter in place.
• Check the outside vent housing and remove any obstructions.

Crime Prevention and Safety Tips - Community Advisory
We need our residents to be our eyes and ears and call in any suspicious observances. Working in partnership we can have a safe summer.
Burglary Prevention Tips:
Burglary is an opportunist crime. A burglar will select his target because it offers him the best opportunity to carry out his crime undetected and with the fewest number of obstacles in his way. A home that presents itself as insecure is far more likely to be targeted than one which is properly secured. Please review the following in order to protect your home and your valuables:
1. The MOST important thing YOU can do is CALL THE POLICE to report a CRIME or any SUSPICIOUS activity. You have to be the eyes of your neighborhood. And remember you can always remain a pair of anonymous eyes! Report burglaries immediately!
2. Do not touch anything or clean up until the police have inspected for evidence. If you have not checked your house, let the police check it for you. Leave the house and call the police.
3. It’s important to keep a list of serial numbers and/or receipts of all electronic equipment, i.e., televisions, stereos, cell phones, iPods, computers, as well as a list of items that are easily sold or pawned, i.e., bikes, jewelry, collectibles. Photographs or video tapes are always useful to keep a record of what you own (and insurance companies would also find this useful and convenient). Update your list periodically and do not leave it in the residence, if possible. Use an engraving pen to write your current driver's license number on your property. Burglars don't want marked merchandise.
4. Make it time-consuming for a burglar to break into your home - secure your residence! Sometimes installing deadbolt locks on all exterior doors or windows will deter a criminal; they don’t want to spend too much time in one place. Check and double-check that all doors and windows are shut and locked before you leave the house; even if you are leaving for a short period of time. Takoma Park Police offer a home security survey free of charge. A residential security survey is an inspection of your home, performed by a police officer, in an effort to identify possible improvements to the physical security of your residence and to review personal safety and security habits. The goal is to decrease the likelihood that you might be victimized by a crime. Home security surveys are offered to homeowners living in the City of Takoma Park, by appointment. They generally take about an hour of your time and can be set up during evening hours. 6. When you leave your residence, do not leave valuables in plain sight. For instance, if your dining room table is within view of a window, don’t leave a laptop computer sitting there. When possible, pull shades or curtains so that property cannot be seen from outside the residence.
7. Be one step ahead of the burglar – case your own home and look for easy ways into your home and then take appropriate measures to correct it.
8. If you see someone suspicious who does not belong in your neighborhood, call the police. If you see a suspicious vehicle, call the police. Write down the license plates of any suspicious vehicles. Write down a description of any suspicious persons. You can never be too careful. A lack of information on suspects can hinder an investigation.
9. Burglars in most instances will case a neighborhood or the routine of residents. Every once in a while, leave at a different time. Change your routine to throw the burglar off. If you are not consistent, how can they be?
10. Burglars know where to look for hidden keys. Do not leave one.
11. If you do encounter a burglar in your home, please attempt to secure yourself in a room where you have access to a phone and immediately contact police. Do not confront suspect(s) or attempt to fight and/or chase after suspect(s).
These tips are not intended to scare or frighten anyone, however, crime is a fact of life everywhere. As partners, we can discourage criminals from targeting certain areas. We can make it hard for them.
Protect Yourself While Walking Throughout the Community:
Safety is everyone’s responsibility. Most criminals look for convenient and what they perceive as "easy" prey. There are some common sense precautions you can take to minimize the risk of being robbed.
If you must walk alone at night, walk in highly visible, well lighted areas.
Always be alert and aware of your surroundings. As you walk, look around you. Scan the area.
Do not allow yourself to be distracted by using a cell phone or head phones.
Walk purposefully and look confident. Keep your head up.
If you see an individual, a group or a parked vehicle that looks suspicious or causes you concern, keep your distance. Take another route or ask for help.
Do not walk close to shrubbery, doorways or cars where someone can easily hide.
Hide your valuables. Don’t flash jewelry or other expensive belongings. Keep any bag or purse close to your body, preferably in front.
Try to limit your use of ATM machines to daytime, avoiding those that are out of the way and as always, be aware of your surroundings.
If you think you are being followed, quickly change directions and if possible go to a location where there are other people that can help you.
If an unknown vehicle approaches you, immediately change directions.
If you do find yourself being robbed, avoid being injured by giving the robber what they want.
Don’t attempt to resist or attack the subject.
If possible, try to note details that will help in catching the suspect, such as race, hair, facial features, height, weight, build, clothing and vehicle and tag information.
Call police immediately (301.270.1100) or "911" and stay in a safe place nearby until they arrive.

