Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Welford Ryan Stephens, 34, of Los Angeles, California, for Possession of a Controlled Dangerous Substance (CDS) Marijuana with the intent to distribute.

On March 19, 2012, at approximately 1:45 a.m., Takoma Park Police were on patrol in the 700 block of Ethan Allen Avenue and conducted a traffic stop. Upon approaching the vehicle, an odor of marijuana was detected and both occupants of the vehicle were asked to exit the vehicle. A search of the vehicle, incident to arrest, revealed numerous plastic bags of CDS Marijuana in an amount indicative of an intent to distribute.

Stephens was arrested, charged accordingly and transported to the Montgomery County Central Processing Unit.
