NEW Motor Scooter and Moped Laws Effective October 1, 2012 - Community Advisory

As a reminder, several new laws regarding mopeds and motor scooters recently went into effect. As of October 1, 2012, mopeds and motor scooters are required to be titled and display a decal. In addition, operators of these types of vehicles are required to:
•Possess a valid driver’s license or moped permit
•Carry proof of insurance
•Wear protective headgear and eye device
The electronic submission of title applications for mopeds and motor scooters can be processed at a tag and title service, dealer, or through the Web.
If a motor scooter or moped was purchased prior to October 1, 2012 and does not have a certificate of origin or title, a customer may sign onto the MVA website, complete an electronic affidavit, and receive a title and a decal in the mail. A title and decal cannot be processed through the Web if:
•The vehicle is subject to a lien.
•There is a transfer of ownership.
•The vehicle does not have a vehicle identification number (VIN).
Requests to obtain a title and a decal on a motor scooter or moped with a lien or a transfer of ownership must be processed at a tag and title service or a dealer. Requests for motor scooters or moped in need of a VIN may only be processed at an MVA full service branch office.