If you leave valuables in your vehicle, will they be there when you return? If they can see it, they can steal it. So, secure it!
Theft from auto can occur at any time, from any vehicle. Often, valuables left in a car are taken during the night, but daytime thefts can occur on busy streets, with nobody reporting any suspicious behavior.
What Property Is Stolen? The following items, although not all-inclusive, should be taken into your home, or you risk them being taken by thieves: cellular phones, money, purse, wallet, briefcases, CDs, iPods, portable GPS systems, laptop computers and sports equipment. Auto parts are also taken, including a vehicle’s license plate.
How? Method of entry varies too. Unlocked cars with valuables in easy reach are as common as a window or door lock broken to gain entry.
Deterrents:
Vehicle Theft: Many auto parts stores sell steering wheel locks which are inexpensive; these are a major deterrent to vehicle theft.
For License Plate Theft: a unique screw, which requires a special tool to release the license plate, is available from auto parts stores. The cost can be as low as $4.
What you can do:
Lock doors and close windows completely.
Remove valuables from the vehicle or lock them in the trunk where they are out of sight.
Do not leave electronic devices or accessories visible. (A cigarette lighter plug or cassette adapter are tell-tale signs of valuables in the car. Replace the lighter when exiting the vehicle.)
Do not leave money in the car.
Park in your garage, if you have one, or in a well-lit area.
Install "tapered" door lock or an anti-theft device that has a visible indicator.
Aid to Recovery: Some valuables can't be taken out of the vehicle, such as a stereo or speakers. When installing custom sound equipment, record the serial numbers and/or engrave your driver's license on the items before installation. If stolen, those numbers could make a difference in locating and recovering the property, and prosecuting the thieves.

The Takoma Park Police Department will once again participate in the Drug Enforcement Administration (DEA) Nationwide Prescription Drug Take-Back Day on Saturday, April 27, 2013, from 10:00 a.m. to 2:00 p.m. This campaign gives the public an opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs. Bring your prescriptions to the Takoma Park Police Department, 7500 Maple Avenue, Takoma Park, Maryland 20912. Collection boxes will be set up in the first floor police lobby of the City building. Prescription, over-the-counter and pet medications will be accepted.
This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high – more Americans currently abuse prescription drugs than the number of those using cocaine, hallucinogens and heroin combined. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet.
The overwhelming public response to DEA’s nationwide Take-Back events not only rid homes of potentially harmful prescription drugs, but is an unprecedented opportunity to educate everyone about the growing prescription drug abuse problem. "Studies have shown that, for many, prescription drugs are the very first drugs they abuse – and all too often they aren’t the last. That is why we are committed to helping Americans keep their homes safe by ridding their medicine cabinets of expired, unused and unwanted drugs," says DEA Administrator Michele Leonhart.
"I encourage every American to take advantage of this valuable opportunity to safely dispose of unused, un-needed, or expired prescription drugs," said Gil Kerlikowkse, Director of National Drug Control Policy. "Preventing these readily available and potentially deadly drugs from being diverted and misused is something each and every one of us can do to help reduce the epidemic of prescription drug abuse that is harming so many Americans."

Congress passed the Secure and Responsible Drug Disposal Act of 2010, which amends the Controlled Substances Act to allow an "ultimate user" of controlled substance medications to dispose of them by delivering them to entities authorized by the Attorney General to accept them. The Act also allows the Attorney General to authorize long term care facilities to dispose of their residents’ controlled substances in certain instances. DEA has begun drafting regulations to implement the Act.
Other participants in this initiative include the White House Office of National Drug Control Policy, the American Association of Poison Control Centers; the Community Anti-Drug Coalitions of America; D.A.R.E. America; the Federation of State Medical Boards; the U. S. The Takoma Park Police Department, in partnership with the Maryland Automobile Insurance Fund (MAIF), will also be hosting a V.I.N. Etching event on Saturday, April 27, 2013, from 10 a.m. to 2 p.m. in the police station parking lot (7500 Maple Avenue, Takoma Park, Maryland 20912).
V.I.N. (Vehicle Identification Number) etching is a security technique in which your vehicle’s V.I.N. is permanently etched into all the glass panes of your vehicle. It is a proven vehicle-theft deterrent, as criminals tend to avoid vehicles that have been etched because it is harder for "chop shops" to make profit off of V.I.N.-etched vehicles.
In addition, during the event, you will be able to enroll in the "Watch Your Car" program and immediately receive the program decals that need to be affixed to your vehicle. It is a way for police officers to ensure your vehicle is not being driven by an unauthorized driver. A sticker is displayed in your vehicle window, so both officers and criminals know you are participating in the program.

The Takoma Park Police Department, in partnership with the Maryland Automobile Insurance Fund (MAIF), will also be hosting a V.I.N. Etching event on Saturday, April 27, 2013, from 10 a.m. to 2 p.m. in the police station parking lot (7500 Maple Avenue, Takoma Park, Maryland 20912).
V.I.N. (Vehicle Identification Number) etching is a security technique in which your vehicle’s V.I.N. is permanently etched into all the glass panes of your vehicle. It is a proven vehicle-theft deterrent, as criminals tend to avoid vehicles that have been etched because it is harder for "chop shops" to make profit off of V.I.N.-etched vehicles.
In addition, during the event, you will be able to enroll in the "Watch Your Car" program and immediately receive the program decals that need to be affixed to your vehicle. It is a way for police officers to ensure your vehicle is not being driven by an unauthorized driver. A sticker is displayed in your vehicle window, so both officers and criminals know you are participating in the program.

Vandalism to Auto - Community Advisory
On April 25, 2013, at approximately 7:06 p.m., Takoma Park Police responded to the 7300 block of New Hampshire Avenue (roadway) for the report of a vandalism to auto. Two unknown suspects, described as two Hispanic males, 24-26 years of age, both of thin build and wearing short cropped hair, drove by the victim's vehicle on a red scooter or mini-motorcycle and smashed out the driver's side window of the vehicle. Another victim was sitting in the vehicle but was unharmed. The suspects drove away on the scooter and/or mini-motorcycle southbound on New Hampshire Avenue.

The Takoma Park Safe Routes to School 5K Challenge is on Sunday, May 5, 2013. If you have not already registered, please do so! www.tkpk5k.com
The 5K Course begins at the Takoma Park Community Center, going NE on Maple Avenue. At Sligo Creek Parkway, it turns right and continues until the Carroll Avenue underpass. There it makes a U-turn, heading back past Maple Avenue, on to Sligo Creek Parkway to Piney Branch Road. It makes a second U-turn, turns right on Maple Avenue, and finishes at the Community Center.
The Fun Run course follows Maple Avenue to Sligo Creek Parkway and back to the Community Center.
The Youth Run will take place close to the Community Center for optimum cheering.
Water stations will be spaced out along the course.
According to MCRRC regulations, no strollers, baby joggers, skates, bikes, pets or headphones are permitted.
ROAD CLOSURES:
Road Closures on Race Day: Maple Avenue between Philadelphia Avenue and Sligo Creek Parkway from 7:50 am to 10:15 am; Sligo Creek Parkway will close at 8:00 am instead of 9:00 am.

On April 23, 2013, at approximately 6:54 p.m., Takoma Park Police responded to the 7300 block of New Hampshire Avenue for reports of an attempt stolen auto. Unknown suspect(s) attempted to steal a vehicle some time between 5:00 p.m. on April 22 and 6:50 p.m. on April 23. The door lock was pried to gain entry into the vehicle. There was an attempt to pry the steering column, but the attempt was unsuccessful.

The Takoma Park Police Department will once again participate in the Drug Enforcement Administration (DEA) Nationwide Prescription Drug Take-Back Day on Saturday, April 27, 2013, from 10:00 a.m. to 2:00 p.m. This campaign gives the public an opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs. Bring your prescriptions to the Takoma Park Police Department, 7500 Maple Avenue, Takoma Park, Maryland 20912. Collection boxes will be set up in the first floor police lobby of the City building. Prescription, over-the-counter and pet medications will be accepted.
This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high – more Americans currently abuse prescription drugs than the number of those using cocaine, hallucinogens and heroin combined. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet.
The overwhelming public response to DEA’s nationwide Take-Back events not only rid homes of potentially harmful prescription drugs, but is an unprecedented opportunity to educate everyone about the growing prescription drug abuse problem. "Studies have shown that, for many, prescription drugs are the very first drugs they abuse – and all too often they aren’t the last. That is why we are committed to helping Americans keep their homes safe by ridding their medicine cabinets of expired, unused and unwanted drugs," says DEA Administrator Michele Leonhart.
"I encourage every American to take advantage of this valuable opportunity to safely dispose of unused, un-needed, or expired prescription drugs," said Gil Kerlikowkse, Director of National Drug Control Policy. "Preventing these readily available and potentially deadly drugs from being diverted and misused is something each and every one of us can do to help reduce the epidemic of prescription drug abuse that is harming so many Americans."

Congress passed the Secure and Responsible Drug Disposal Act of 2010, which amends the Controlled Substances Act to allow an "ultimate user" of controlled substance medications to dispose of them by delivering them to entities authorized by the Attorney General to accept them. The Act also allows the Attorney General to authorize long term care facilities to dispose of their residents’ controlled substances in certain instances. DEA has begun drafting regulations to implement the Act.
Other participants in this initiative include the White House Office of National Drug Control Policy, the American Association of Poison Control Centers; the Community Anti-Drug Coalitions of America; D.A.R.E. America; the Federation of State Medical Boards; the U. S. Health Resources and Services Administration; the International Association of Chiefs of Police; the National Association of Attorneys General; the National Organization of Black Law Enforcement Executives; the National Association of Boards of Pharmacy; the National District Attorneys Association; the National Sheriffs Association; and the Partnership@drugfree.org.
The Takoma Park Police Department, in partnership with the Maryland Automobile Insurance Fund (MAIF), will also be hosting a V.I.N. Etching event on Saturday, April 27, 2013, from 10 a.m. to 2 p.m. in the police station parking lot (7500 Maple Avenue, Takoma Park, Maryland 20912).
V.I.N. (Vehicle Identification Number) etching is a security technique in which your vehicle’s V.I.N. is permanently etched into all the glass panes of your vehicle. It is a proven vehicle-theft deterrent, as criminals tend to avoid vehicles that have been etched because it is harder for "chop shops" to make profit off of V.I.N.-etched vehicles.
In addition, during the event, you will be able to enroll in the "Watch Your Car" program and immediately receive the program decals that need to be affixed to your vehicle. It is a way for police officers to ensure your vehicle is not being driven by an unauthorized driver. A sticker is displayed in your vehicle window, so both officers and criminals know you are participating in the program.

State Fire Marshal Recommends Caution During Power Outages - Community Advisory
As we are experiencing warming weather patterns in Maryland, we must prepare for storms that can cause disruption in electrical service to our homes. State Fire Marshal William E. Barnard is cautioning residents when using alternative light and electrical sources when experiencing power outages. "These easy to follow tips will help all Marylanders avoid injury or death during power outages," said the State Fire Marshal.
Use flashlights during power outages instead of candles. Keep plenty of fresh batteries on hand at all times.
If using candles, make sure they are placed on a stable piece of furniture in sturdy holders that will not tip over. Candles should fit in the holders securely and holders should be made of material that will not burn.
Keep candles away from items that can catch fire such as; clothing, books, papers, curtains, combustible decorations or anything else that can burn.
Do not place candles where they can be knocked over by children or pets.
Always extinguish all candles when leaving the room or before going to sleep.
Never use candles if medical oxygen therapy is used in the home.
If you are depending on portable generators for electricity during power outages, use extreme caution when refueling. Fuel splashed on a hot muffler could ignite, causing severe burns and serious injuries.
Never attempt to refuel a generator while it is running. Always allow the unit to cool before attempting to refuel.
Operate generators outside of the home and outside of garages. Carbon monoxide gas produced by operating generators is poisonous and can quickly cause severe injury or death.
Ensure placement of the generator does not allow carbon monoxide to enter the home through windows, doors or other openings.
If you can hear thunder, you are within striking distance of lightning. Stay off corded phones, computers and other electronic equipment that put you in direct contact with electricity and plumbing.
Additionally, the State Fire Marshal urges all Marylanders with buildings and homes constructed between the years of 1989 – 2009 that have Corrugated Stainless Steel Tubing (CSST) installed, to have the tubing checked for proper bonding/grounding. Marylanders are encouraged to have these systems checked by a qualified and licensed electrician, plumber and/or gasfitter. CSST is a flexible metal gas tubing used in many homes and buildings since 1989. It typically has a yellow outer covering and is used to supply natural gas or propane to furnaces, water heaters and/or other gas appliances. Lightning strikes on or around a structure have been shown to cause an electrical current to travel into the structure and upon reaching the CSST tubing, when not properly bonded/grounded, has in some cases caused a perforation in the sidewall of the tubing as it arcs outward seeking for a ground. This arcing can ignite the pressurized gas leaking from the perforation and in some cases has caused a significant fire. Costs associated with performance of these services vary between service companies. It is suggested to compare prices for this service before selecting a company to perform a safety check of your system.

Theft from Auto; Stolen Auto - Community Advisory
On April 21, 2013, Takoma Park Police responded to the 6500 block of Westmoreland Avenue for a report of a theft from auto that occurred sometime between April 20 at 9:00 p.m. and April 21 at 9:00 a.m. Unknown suspect(s) made entry into the victim’s vehicle and stole property. The suspect(s) gained access to the vehicle through an unlocked door.
In addition, the victim’s second vehicle was stolen. The outstanding stolen vehicle is described as a teal 2003 Toyota Sienna Minivan, Maryland tag #42767M7.
The outstanding vehicle has been entered into the National Crime Information Center (NCIC) stolen vehicle database.
Investigation continues under case #13018067 and #13018076. Anyone with information about these crimes is asked to please call us at 301.270.1100.

Tornado Watch - Community Advisory
The National Weather Service has issued a TORNADO WATCH for Montgomery County effective immediately.
Be prepared. Tornadoes can form from severe thunderstorms with little or no advanced warning. Know your safe room in your home, at school, and at work.. Remain alert for the issuance of warnings.
The safest place to be during a tornado is in a basement. Fit under a work bench or other piece of sturdy furniture. If no basement is available, seek shelter on the lowest floor in a hallway or closet. Use blankets or pillows to cover your body and always stay away from windows.
Evacuate mobile homes and vehicles immediately. Do not use highway overpasses as shelters. If no shelter is available, lie flat in the nearest ditch or other low spot and cover your head with your hands.
Do not wait to hear or see this tornado before you take action. Tornadoes that form at night and those that are rain wrapped may not be visible.

Chief Alan M. Goldberg from the Takoma Park Police Department announces the arrest of Dwayne Bartlette, 22, of Silver Spring, Maryland, for Possession with the Intent to Distribute Controlled Dangerous Substance (CDS) Marijuana and several open warrants for Vehicle Theft, Unauthorized Use of a Vehicle, and other offenses.
During the month of April, Takoma Park Police Department’s Special Assignment Team (SAT) were investigating the whereabouts of Bartlette, who was wanted on several outstanding warrants. At 4:20 p.m., on April 16, a Takoma Park Police SAT detective located Bartlette in the 700 block of Sligo Avenue, Silver Spring, Maryland. With the assistance of Montgomery County Police, Takoma Park Police responded to the area. Upon observing police presence, Bartlette fled the area on foot. He was quickly apprehended and found to be in possession of CDS Marijuana in an amount indicative of in intent to distribute.
Bartlette was arrested, charged accordingly and transported to the Montgomery County Central Processing Unit.

A Message from the Chief of Police Regarding Residential Burglaries - Community Advisory
Throughout the months of March and April, the City of Takoma Park has experienced an increase in residential burglaries. Between March 6 and April 17, nine residential burglaries have occurred. All incidents took place at various times throughout the days/evenings. The burglaries occurred in the following areas:
7200 block of Cedar Avenue
100 block of Sherman Avenue
8100 block of Lockney Avenue
1000 block of Anne Street
6800 block of Woodland Avenue
7200 block of Garland Avenue
Unit block of Columbia Avenue
7300 block of Buffalo Avenue
7300 block of Birch Avenue
To obtain entry, suspect(s) broke residential windows in two cases, pried a door open in one case, opened unlocked residential doors in five cases and entered one residence by unknown means.

With the warmer weather, it is tempting to want to leave your windows open during the day. However, Chief Goldberg asks that you create as many barriers between an intruder and their attempts to gain access to your home and/or valuables as possible.
Burglary is an opportunist crime. A burglar will select his target because it offers him the best opportunity to carry out his crime undetected and with the fewest number of obstacles in his way. A home that presents itself as insecure is far more likely to be targeted than one which is properly secured. Please review the following in order to protect your home and your valuables:
1. The MOST important thing YOU can do is CALL THE POLICE to report a CRIME or any SUSPICIOUS activity. You have to be the eyes of your neighborhood. And remember you can always remain a pair of anonymous eyes! Report burglaries immediately! Get to know your neighbors!
2. If you do encounter a burglar in your home, please attempt to secure yourself in a room where you have access to a phone and immediately contact police. Do not confront suspect(s) or attempt to fight and/or chase after suspect(s).
3. Do not touch anything or clean up until the police have inspected for evidence. If you have not checked your house, let the police check it for you. Leave the house and call the police.
4. It’s important to keep a list of serial numbers and/or receipts of all electronic equipment, i.e., televisions, stereos, cell phones, iPods, computers, as well as a list of items that are easily sold or pawned, i.e., jewelry, collectibles. Photographs or video tapes are always useful to keep a record of what you own (and insurance companies would also find this useful and convenient). Update your list periodically and do not leave it in the residence, if possible. Use an engraving pen to write your current driver's license number on your property. Burglars don't want marked merchandise.
5. Make it time-consuming for a burglar to break into your home - secure your residence! Sometimes installing deadbolt locks on all exterior doors or windows will deter a criminal; they don’t want to spend too much time in one place. Check and double-check that all doors and windows are shut and locked before you leave the house; even if you are leaving for a short period of time.
6. Display "Beware" signs. If you have a dog or an alarm system, put up signs that say you do. They do deter thieves. Residential alarms should be designed so as to give protection when you are inside as well as when you are away.
7. When you leave your residence, do not leave valuables in plain sight. For instance, if your dining room table is within view of a window, don’t leave a laptop computer sitting there. When possible, pull shades or curtains so that property cannot be seen from outside the residence.
8. Be one step ahead of the burglar – case your own home and look for easy ways into your home and then take appropriate measures to correct it. Takoma Park Police offer a home security survey free of charge. A residential security survey is an inspection of your home, performed by a police officer, in an effort to identify possible improvements to the physical security of your residence and to review personal safety and security habits. The goal is to decrease the likelihood that you might be victimized by a crime. Home security surveys are offered to homeowners living in the City of Takoma Park, by appointment. They generally take about an hour of your time and can be set up during evening hours. To schedule a security survey and a review of personal safety issues, contact our Community Outreach Program officer, Sgt. Paula Gaskin, at 301.891.7126 or 301.270.1100. 9. If you see someone suspicious who does not belong in your neighborhood, call the police. If you see a suspicious vehicle, call the police. Write down the license plates of any suspicious vehicles. Write down a description of any suspicious persons. You can never be too careful. A lack of information on suspects can hinder an investigation.
10. Burglars in most instances will case a neighborhood or the routine of residents. Every once in a while, leave at a different time. Change your routine to throw the burglar off. If you are not consistent, how can they be?
11. Burglars know where to look for hidden keys. Do not leave one.
12. Remember that you do not have to answer your door. Once you do, you are easily vulnerable. Do not open for a stranger. Verify who is there. Have him/her step to where you can see who it is. When in doubt, send him/her away. Be sure that a peephole viewer is installed.
These tips are not intended to scare or frighten anyone, however, crime is a fact of life everywhere. As partners, we can discourage criminals from targeting certain areas. We can make it hard for them.
Let’s make a difference together. Let’s demonstrate to the criminals that we are putting them on notice that they will be caught!
